Provide written responses to each comment and where changes can be found on the plans. Submit revised plans/documents to Marie Harrison, Permit Coordinator. 1. Coversheet information: a. Revise note #18 to R2 occupancy (dwellings), U occupancy (private garages). b. Revise note #20 to Type VA Construction (original certificate of occupancy and plans show Type V 1 -hour construction). c. Expand scope of work on Sheet P1 to include how many plumbing valves will be replaced, what fixtures they are for (e.g. main water shut off, unit shutoffs, kitchen sink, toilet, etc.), and if located in specific units or for entire building. 2. On the site plan (P2) clearly show locations of all new covered porches, and clarify current note to specifically include the new porch roof areas. I This is a Type VA building. Repairs, additions, alterations made to the building must meet 1 -hour fire resistive construction. Revise construction details to show 1 -hour fire rated assembly requirements (including listed and tested assemblies), such as exterior walls, projections, decks, etc., and show where they apply on the plans. 4. Sheet A2: a. Provide existing/proposed foundation information to support porch and new roof framing. b. Note the post size and that it will be pressure treated. c. Clarify section detail to show how loads will be carried to the foundation where the post sits on the double joist. d. Note post -to -footing connections and post-to-beam/double joist connections on the plans. e. Provide detail showing how the 6x10 beam and the double joist will be supported at the exterior wall of the garage. f. Note roof ledger size, and fastener size, type and spacing. g. Note porch ledger size, and fastener size, type and spacing. h. Dimension stair run. i. Clarify that the 7 %" stair rise is typical for both risers. j. Note the roof sheathing type and thickness, and roof material to be used at the new porch roof. k. This is a Type VA building. The roof -ceiling and posts/beams of the new porch must be protected to 1 -hour construction to meet Type VA construction requirements. Provide listed and tested assembly details on the plans and cross-reference where they apply. This project is subject to RCW 64.55 (EHB 1848). Please read RCW 64.55 (which can be found on the following website http://apps.leg.wa.goy/rcwn to determine how it applies to your project. a. Currently the County Assessor records show these buildings as apartments. If they will remain apartments, enclosed is a Sale Prohibition Covenant as described in the RCW. Complete and return to the City for recording with Snohomish County prior to permit issuance. You will be responsible for recording costs. b. If the buildings will be converted to condominiums, if the cost of the rehabilitative construction work is more than 5% of the assessed value of the building, the following is required: i. Building Enclosure documents stamped and signed by a State licensed Architect or Professional Engineer must be submitted. ii. In addition to the building enclosure plans, the design professional must submit a written statement stamped/signed that "The undersigned has provided building enclosure documents that in my professional judgment are appropriate to satisfy the requirements of RCW 64.55.005 through 64.55.090". iii. The building enclosure must be inspected by a qualified inspector. 1. Inspector qualifications: a. A person with substantial and verifiable training and experience in building enclosure design and construction. b. Shall be free from improper interference or influence relating to the inspections. c. May not have a conflict of interest. iv. Prior to final Building inspection/occupancy, the Building Enclosure Inspector must submit a signed letter certifying that the building enclosure has been inspected in substantial compliance with the building enclosure design documents. v. Where phasing of construction occurs, coordinate inspection with the City Building Inspector to insure that all required inspections are performed. Inspection by the building enclosure inspector to meet EHB-1848 does not substitute for required City building inspections which must be performed by the City Building Inspector. c. If the cost of the work is 5% or less of the assessed value of the building, the owner must submit a letter to the Building Official certifying this, and a written contractor's bid.for the building envelope work only.
