Please provide written responses to each comment as to how it has been addressed (support with code sections where applicable), and where changes can be found on the plans. Have the owner, general contractor and special inspector sign the form(s) and return for Building Official approval prior to permit issuance. 4) General contractor must provide signed. Contractor Responsibility Statement per TBC 1706 prior to permit issuance. 5) Sheet A0.2, please add/revise the following: a) Clearly distinguish between Separate Permits and Deferred Submittals so there is no confusion: i) Separate Permits: Mechanical (for garage ventilation), Plumbing (for roof and floor drains, water services line, building drain, hose bibs, etc.), State Electrical, Fire Sprinkler, Fire Alarm, Signage (if applicable not required for directional signage), Water Meter, Side Sewer, Right of Way, Maintenance Bonds. Please note, demolition permit for the shop building will be issued with the main building permit. ii) Deferred Submittals: Structural Shop Drawings (listed on 50.1), Life Safety Plan, etc. b) List codes applicable to this project: i) 2006 International Building Code (including 2003 edition of ICC/ANSI Al 17.1 for Accessibility) with State Amendments ii) 2006 International Mechanical Code (including International Fuel Gas Code) with State Amendments iii) 2006 International Fire Code with State Amendments iv) 2006 Uniform Plumbing Code with State Amendments v) 2006 Washington State Energy Code (WAC 51-11) vi) 2006 Washington State Ventilation Indoor Air Quality Code (WAC 51-13) vii) Edmonds Community Development Code -- Current Edition c) Provide occupant load calculations for each floor and the total building. d) Note that a building height must be verified by a State licensed Land Surveyor. Survey must be submitted to the City prior to framing inspection approval. Please also make this note on the height calculations sheet. 6) The survey submitted was not signed by the surveyor. Please submit 3 stamped/signed copies. 7) Revised detail4/A1.2 accessible parking sign to show bottom of sign 60" above the parking surface (ICC/ANSI Al 17.1 Section 502.7). 8) Architect to provide written code justification that building is not required to be accessible. Otherwise, building must be accessible 'including parking, accessible route from the public way, accessible route connecting buildings, accessible route to upper floor, accessible exits, etc. 9) On stair details Sheet A2.2, dimension required handrail extensions at top and bottom of each stair landing (where not continuous). 10) Provide listed and tested assembly number reference on the plans for the l -hour concrete walls (such as from IBC Table 720.1(2)). 11) Since this is a slab -on -grade building and plumbing is minimal, you may want to consider submitting the plumbing permit application and plans (see enclosed handout) soon so installation of underground plumbing is not held up during construction. Additional Comments from City Consultant Construction Comments 1. All the concrete columns in the garage need protection for the concrete cover over steel reinforcement from vehicle impact up to 5' above the floor. Section 714.4. The design should be provided for review. 2. There are two property lines on the South side of this structure. It is not clear who the owner(s) of them is (are). Even if this company owns them, the building needs to be protected at the lines anyway. This is because if the lines stay, the property they define can be sold off sometime in the future without any interference with your department; thus, the building would be forced into nonconformance. 3. The fire rating and method of providing the fire protection at the joints in the South and West walls needs to be given too. Sections 704.13 and 713. Concrete can spall & fall out in a fire. 4. The space between this stairway and the property line is less than 10'. One-hour protection on both the building and the property line sides to at least the top of the building. Sections 1024.6 and 1024.5.2. That will include the doorway being required to be protected to 1 -hour. Page 2 of 4 5. The footings of the North and West walls extend over property lines — See cross sections on the A4.XX sheets — and need to be redesigned so that they are on Magic Toyota's property. This will require a redesign of the footings to be in the shape of an "L" — See Structural Foundation 13 6. A cut sheet should be provided for the Volclay Waterproofing Membrane so that it can be proven it complies with Sections 1807.2.2 and 1807.3.2 7. How will the stairways be designed to shed water and not be subject to snow accumulation? Section 1009.5.2 and ANSI A117.1 Section 504.7 8. The cross reference on Section PIA4.4 to 111A1.2 should be 111A1.3. Means of Egress Comments 1. The door schedule: a. Note 1 on Sheet A2.1 to should really reference Sections 1008.1.8 to be more general for doors b. Table 602 should also be specified since at least one doorway at Stairway 2, Detail 31A2.2, will require a fire rating due to the location of the (closest?) property line. c. In fact, it would be better to specifically call out specific protection requirements so that no issues are missed. Sections 106.1.1 and 704.5 2. Handrails at the bottom of stairways, such as shown on Detail 61AA1.3 should be shown extending 12" minimum. ANSI A117.1 Section 505.10.3 3. A discharge pathway should be provided from the Garage: a. Providing direct access to buildings or structures on the site. Section 1105.1.1 b. Leading from all exits in the garage to an open space at least 50' away from the building or all the way to the street. Section 1023.3. c. Any slopes have to be 1:12 or shallower. ANSI A117.1 Section 405 Other issues: 1: The designer shows on Sheet A1.4, Metal Halide lighting fixtures to provide "photometric illumination". That type of illumination provides good luminosity and perceived brightness, but I am not sure what that has to do with Energy Conservation. The amount of electricity being used is the key to conservation and some measure of that needs to be provided to comply with the state law. 2. There will be a garage ventilation piece of machinery on Section View LIA4.4; so, the plans should show now a means of disconnect and service receptacle within about 25' of that equipment on the roof in that location. IMC Section 301.7 STRUCTURAL COMMENTS Foundation and Concrete Comments 1. Notes on Sheet S0.1.- a. 0.1: a. General Note 3 should include the vehicle impact loading barriers as defined in Table 1607.1, Item 'y 39 and Section 1607.7.3 Page 3 of 4 b. The note on "Slabs on Grade" has to be revised because at the very least, parts of the slab will be used as a diaphragm to resist forces from retained earth and lateral loads. Sections 1805.4.1, 1901.4, Item # 11 2. Soils Report 11805-001-02 by Geotechnical Engineering Services and dated July 14, 2006 complies with the general requirements of Sections 1802.2.7, Item # 1, 1802.4, and 1806. You could approve it for this project. 3. Footings on the property lines have to be redesigned because they have to form an "U -type of footing to keep that construction on the subject property and will need to be designed for trapezoidal soil pressure distribution. It may also make the transition shown in Details B-2.2 and C-2.2 to work 4. The column ties Detail on Detail A -2.1/S2.1 should show the crossties with the 90° hook and 135° bend sides placed on the alternate side in alternate layers. ACI Section 21.8 Lateral Load Comments 1. In his analysis of the shear forces in the North-South direction, the engineer needs to include the earth pressure on the North Elevation retaining walls along with the seismic earth pressure in addition to the "normal" seismic base shear loading. IBC Section 1802.2.7 and ASCE 7-05 Section 5.5 2. The ENERCALC spread sheet calculations on Sheets L9 and so forth refer to the 5% accidental torsion distance as a "minimum." However, that dimension is to be added to the calculated center of rigidity to have a longer moment arm. See ASCE 7 Section 12.8.4.2. The shear walls are likely to be able to absorb the extra forces achieved by a corrected analysis. But the 2"d Story slab with the reentrant comers should at least be reanalyzed for chord forces in the N -S and E -W directions. 3. There will be post installed anchors needed for the sprinkler system within the building. NFPA 13 has a section in it which gives prescriptive allowable loads for the braces of the sprinkler pipes. However, ASCE 7 Section prohibits values given in editions of NFPA 13 before the 2005 one to be used (because they are incorrect). The engineer has to have this fact known on the plans and/or specifications so anchors are not designed for incorrect ones. 4. Cracked concrete has to be considered for any post -installed bolts. Section 1912. Such anchors reportedly will be available before November 2007, and they should be specified as deferred submittals. If they are not available during the time they are to be used (that is highly unlikely!), the engineer can easily show cause why he or she can't provide for them. Including gas hot water tank replacement, water service line repair or replacement, propane tanks, and to install or alter gas piping. EXEMPT WORK: The clearing of stoppages or the repairing of leaks in drains, pipes, valves, vents or fixtures, and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures. Specify all fixtures that require cross connection devices (i.e., ice machines, soap ejection systems, beverage dispensers, boilers, etc.) and note the make and model of each device. 4. Indicate the Iocation and cross connection device for premise isolation 5. Manufacturer's specifications for equipment such as sump pumps, ejector pumps, water heater boosters, etc. 6. Gas piping layout, sizing and pipe material, pipe sizing calculations, maximum design operating pressure and location of pressure regulators 7. The company performing inspections must be WABO certified as well as the individual completing inspections. When required by the Building Official, each special inspector shall submit Statement of Qualifications to the City for review. Special inspectors shall display identification when performing special inspections on the project site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Ins ector 1. OBSERVE WORK The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections are permitted only as specifically noted in the approved project plans in accordance with IBC Chapter 17, and as approved by the Building Official. Continuous Inspection means the same inspector is on site day to day to observe the work requiring special inspection. Periodic Inspection means some inspections may be performed on a periodic basis to satisfy the requirements of continuous inspection, provided these periodic inspections are performed as outlined in the project plans and specifications, and approved by the Building Official. 2. REPORT NONCONFORMING ITEMS The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official by telephone at (425-771-0220) or in person at City Hall, of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect of record. 3. DAILY REPORTS KEPT ON SITE WITH CONTRACTOR Each special inspector shall complete and sign a daily report for each day's inspections. The daily reports shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. WEEKLY REPORTS TO CITY The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description and date of daily inspections and tests made with applicable locations • List of all non -conforming items and locations • Report on status of non -conforming items (how each was resolved or unresolved) • Field changes authorized by the Architect, Engineer or City Inspector if not included in non-conformance items. And, to the best of his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance, unresolved items or any discrepancies in inspection coverage (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically addressed in this report. B. Contractor Responsibilities 1. NOTIFY THE SPECIAL INSPECTOR OF ALL REQUIRED SPECIAL INSPECTIONS It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached Special Inspection Information Foran and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. All work requiring special inspection must be approved prior to concealing or covering said work. 2. PROVIDE ACCESS TO APPROVED PLANS The contractor is responsible for providing the special inspector access to approved plans at the jobsite. 3. RETAIN SPECIAL INSPECTION RECORDS The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Division Responsibilities 1. APPROVE SPECIAL INSPECTION The Building Division shall approve all Special Inspectors and special inspection requirements. 2. MONITOR SPECIAL INSPECTIONS AND APPROVE WEEKLY REPORTS Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. Building Inspector approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. ISSUE CERTIFICATE OF OCCUPANCY The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted by the City. D. Owner Responsibilities 1. The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities 1. Prepare Statement of Special Inspections in accordance with IBC Section 1705. 2. Review the special inspection reports and provide corrective action for work that may not conform to the approved plans.
