The Inspector left the following correction: 1) need special inspection reports from geotech of record, 2) due to topography provide stamped and signed survey or string property lines, recall for inspection—not approved to pour. On August 28, 2007 the Inspector was recalled and approved setbacks for the house only. Based on this setback approval the downslope house footing was approved to pour with the understanding that special inspection reports for soil verification had been inspected and approved and that hard copies of the reports were forthcoming to the City. As of August 28, 2007 the upper slope building footing was not inspected by the City. On Thursday September 13, 2007 late in the afternoon you contacted the City Building Inspector and stated you had concrete arriving in 30 minutes. You were told that you were not on the inspection schedule for and were reminded that the City must inspect and approve the foundation of the upper slope building. The Inspector gave you the option of calling a private structural engineer to view the footing prior to the pour and provide the City with a special inspection report. On Friday September 14, 2007 the City Inspector was called to the site for inspection and upon arrival found that the upper footings had been poured without City inspection approval (a violation of IRC Section R109). In order to resolve this violation you have the following options: 1) Remove the upper building foundation, re-form and re -call for inspection OR, 2) Consult with a State Licensed Professional Structural Engineer and provide the City with a written plan of action as how to resolve this violation. The City expects a written response by Friday, September 21, 2007 as to how you intend to resolve this matter. Pursuant to International Residential Code Section R109 you are required to obtain progress inspection approval prior to advancing of work. In order to assure compliance to the noted deadline, enclosed please find a copy of the STOP WORK order issued today for the upper slope building.
