During review of the plans for the above noted project, it was found that the following information,
clarifications or changes are needed. Provide written responses to each comment and where
changes can be found on the plans. Please submit revised plans/documents to Marie Harrison,
Permit Coordinator.
1. In reviewing the letter from the SDA dated 4/10107 regarding the structural issues, we have the
following comments:
a. Based on the information presented in the SDA report, the revised plans submitted are very
incomplete and only partially address the extensive framing issues.
b. Submit complete revised structural and architectural plans addressing all of the comments in
the letter and any other existing or proposed changes to the building design, stamped by
Chris Covington, PE (engineer of record). The only revised plans we received were marked
up copies of Sheets 2 & 3 showing only revised opening widths and shearwalls for the
revised shear calculations. These plans can be made part of the revised structural calcs, but
new Sheets 2 & 3 (and other affected plans) are still required showing all revisions. New
details included in the revised structural cales must be included on the revised plans and
cross-referenced where they apply. When submitting revisions, each revised plan must fully
replace the originally approved plan. Revised plans cannot contain less information than the
original approved plans and must be legible.
c. Where revisions affect the plans previously issued for the plumbing and fire sprinkler
systems, revised plans must also be submitted for review and approval so that all plans for
the project are coordinated. Also, the mechanical permit application (City is currently
awaiting responses to corrections) must also be altered for coordination.
d. The revised plans must include the roof deck and address associated architectural and
structural code issues. Common issues are accessibility, exiting, guardrails, live loads for
assembly areas, etc. Include construction details and sections and cross-reference where they
apply on the plans. Also, contact Rob Chave, Planning Manager, regarding possible zoning
issues with the roof deck, such as height, use, aesthetics, etc. At a minimum, the City
requires revised elevation views for aesthetic changes.
e. In item 3 of the SDA report, the engineer states "all existing shearwalls and holdowns should
be field verified unless they have already been approved by a building inspector." On the
revised plans that show the new opening widths and shear -wall types (based on the revised
shear calculations), the type and location of the exterior strap hold. downs have changed and
the City has received no Special Inspection Report or record of verification by the Engineer
of Record that they have been installed. Unless such report(s) are provided, the siding will
have to be removed for the Structural Engineer or Special Inspector to verify strap/holdown
installation. The nailing for the revised shearwalls is also to be verified by the Structural
Engineer to his satisfaction, and a field report submitted to the City.
f. Due to the extensive framing issues presented in the report and changes that are required to
the approved plans, prior to City framing inspection approval for this building, a Structural
Observation letter shall be required from the Structural Engineer of Record that the building
is in compliance with the approved construction documents.
