Please submit revised plans/documents to Marie Harrison, Senior Permit Coordinator. NONSTRUCTURAL COMMENTS 1) Sheet R0.00: a) Use and Occupancy, add S2 occupancy for parking garages, and add 1 hour fire separation (in sprinklered building). b) Energy Code, revise for Residential Energy Code. Also, please complete enclosed worksheets and resubmit 2 copies. c) Code Information — Construction Type, note type of sprinkler system as NFPA Standard 13R. d) Code Information — Occupancy, add S2 occupancy for parking garages. e) Code Information — Governing_ Codes, revised edition of Energy Code to 2004, revise edition of National Electrical Code to 2005, and remove NFPA 101. f) Deferred Submittals remove Type A unit casework (since there is no Type A unit), replace fire protection system with fire sprinkler and fire alarm as separate submittals. Also add State elevator, Life Safety Plan/Fire Emergency Guide, Listed & Tested Fire Stopping Assemblies, Landscape Irrigation (if applicable), Building Enclosure Certification Letter, Maintenance Bonds. g) Special Inspections, revise to match special inspection list under structural comments below plus any additional inspections required by the Structural Engineer. 2) Sheet A1.00: a) Dimension distance between proposed building and existing 6 -unit building. b) Show imaginary property line between proposed building and existing 6 -unit building. Dimension distance from imaginary property line to each building. c) Note the Type of Construction for the existing 6 unit building. d) Based on 60 parking stalls on site, 3 must be accessible and dispersed throughout the site. One must be for the new building. e) Where the accessible path of travel from the public sidewalk to the building entrance is located in a vehicle drive aisle, provide a minimum 44" wide painted crosswalk. f) Add S2 garage occupancy. 3) Based on location of imaginary property line in item 2b above, provide opening percentage calculations for each building. Provide opening percentage calculations on the plans for all side of the building. 4) Provide occupant load calculations for each floor and the total building. 5) Provide unit numbers on the floor plans. 6) Dimension the accessible maneuvering distances at common area doors and unit entry doors (see attached figure). Also, dimension clear width of corridor, including at turns and in front of elevator. 7) The stairway must be enclosed in a 1 -hour fire rated exit enclosure per IBC 1019. A redesign is required to accommodate the exit enclosure. The exit enclosure must exit directly to the outside or to a 1 -hour exit passageway (IBC 1020) that leads directly to the outside. Provide section detail of the stairway showing fire barrier walls continuous to the underside of the floor/roof decking. Show if the enclosure will terminate at a 1 -hour roof assembly rather than the underside of the roof sheathing (IBC 706.4 exception 2). 8) It appears that the Architect is using IBC 1018.2 Buildings With One Exit. Clearly note this on the plans, and show on the floor plans for each unit that the travel distance will not exceed 50 feet to an exit, such as an exit enclosure (see IBC 1002 for definition of exit and IBC 1015.1 for measurement of travel distance). Also, clearly show that each sleeping room will have an egress window meeting IBC 1024 (no egress window exceptions apply when you are using IBC Table 1018.2). The den/offices in the north units have closets and are considered sleeping rooms. A complying egress window is required from each of these rooms. Note egress window dimensional requirements and sill height on the plans. 9) % hour rated corridors are required on all floors (however a 1 -hour listed and tested assembly will be required to meet and STC of 50+), with self-closing 20 minute rated doors with gaskets. Glazed openings (fixed, not openable) must be minimum 20 minute fire window assemblies (IBC 715.4 exception 2) or wire glass constructed per IBC 715.4.3. Also, see number 8 above regarding egress windows. Show all information on the plans and cross-reference to wall, door and glazing schedules. 10) Dwellings must be separated from each other with 1 -hour fire partitions with an attic draftstop extending to the underside of the roof sheathing per IBC 717.4 (also see exceptions — if exception is used, note on plans). Provide listed and tested 1 -hour assemblies with tested STC rating. 11) Walls and floor -ceilings separating dwellings from other dwellings or common areas (such as corridors, stair enclosures, elevator and mechanical shafts, etc.) must meet a Sound Transmission Class (STC) of 50 or more. Provide listed and tested assemblies showing compliance. 12) Provide listed and tested fire rated assemblies for walls, floor -ceilings, roof -ceilings, and individual protection of structural members supporting a floor and roof or more than one floor, as well as fire barriers and horizontal assemblies (such as from Gypsum Fire Resistance Design Manual, UL or IBC Chapter 7 Tables). Provide details with complete listed and tested assemblies and reference on the floor plans where they apply on the floor plans and building sections. The few wall types on the floor plans did not cross-reference to details that could be verified. Required fire resistive construction must be clearly shown on the plans due to the Type of Construction, dwelling unit fire separations, fire rated corridors, exit enclosure, elevator shaft, etc. Page 2 of 4 13) Where deck floor -ceilings and roof -ceilings must be 1 -hour fire rated, provide construction details and listed/tested assemblies with materials that can be exposed to weather (revise 2/A8.00 accordingly). Decks are also considered openings and must be included in percentage calculations noted in #3 above. 14) Eaves must be 1 -hour fire rated. Revise 4/A8.00 accordingly. 15) The elevator shaft must be 1 -hour fire rated and meet IBC 706 for fire barriers. 16) All penetrations of the 1 -hour rated assemblies must be firestopped per IBC 712.3. 1 -hour rated putty pads must be installed on the electrical boxes, unless exception for steel electrical boxes is used (see IBC 712.3.2). Provide fire stopping details with listed and tested fire stopping assemblies (such as UL, FM, etc.). 17) Where ducts, exhaust fans, can lights, etc. penetrate the 1 -hour fire rated assemblies, show how the rating will be maintained, such as with lined joist bays, vertical shafts, soffits, etc., and provide details. 18) Revise 7/A8.00 for 1 -hour construction. 19) Switch labels for Master Bedroom and Master Bathroom for northeast and northwest units on the 2nd and 3rd floors. 20) At the north units on all floors, provide a minimum clear dimension of 40" between the pantry and counter (ICC/ANSI Al 17.1 Section 804.2.1). At south units dimension distance from range/cabinets to wall adjoining entry. 21) At Type B unit bathrooms, at toilet dimension the minimum clearances for parallel approach per ICC/ANSI A117.1 Section 1004.11.3.1.2.1. 22) Floor Plan Notes: a) For Note #2, note stud size and spacing at typical walls. b) Revise fire blocking note to include fire stopping where applicable. 23) Whole House Ventilation: Since electric wall heaters will be the source of heat, how will fresh air be provided to all habitable spaces, particularly those on the interior of the building? For ventilation requirements noted on the floor plans, since the whole house exhaust fan will be the kitchen fan, note how the required 24 hour timer will be provided. 24) Parking garage ventilation is required per VIAQ 304. Show the location of the parking garage exhaust outlets. They must meet IMC/WAC 502.7.3.6 #2, including 10 feet from property line, 10 feet from building openings, and 10 feet minimum above grade. 25) Handrails are required on both sides of the stairway with top and bottom handrail extensions. IBC 1009.11 26) Complete Lighting Summary form for common areas and exterior lighting. 27) Show locations of illuminated exit signage and emergency lighting (IBC 1011, 1006), and specify power back-up. 28) Note on the plans what type of ventilation system will be used for the corridor/common areas. The system will be checked with the mechanical permit/plans. STRUCTURAL COMMENTS 29) Revise Special Inspections on Sheet S-0 to include: a) Soil Bearing Verification b) Placement of Fill and Compaction c) Foundation Drainage d) Structural Wood: Periodic special inspection of Shearwalls 2, 3, 4, 5, & 6, nailing, anchor bolts, holdowns, dragstruts, etc. (IBC 1707.3) e) Structural ,Steel: Welding, High-strength bolting (A325) Page 3 of 4 Complete the enclosed ,Special Inspection and Testing Agreements (one form for geotech and one for structural special inspector). Have the owner, general contractor and special inspector sign the form(s) and return for Building Official approval prior to permit issuance. 30) Structural engineer to provide Quality Assurance Plan per IBC 1705 on structural notes page. 31) General contractor must provide signed Contractor Responsibility Statement per IBC 1706 prior to permit issuance. 32) Clarify on structural plans stud size for shearwalls, bearing walls, etc. ADDITIONAL STRUCTURAL COMMENTS BY CITY PLAN REVIEW CONSULTANT CaIculations 33) Please recheck the shear wall aspect ratio for the shear wall SW5 that is only 1.75 ft long (2nd floor framing plan of S2.00), and reduce the shear wall capacity accordingly (multiplied by 2W/H) per IBC table 2305.3.3. Drawings 34) General ---- Provide blocking and strap around opening in horizontal diaphragm bigger than 4'-0" (for example: stairway & elevator shaft opening) for stress concentration, per IBC 2308.11.3.3. 35) Sheet A4 — Building section A. Provide structural concrete wall/foundation detail for the elevator pit. 36) Sheet S 1 — Detail 12. Please specify the edge distance for the 518" anchor bolt. Shouldn't there be 2 anchor bolts per each shear wall to take care of both the compression and tension and seismic forces that could come from opposite direction than the design assumed? 37) Sheet S2 — Detail 6,7 & 8. To assure the stress uniformly spread out, please specify non - shrinkage high strength grout below base plate. Please call out anchor bolt edge distance (where occurred). 38) Sheet S2 — Detail 10. Please provide standard hook for the rebar in the footing per IRC R403.1.3. 39) Sheet S2 — Framing plans show single columns support beams of different depths. This handout provides the basic minimum codes for prescriptive compliance. The basic prescriptive approach for energy code compliance is the easiest way to determine or show code compliance. It is a straight takeoff and comparison of total window (glazing) and door opening area versus the heated floor space. The percentage of glazing shown on the enclosed charts determines the minimum U -value of all windows and doors for the project, and the insulation R -value for wall, floor, slab and ceiling insulation. This handout is intended to provide minimum prescriptive compliance and it is not intended as a substitute for the entire State Energy Code. Also included in this packet is a Ventilation and Indoor Air Quality Worksheet. Tighter construction and insulation standards have introduced a vast amount of chemicals and other pollutants into dwellings. The process of natural ventilation has also been greatly reduced due to the required sealing of sheathing at walls and floor levels_ The State Ventilation and Indoor Air Quality Code (VIAQ) has been created as a means for bringing in fresh outdoor air, and exhausting interior stale air. The VIAQ code allows either a manual portal system or a mechanical system that runs unmonitored on a timer to convey the air. To help you achieve these benefits, we recommend that you take a few minutes to read these instructions. Your home has been constructed to the most current requirements of the Washington State Energy Code (2003 edition) and the Washington State Ventilation and Indoor Air Quality Code (2003 edition). This means your home and the ductwork of your heating system have been well sealed, which limits uncontrolled exchange of air between the indoors and outdoors. The amount of fresh air provided to your home is under your control. You can increase the ventilation rate of your home by opening windows, or by operating your mechanical ventilation systems. Your home has two types of mechanical ventilation: spot ventilation fans, and a whole house ventilation system integrated with your heating system_ Spot Fans: A spot fan has been installed in each bathroom, the utility room and the kitchen. If your home includes an indoor spa, or any other room that may need additional ventilation, a spot fan will be included there as well. The purpose of spot ventilation is to control excess moisture, odors, or f chemical byproducts at the source. It is far more effective to quickly eliminate moisture and pollutants when they are created than to allow them to dissipate slowly over time. Controlling moisture reduces the cause of many molds and protects the finishes of your home. Controlling odors and chemical byproducts reduces any health hazard that may be associated with them. It is particularly important to operate your kitchen fan if you have a gas or propane range. As well as removing moisture and odors created by cooking, your kitchen exhaust fan removes the unhealthy byproducts of combustion, including carbon monoxide and nitrogen oxides. Recommended spot fain operation: • Turn on the spot fan whenever moisture, odors, household chemicals, or combustion byproducts are present in the room, such as during shower- ing, washing clothes, or cooking. • Since moisture vapor, odors,. and combustion byproducts tend to linger, run the spot fan for up to 60 minutes beyond the activity that produced them. Whole house ventilation integrated with the heating system. The forced air heating system in this home is equipped with a ventilation system. This system includes a fresh air intake connected to the return air duct (return air is the air that flows into your heating system), a damper that controls the amount of air that enters the system, and a timer that controls when the system operates. To change the amount of ventilation in your home adjust the timer to increase or decrease the time the system operates. In some cases you may also want to adjust the damper. Here's how the system works: SUPPLY DUCT FRESH AIR INTAKE Figure i _ Whole house ventilation system integrated with a forced air heating system. • When the ventilation timer calls for ventilation, the furnace fan motor turns on. If the ventila- tion system is equipped with a mechanical damper, it also opens_ • The furnace fan pulls fresh air through the fresh air intake into the return air duct. • Fresh air is then distributed to the home through the supply air ducts of the heating system. • When the ventilation timer shuts off, the furnace fan motor turns off. If the system has a me- chanical damper, the damper also closes. Note: If your system is not equipped with a mechanical damper, your home will also receive ventilation whenever the system fan operates, including when it's on to provide heating or cooling. Selecting a Whole House Ventilation Schedule: Your contractor has set the timer on your ventilation system to provide a minimum of eight hours of ventilation per day. To get the maximum benefits of the system, you'll want to adjust the timer to suit your own schedule. • Run the system more when you expect to be home, or when more people are expected to be in the home. • Set the timer to cycle the system on and off for short periods. for example, 10 minutes on, 20 minutes off. Use the manual control to turn the system on when large groups gather in your home. The home receives ventilation whenever air handier fan turns on, or when the thermostat calls for heating or cooling. Using the timer to regulate the ventilation rate is always the best choice. But because this system provides ventilation to the home whenever the air handler fan operates, ventilation rates may be excessive during very cold or very hot weather. This can mean wasted energy and an uncomfortable home- In this case, you may wish to adjust the manual damper. Before doing so, keep a few things in mind: • Before you change the damper setting, make note of the position of the damper adjustment. The complete list of special .inspections is attached to this document. BEFORE A PERNIIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special inspector 1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC_ Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection_ Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. 5. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. B. Contractor Responsibilities 1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection_ Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project_ 2. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. flis/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted.
