RE: Plan Check #2007-0051 Project: Stevens Health Center -- Mechanical Project Address: 21701 76's Ave W During review of the written response submitted for the above noted project, it was found that the following information, clarifications or changes are still needed. Provide written responses to each comment and where changes can be found on the plans. Submit revised plans/documents to Marie Harrison, Permit Coordinator. Responses to code issues in letter from Tim Garoutte, P.E.: The corridors for this building are 1 -hour fire rated as shown on the approved architectural plans under permit #2006- 1088. The corridors in this building are required to be 1 -hour fire rated enclosures. The 1 -hour fire rated walls terminate at the 1 -hour fire rated floor -ceiling assembly as permitted by IBC 708.4 creating the 1 -hour rated enclosure. As previously noted in my e-mail correspondence with Dan Dallum dated 3/20107, the ceiling of the corridor is the 1 - hour fire rated floor -ceiling assembly as shown on Sheet A6.0 of the approved architectural plans, not the non -rated ceiling grid system which is shown below the corridor ceiling. Contrary to your letter, IBC 1016.4 does apply to the space within the entire corridor enclosure. The corridor enclosure is not permitted to "...serve as supply, return, exhaust, relief or ventilation air ducts." The plans currently show the corridor as a return air plenum. IBC 1016.4.1 is a subsection of 1016.4 and is very specific to the use of the space between the ceiling and the floor or roof structure above. As noted in my e-mail correspondence with Dan Dallum dated 3120/07, IBC 1016.4.1 condition #3 permits the mechanical units serving only the corridor to be located within this area of the corridor, provided they shut down upon activation of unit smoke detectors. There is no condition in IBC. 10 16.4.1 for the units that serve spaces other than the corridor. If the line of the ceiling grid system currently shown on the. approved architectural plan was the 1 -hour fire rated ceiling of the corridor, then IBC 10 16.4.1 condition #2 would apply, and the space between this ceiling and the 1 -hour fire rated floor/roof above could then be used as a return air plenum. However, this is not currently how the corridor is constructed on the approved architectural plans. As noted in previous plan review comments and e-mail correspondence: 1. As currently shown on the mechanical plans, the area above the ceiling grid is being used as a return air plenum, which is not permitted for units that are not dedicated to serving the corridor. Provide revised mechanical plans that clearly show that the supply and return for each mechanical unit are fully ducted where located within the corridor above the non -rated ceiling; OR relocate the mechanical units out of the corridor. 2. For the mechanical unit for each floor that only serves the corridor, clearly show on the mechanical plans that the unit will obtain return air from the plenum and shut down upon activation of the unit smoke detector per IBC 1016.4.1 condition 3.
