Project Address: 8705 238' Street SW
During review of the plans for the above noted project, it was found that the following information,
clarifications or changes are needed. Provide written responses to each comment and where
changes can be found on the plans. Submit 2 sets of revised plans/documents to Marie Harrison,
Permit Coordinator.
1. Will there be any interior remodeling as part of this project? Please refer to the enclosed City's
"Commercial & Multifamily Work Exempt From Building Permit" handout.
2. We only received building plans for alterations for the north building. Provide plans for the
south building to clearly show work that will be done.
3. Provide the following information on the coversheet of the plans:
a. Written detailed scope of work for each building. Once a detailed scope of work is
provided and response to item 1 above, applicability of IBC Chapter 34 for
accessibility will be reviewed.
b. Floor area for each floor and total floor area of each building
c. Type of construction for each building. If it is Type VA construction, provide details
for 1 -hour construction, including listed and tested assemblies.
d. Number of stories for each building.
e. Occupancy for each building.
f. Occupant load for each unit and the total for each building.
4. This project is subject to RCW 64.55 (EHB 1848). Please read RCW 64.55 (which can be
found on the following website http://apps.leg.wa.gov/rcw/) to determine how it applies to your
proj ect.
a. Currently the County Assessor records show these buildings as apartments. If they
will remain apartments, enclosed is a Sale Prohibition Covenant as described in the
RCW. Complete and return to the City for recording with Snohomish County prior
to permit issuance. You will be responsible for recording costs.
b. If the buildings will be converted to condominiums, if the cost of the work is more
than 5% of the assessed value of the building, the following is required:
L Building Enclosure documents stamped and signed by a State licensed
Architect or Professional Engineer must be submitted.
ii. In addition to the building enclosure plans, the design professional must
submit a written statement stamped/signed that "The undersigned has
provided building enclosure documents that in my professional judgment are
appropriate to satisfy the requirements of RCW 64.55.005 through
64.55.090".
Hi. The building enclosure must be inspected by a qualified inspector.
1. Inspector qualifications:
a. A person with substantial and verifiable training and
experience in building enclosure design and construction.
b. Shall be free from improper interference or influence relating
to the inspections.
c. May not have a conflict of interest.
iv. Prior to final Building inspection/occupancy, the Building Enclosure
Inspector must submit a signed letter certifying that the building enclosure
has been inspected in substantial compliance with the building enclosure
design documents.
v. Where phasing of construction occurs, coordinate inspection with the City
Building Inspector to insure that all required inspections are performed.
Inspection by the building enclosure inspector to meet EHB-1848 does not
substitute for required City building inspections which must be performed by
the City Building Inspector.
c. If the cost of the work is 5% or less of the assessed value of the building, the owner
must submit a letter to the Building Official certifying this, and a written contractor's
bid for the building envelope work only.
5. Clarify on the plans if windows will be altered/replaced. If they are required egress windows
from sleeping rooms, clearly show that opening size, and sill height will be met. IBC 1025

in satisfaction of the requirements of RCW 64.55.010 through RCW 64.55.090. The
