During re -review of the plans for the above noted project, it was found that the following
information, clarifications or changes are needed. Provide written responses to each comment and
where changes can be found on the plans. Please submit revised plans/documents to Theresa
Umbaugh, Permit Coordinator.

Previous items 2b & 3: The Building Official did not approve the Alternate Design request for
the reduced occupant load in the Staff Lounge, therefore 2 exits are required. Revise plans to
show second exit, and also revise Sheet G-002 to show the correct use, occupant load and exits.
Previous item 5: The egress gate detail has still not been provided. We only received the
manufacturer's information sheet for the Detex EA -500 Exit Alarm. Sheet A-113 at the egress
gates refers to detail 02/A402, which refers to 04/A-403 which does not show the egress gate
detail (it shows an elevation of H31 which appears to also be an incorrect room number — please
coordinate).
Previous item 6 and Architect letter dated 5118/07: Update plans with code information
provided in 5/18/07 letter. Also, update wall assemblies to be 1 -hour fire rated, and provide
listed and tested assembly reference (i.e. from Gypsum Fire Resistance Design Manual, UL
Directory, IBC Chapter 7 tables, etc.). Note the complete construction requirements of
assemblies on the plans so they are constructed and inspected properly in the field.
Provide listed and tested 1 -hour fire stopping assembly details and reference number (such as
from. UL Directory), or list as deferred submittal on the coversheet of the plans.

In response to your request for alternate design to utilize the future version of the international
Building Code in order to establish maximum occupant loads in certain classrooms to avoid
providing second exits, the following documents were reviewed:
• Alternate Design Request letter dated May 14, 2007 from the Architect of Record
• Letter dated May 14, 2007 from the Scriber Lake School Principal describing the student
enrollment
• Copy of 2006 International Building Code (IBC) Section 1004 (no State amendment to
this code section)
The State Building Code Council has adopted the 2006 International Building Code (effective
date July 1, 2007), the City is also expected to adopt this version by the effective date. The
2006 edition of the IBC Section 1004. 1.1 Exception allows the Building Official to use the actual
number of occupants in a room in order to determine the design occupant load and required.exits.
The maximum number of students in any one classroom at the school is 22 students;
substantially. -less than 49_ Therefore the tequesi is hereby Appt'aved .for the following
classrooms: H8; 1110, H16 and H19. Maximum occupant load signs shall be posted establishing
a maximum occupant load of 49 for each noted room. The request for the Staff Lounge Room
H13 is denied since there are 57 staff members, please revise the plans showing a second
complying exit.

In response to your letter dated May 7, 2007 stating technically infeasible for existing
toilet room upgrades please direct your attention to WAC Amendment 3409.7.9 which
states, `where it is technically infeasible to alter existing toilet and bathing facilities to be
accessible an accessible unisex toilet or bathing room is permitted... You have not proven
that the remodeling of existing toilet rooms is technically infeasible (please refer to IBC
3402 definition of technically infeasible). Therefore the request is denied. Please revise
drawings to show accessible toilet room compliance in all existing toilet room facilities.
Also, since you plan on using the 20% rule (WAC 3409.6 Exception 1) for accessible
upgrades the City shall require a written engineer's estimate for the total project work and
contractors bids for each portion of the accessible upgrades, in order to determine
compliance to the required minimum 20% upgrade.. .This should be immediately
provided to the City for review.
