Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. 1) 3/30/07 Still need all utilities, setbacks to buildings, based on topography height calculations can not be "typical" for both buildings and all 4 points are not the same elevation. Please re- calculate height. Site plan is missing many of our minimum submittal requirements (i.e. topography elevations, utilities, eaves, height calculations, datum point, impervious surface calculations, lot coverage, etc.). See attached sample site plan. Still need details 4, 11 and 15 updated to show fire block and the floor and ceiling levels and attic draft stopping for attic area. Please incorporate this information into details. For dwelling unit separation provide copy of listed and tested 1 -hr wall assembly (see attached samples) and incorporate requirements into details 4, 11 and 15. Also add fire block information at the floor and ceiling levels and add attic draft stopping information to the details. 12) 3/30/07 See attached additional comments. See attached structural comments from city consultant. Respond to each item in writing. 13) New based on Submitted Geotech Report: Please provide temporary shoring plan as mentioned in the Geotech report showing top and bottom wall elevations for all proposed retaining wall. If heights will exceed 4' then a detail and calculations stamped and signed by a Washington State Licensed Professional Engineer are required. If they exceed 8' then peer review will be required. See attached retaining wall handout. 14) New based on Submitted Geotech Report: Geotechnical Engineer of Record specifies minimum 18" wide footings. Please revise all foundation details to reflect. 15) New based on Submitted Geotech Report: Special inspections are required for the following. Complete the enclosed special inspection agreement signed by the owner, the general contractor and the special inspector and submit to the City for approval prior to issuance. • Excavation/Grading/Site Prep • Placement of fill and compaction • Proof rolling • Soil bearing verification • Temporary and final erosion control • Subsurface drainage installation • Temporary shoring installation Page 2 of 2 CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The pZOQ at ��r issued under building permit numbrequires special inspection and/or testing per IBC Chapter 17. The complctions is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector .1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall he immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all non -conforming items Report on status of non -conforming items (resolved or unresolved) Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. 5. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of L:1TEMPIBUILDING1SpeciallnspectionAgreementlBC_doc 7/04 his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities 1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at,the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. Ms/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent small fund special inspection services. E. Enp_ineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications. The following comments, deficiencies/corrections must be addressed prior to completion of plans review and subsequent issuance of permits. Provide revised plans and calculations along with a written response to each of the items listed below to facilitate a shorter back -check time. Page 2 of 4 EECE#: EDM 06-66 (2) Kostelyk Duplex SCOPE OF REVIEW The scope of this review is for the Structural requirements of this project. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions'and concerns before permit approval. STRUCTURAL CONEWENTS General 1. Please have engineer of record review the drawings before resubmitting to assure the information is transferred according to the analysis. Sheet 2 TYPICAL WALL SECTION & UPPER FLOOR FRAMING & MAIN FLOOR PLAN: 2. 2. EOR please specify the required connection of the Glu -lam beam to the post supporting it. All past to beam connections should be clearly identified on the drawings. IBC 2304.9.7 The drawings now specify EPC, but what is the post being used to support the glu lam beam? This needs to be clearly specified on the drawings. Also the base of the post should be clearly noted on the drawings. Please specified this and provide detail for the post to beam required including the connections. 3. 3. EOR please specify the required joist hanger to use to support the design loads. IBC 2304.9.6 The resubmitted drawings specify the joists to rest on top of the beam. But still this is not a positive connection. More information is required to complete the load path. This information is required to be clearly labeled on the drawings. 4. 6. EOR please clary the joist call out of TJI 350. This is not manufactured any more. Please modify accordingly. Truss joist catalog. The new drawings now specify TH 11-718 360. Based on the span of 20 feet, the allowable LL shall not exceed 51 plf and a total load of 97. A live load of 40 psf @ 16" OIC is 53.3 plf. This exceeds the 51 plf. Also note the span table in TJI shall be reduced 6" when the floor is only nailed and not glued. 5. 8. It is not clear, on the drawing how the joists in the floor are to be supported by the Glu -lam beams. Please provide a detail on the drawings or another method to show complete load path. Please modify accordingly. IBC 2304.9.6. The drawings just state the joist to bear on the beam. More information is required to show complete load path, and must be added to the drawings. Please revised, and have engineer of record review the plans before resubmitting. Sheet 3 FOUNDATION PLAN: 7. 11. EOR please speck the required hanger to use to support the deckjoist. All that is noted is joist hanger. But the actual one to be used should be specified clearly on the drawings in order to verify capacity. IBC 2304.9 .6 EOR please clarify the size of the deck joist. I am sorry I did not ask for this the first time, but I thought the joist was to be the same size as the ledger. Now looking at the drawings the joist size is not specified. Please add this information to the drawings.. 8. 13. EOR please specify the required connection of the 6X8 beam to the perimeter wall. IBC 2304.9.6 Drawings state to cantilever the ends. Submit analysis for this alternate live load on the member to show compliance with the code. 9. 14. EOR please clam the 9-112 TJ1150 specified. This is not manufactured any more. Please modify accordingly. Truss joist catalog. The specified 9-112 TTI 110 exceed the allowable span of the TTI truss joist catalog. Supply analysis for the joist to exceed this. (Truss joist page 5 Floor load tables 100% of the load.) 10. 15. Section 1, 2, 3 and 6. Detail states anchor bolt per foundation plan. The note states the spacing but there is one also required not more than 12 " or less then 4 " from each end of each piece. Please add this requirement on the drawings. IBC 2308.6. This still has not been addressed. Sheet 4 ROOF FRAMING PLAN & UPPER FLOOR PLAN: 11. New analysis requires the shear wall to be P2-3 but the drawings state P1-3. Please have engineer of record review the plans before resubmitting. 12.17. EOR please provide detail on the construction for the 36" high guard rails at the opening below. Nothing is specified on the drawing to transfer the code required forces. Please modify accordingly. IBC 1607.7.1. A detail has not yet been added for this guard rails. Please add this information to the drawings. 13. 18. EOR please provide calculation for the typical header supporting the roof trusses. IBC 1604.4. This still has not been addressed within the resubmitted documents. 14. 19. EOR please modify detail 15 in order to maintain the required separations as required between units. Currently as the detail shows this does not meet the code requirements. R317. This still has not been modify as required per the building code. The code requires each of the units to be separated. As drawn this will not be Page 4 of 4 EECE#: EDM 06-66 (2) Kostelyk Duplex accomplished. Also the separation wall has to extend to the underside of the roof sheathing. Just notes on drawings are not sufficient to meet the code unless details reflect these notes. Currently the notes are not reflected in the details. Please modify accordingly. 15.21. For units 2 and 4 please clarify how the supporting beams, at the entry, are being connected to the main structure. Nothing is specified at this time. Just dashed line. A detail is required to be added to complete the load path to the foundations. IBC 2304.9.6 Provide a detail for the connections of these beams on the drawings. All that is noted now is Simpson HUSC610. Depending on how the framing of the wall is laid out, there might not be a stud at these locations to connect to. Add a detail on the drawings at these locations. 16.22. EOR please provide a detail on the drawing for the support of the roof framing material at the entry. What are the posts that are required, how are they connected to the members, etc... It is not clear on the drawings how the members will be supported IBC 2304.9.6 Details at these locations have not been provided on the drawings. Please add this information to the drawings. Additional corrections may be required following receipt of corrections and additional information as requested. Your plans are being reviewed concurrently with the Building Department, Fire Department, Zoning Department and Public Works Engineering. Changes, clarifications or additional corrections may be required subsequent to the Building Department plan review when comments are received from the other concerned departments.
