Please respond in writing to each item and include the location(s) of the changes to the plans/documents, and cloud the changes made. Please resubmit 3 sets of plans/documents and written comments to Marie Harrison, Senior Permit Coordinator. 1. On Sheet 4 (grading), identify the thick dashed gray line surrounding Building 5. It appears as if it is the scope of work under this permit. Clarify so there is no confusion. 2. Clearly label all retaining walls that are to be constructed as part of this permit (that are not part of the foundation system or shoring wall). 3. Provide construction details and calculations for site retaining walls which are not provided with the foundation design nor with the shoring design, and cross-reference where they apply on the civil plans. 4. Special inspections are required for the Shoring, Grading and Foundation follows (please note that foundation special inspections are included since the foundation application is also currently under review): a. By the Geotechnical Engineer of Record i. Excavation, grading and site preparation ii. Shoring installation and monitoring iii. Soil bearing verification iv. Placement of fill and compaction v. Foundation drainage vi. Retaining wall construction, including drainage vii. General site monitoring viii. Final special inspection letter b. By WABO Certified Special Inspector or State Licensed Professional Engineer i. Special inspections noted on Sheet S1.1 ii. Welding and Concrete for Shoring installation iii. Final special inspection letter Complete the enclosed Special Inspection and Testing Agreements, have the owner, general contractor and special inspector sign the forms and return for Building Official approval prior to permit issuance. January 6, 2007 Ann Bullis, Plan Reviewer and Assistant Code Official Development Services Department 1215 th Avenue North, Second Floor Edmonds, Washington 98020 Dear Ann Bullis: This is a plan review on the SHORING AND GRADING PLANS for the: Project Name: Port Edwards Condominium Building 9; Value: $338,000.00 Plan Review N2:1111-107 (Your Plan Check Numbers are 2006-1342 and 2006-1343) Codes: `03 IBC Chapters 14, 16, 17, and 18, & ASCE 7-02 Chap. 5, & Secs. 9.7 & 9.14.7.2 Preface: This letter -report contains various comments on the submitted plans for potential changes to the design Standards in the Codes indicated above. I have specified a general area of concern in each comment, along with a specific location on a plans and a Code -specific Section in which the.provision is found. I assume that the designers will to read entire Code provisions rather than my having to duplicate it in the letter. Unless specified otherwise, references are to the `03 !BC & specifically identified ones from ASCE 7-02. Even though this letter -report is addressed to you as advisory recommendations in case you have alternate provisions, the designers of record need to directly address and resolve the issues. Generally, changes will be required to plans and/or specifications. If, after the architects or engineers dispute my point or have an alternate way of complying with it; they should provide both of us written responses addressing each disputed comment. They should indicate what they intend to do about potential discrepancies and where solutions will be found on revised specifications, plans, change orders or otherwise. They should also provide a cloud around changes. That way, you and I will be able do a final review in an efficient, expedient manner. Grading and Shoring Issues General, Site, and Specific Comments 1. The supplemental Geotechnical Report # T-4893 referenced on Sheet SH1.0 complies with the minimum requirements of Section 1802 except for the seismic details mentioned in comment # 4 below. When that issue is addressed adequately, you may approve it. Section 1802.1 2. Sheet SH1.0 should also indicate that special inspection for: (a). The required excavation of unsuitable soil and compaction for the new structural fill; (b). For the concrete work; and (c). For the structural welding to be performed. Sections1704.1.1, 1704.4, and 1704.7 3. The specific special inspectors doing this have to be identified prior to work being started and preferably before permit issuance. Sections 1704.1 and 1704.1.1 4. The pile shoring system may be the final retaining wall for the garages. If so additional design lateral loads need to be added — see Item 6.b below. Section 1802.2.7 Ann Bullis, City of Edmonds Shoring for Buildings 9 Plan Review Number 1991-907 January 6, 2007 Page 2 of 3 5. All Terra Associates, Inc. Geotechnical Reports comply with the minimum requirements of Section 1804.2 and 1804.3 except that from the look of the cross-sections, it appears that the soldier pile walls will be used as the retaining walls for that portion of the construction. If so, then the lagging, drainage system and other details shown on the November 29, 2006 Preliminary Geotechnical Report Figure 10 needs to be shown on the shoring plans. 6. The design of the Shoring walls: a. Section 1802.2.7 requires the November 29'h Report # T-4893 to determine and the designer to account for extra seismic lateral pressure on retaining walls as a whole for SDC D sites. Section 1802.2.7.1. The end of the first paragraph in "Background" states shoring walls are permanent and so this provision applies to these walls. b. However, despite this report's statement that the pile systems are part of the retaining system, architectural plan views.are noncommittal. The structural plans show them behind basement walls. All need to be the same no matter what the design scheme is. c. There is a slope surcharge of 6' or more above the shoring walls at piles P2 — P7 and again at P10 — P13 on Sheet SH2.0. See Figure 9 in the November 9th Soils Report. d. A form of concrete, CDF, "controlled density fill" is specified a note under "Concrete" on Sheet SH1.0. It is for the portion of the plies below the complying bearing soils below grade. The amount of cement is given but no specific mix criteria or strength is given. I am assuming that the lateral resistance will be provided based on the diameter of these CDF "piles" but the plans don't make that clear nor does the analysis. e. The Ground Support November 30th letter shows the analysis of the loading, shear and moments on the shoring walls but: i. Please have the designer show the free -body diagram including actual seismic loading mentioned in 6.a above or surcharge loading as mentioned on 6.c above, he or she is using with all values of the resisting elements specified, such as the CDF portions of the piles in order to verify they were done accurately; ii. There were no allowable design values specified by which to measure if the wall and pile designs are actually adequate to resist these forces and moments from the loading diagrams; iii. What is the point of fixity for the piles? Section 1808.2.9? This is needed to determine if the systems are in equilibrium. It would appear that the soils engineer should provide their values; iv. Piles P1 through P6 exceed an 8' spacing and the lagging has to be designed for the full surcharge and lateral loading according to the Soils Report mentioned in Item # 4 above. Nine feet is mentioned in this report but many of the piles seem to be spaced at 10'+. The first paragraph of "Design" on page 2 of the letter states that the designers have, "... performed the design in accordance with locally accepted standards of practice ...) [emphasis is mine]. If by that they mean that spans in excess of 8' can be thought to also use reduced lateral loading, they need to justify their statement since "local practices" without any scientific basis are not acceptable. The fagging has to be specified as being preserved by a process listed for ground contact. 8.. Hem -Fir is apparently resistant to preservative treatment according to this USDA web site: http://www2.fl2l.fs.fed.us/TechSheets/SoftwoodNA/htmIDocsltsugaheterophylia.htmi. The American Wood preserver's Institute also implies this in their"Miscellaneous" category. of FAQ's at this web site: http://www.awpa.com/references/fag.asp#Uses. How can the Hem - Fir # 2 wood be preserved for ground contact? The designers need to provide specific approvals from a company that complies with the AWPA standards. Section 2303.1.8 and 2303.1.8.1 CLOSING As stated in the beginning of this letter, the designers should revise the plans and specifications and resubmit them with a letter explaining what they did including any rebuttal to the issues and should indicate on which sheet or detail the correction may be found. If the engineer or architect disputes call me and discuss those issues they may do so to the number on the letterhead. Thank you for the opportunity to be once more of service. Construction Codes Consultant CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The project at !15 endg, ) issued under building permit number ZP0. requires special inspection and/or testing per IBC Chapter 17. The complete list of special inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector 1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following. • Description of daily inspections and tests trade with applicable locations List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. S. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of L:ITEMP\BUILDING\SpeciallnspectionAgreementlBC.doc 71Q4 his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (Le., massed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities .1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to.have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at -the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities I. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. His/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
