Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. 1) Please provide complete floor plans for both floors showing all doors, windows, room uses, etc. Also, update floor plans to show new remodeled area to be covered under permit 2007-0052. See attached for minimum plan requirements. 2) Provide both copies in color or change symbols because on the black and white copy you can not distinguish between smoke alarms and fire extinguishers or exit doors and windows. PERMIT SUBMITTAL REQUIREMENTS Adult Family Homes containing living facilities (including provisions for sleeping, eating, cooking and sanitation) for six (6) or fewer residents are subject to the following requirements: 1. A City Compliance permit is required to verify. minimum building and fire life -safety codes within the Adult Family Home. Submit a complete permit application and required permit fee. Note, additional recording fees are also required for covenant recording (See #2d and 47 below). 2. Complete Page 1 of the WABO inspection checklist attached (form can also be found on line at www.wabo.org) and submit with the compliance permit application. 3. Designate the use and size of all rooms and spaces including headroom (i.e_,Tt_v_mg­7­35m 10 feet by 12 feet, S foot ceiling, etc.) Indicate the path of travel (including stairs, ramps, platform lifts, etc.) from sleeping rooms to a yard, alley or public way (i.e., street or alley) C. Ramp permit approval required regardless of height or size. Provide construction details. Show location of all heating appliances and thermostats, (i.e., furnace, wall heaters, etc.) C. If two kitchens are proposed a `Second Kitchen Covenant' is required (recording fee) £ Dimension all sleeping rooms including windows, doors, and sill height Show smoke alarms (detectors) --MUST BE HARDWIRED AND INTERCONNECTED Each sleeping room shall be designated by at least one of the following State Licensing code requirements: • Type S — where the means of egress contains stairs, elevators or platform lifts. • Type NS 1 — where one means of egress is at grade level or a ramp is constructed in accordance with IRC Section 311.6. • Type NS2 — where two means of egress are at grade level or ramps constructed in accordance with IRC Section 311.6. Emergency egress by providing a door that leads directly to the outside OR a wm ow with a minimum net clear openable area of 5.7 square feet, a minimum clear openable height of 24 inches and minimum clear openable width of 20 inches. The window sill height cannot be more than 44 inches above the finished floor. The minimum sleeping room size is 70 square feet with 7 feet minimum headroom. Smoke alarms are required in each sleeping roam throughout the entire residence, in the outside hallway of all sleeping room areas and on each floor of the residence. All smoke alarms shall be hardwired and interconnected throughout the entire home (IBC 907.2.10.3). Wiring shall be permanent without a disconnecting switch. Alarms shall sound an alarm audible in all sleeping areas of the dwelling unit in which they are located. All bedroom and bathroom doors shall be openable from the outside when locked. Every closet �-/ that is provided with a door lock shall be readily openable from the inside. A Fire Exit plan shall be developed for emergency evacuation of residents and must be submitted to the City for review with the compliance permit. Note, a minimum of 2A:1 OB:C fire extinguisher shall be provided at an approved location and be easily accessible. 7. A Notification Covenant (to be signed by the Adult Family Home owner) shall be submitted with the compliance permit (additional recording fee). NOTE: THE PURPOSE OF THIS HANDOUT IS TO ASSIST THE PUBLIC IN COMPLYING WITH DETAILED PERMIT SUBMITTAL REQUIREMENTS. IT IS NOT A COMPLETE LIST OF PERMIT OR CODE REQUIREMENTS AND SHOULD NOT BE USED AS A SUBSTITUTE FOR APPLICABLE LAWS AND REGULATIONS. IT IS THE RESPONSIBILITY OF THE OWNER/DESIGN PROFESSIONAL TO REVIEW THE SUBMITTAL FOR COMPLETENESS AND APPLICABILITY TO OTHER CODES. ONLY COMPLETE APPLICATIONS WILL BE ACCEPTED BY THE CITY FOR REVIEW. CITY INSPECTION REQUIREMENTS Building & Fire Department Inspection Requirements The following is inspected by City Building and Fire Department inspectors for compliance to the codes. 1. Address numbers shall be placed in a conspicuous place on the exterior of the building to be plainly visible and legible from the street or road fronting the property. Minimum size 6 inch letters of 3/4 inch stroke in a contrasting color to the building. 2. Fire Extinguishers 3. Fire Exit Plan 4. Accuracy of floor plan 5. Location, hard -wiring and interconnection of all required smoke alarms 6. WABO Inspection Checklist shall be completed by the City Building Inspector. Note: Site inspections may reveal additional requirements and/or violations unrelated to the Adult Family Home which must be resolved before occupancy is granted and the business license issued. Final Approval Requirements and Issuance of City Business License 1. The Adult Family Home provider shall submit a copy of the State Department of DSHS Adult Family Home License to the Building Official, within 10 days of receipt from the State. 2. After the WABO inspection has been approved and all covenants are submitted (including recording fees) the City Business License will be issued.
