Dear Applicant:
I have reviewed the above building permit application for the Planning Division and it was found that the
following information, corrections, or clarifications will need to be addressed before review can continue:
1.Height Calculations:
a.
The height calculations on the site plan (sheet A01) indicate that the Average Grade is 498.10,
however when I did the math I came out with 498.05. Please take another look at the height
calculations and revise as necessary. It looks like you’re planning on building to the maximum
permitted (25’ from average original grade). Please update your calculations on all sheets and
make sure that the project remains under the height limit.
b.
Please add the “Average Grade,” “Maximum Height,” and “Actual Height” (to scale) to an
elevation view (sheet A12 or A13) so I can confirm that the project does indeed remain under the
height limit.
2.Rockery Height:
On the site plan (sheet A01) there is an “Added Note” that could use further
explaining. Note number 5 indicates that rockery walls may be a maximum of 4 feet tall. However,
the code will not allow a rockery structure in the setback area that is over three feet tall as measured
from top of rock to original grade. Please indicate the elevation of the top of the rock and the original
grade so that I can verify that the rockery is indeed less than three feet in height in the setback area.
3.Western Road:
How many lots does the road along the western portion of the site serve? It looks
like it probably serves 710, 718, 690, and 695. Does it also
serve 704? Does it serve any others? If it serves five or
more lots, then it is considered a “street” pursuant to ECDC
21.90.120 and a street setback must be taken from the west
AND north property lines. Please clarify how many (and
which) properties are served by this road so that correct
setbacks can be taken.
4.Fence:
Is the perimeter fence existing or proposed? Please
label site plan accordingly.
5.Accessory Dwelling Unit:
Your plans indicate a wet bar
and two laundry rooms. An Accessory Dwelling Unit (ADU)
land use permit has not yet been applied for or approved.
Are you considering applying for an ADU? I’ve enclosed
some materials for you to review. If you are not going to apply for an ADU permit at this time, the

owner will need to sign (in front of a notary) the enclosed “Statement on Accessory Dwelling Units”
and have this recorded at the Snohomish County Auditor’s office. The County will charge $42 for
recording. Please have it recorded and turn in a recorded copy at your earliest convenience. If you
would like me to have it sent up to the County and recorded for you, I’d be happy to take care of that
for you, but we do charge a $15 fee (so I could add $15 + $42 to your building permit, if you prefer).
Please let me know how you would like to proceed.

please redline your plans to reflect any changes – or, if you are submitting new plans, please submit 3
site plans (one must be reduced size) and 2 sets of the changed pages of the plans. Please make all
submittals to the Development Services Permit Coordinator (Theresa Umbaugh) Monday through Friday,
9am to noon or 1pm to 4pm. I am the Planner assigned to this project. If you have any questions, please
