Dear Applicant,
I have reviewed the above building permit application for the Planning Division and it was found
that the following information, corrections, or clarifications will need to be addressed before
review can continue:
Height:
1. I was able to recover an old site plan (“landscape plan”) that was submitted with the
ADB application. This shows the ‘original grade’ contours and also shows the height
rectangles for both buildings. I have enclosed it because I think it might be more detailed
than what you’ve provided with the last submittal. I think you’ll still be under the height
limit, but if you could take a look at the original contours that would be great. The site plan
you just submitted shows that the entire lot is flat (elevation of 430) which is not consistent
with the relatively flat original grade. Please revise the height calculations on the site plan
and on the elevations to show the (1) Average Original Grade of each of the buildings, (2)
Max Height of each of the buildings, and (3) Actual Height of each of the buildings. The
code requires we take the height rectangle and height calculations from the original grade.
So, the calculations for both of the buildings will likely not be exactly the same. See
attached for more information…
Setbacks:
2. Thank you for showing the patios on the site plan. They may only project as far
as 1/3 into the 10’ setback (pursuant to ECDC 16.30.040.D) – which means they can be
located no closer than 6.67’ from the side property lines. Please reduce the size of the patios
on both the Landscape Plan and on the Site Plan, and please add this dimension to both of the
plans (redline is acceptable).
Landscape Bid:
3. Please provide an itemized cost estimate of the landscaping at your earliest
convenience so we can determine the cost of the landscape performance bond, pursuant to
ECDC 20.12.040 below:

20.12.040 Landscape bonds.
A. An itemized cost estimate, covering landscaping and irrigation, must be submitted for use in
determining the landscape bond amount. The city will use this estimate to set the amount of the
landscape performance bond.
B. A performance bond will be required for release of the building permit. This bond will be
used to cover installation of required landscaping, fences or screening for service areas.
C. Landscaping must be installed prior to issuance of certificate of occupancy (for multiple
family and single tenant commercial buildings) or a certificate of completion (for multiple tenant
commercial buildings).
D. Once the landscaping has been installed, a 15 percent maintenance bond is required for
release of the performance bond. Any plants that die within two years of installation must be
replaced before the maintenance bond can be released. Upon inspection and approval, the
maintenance bond may be released after two years. \[Ord. 2792 § 1, 1990\].

plans/documents (affected sheets only) with a written response to each of the above items.
