RE, Accessibility exemption letter for Summe Medical, 7614 195th Street SW, Edmonds WA 98026.
In accordance with Washington Building Code, IBC 2003, WAC 3409.6, exception 1, the Summe Medical Clinic complies with
the accessibility exemption as follows.
Section 3409.1 states:
`Alterations affecting an area containing a primary function. Where an alteration affects the accessibility to, or contains
an area of primary function, the route to the primary function shall be accessible. The accessible route to the primary
function shall include toilet facilities, telephones or drinking fountains serving the primary function."
Exception 1 states:
"The costs of providing the accessible route are not required to exceed 20 percent of the cost of the alteration affecting
the area of primary function."
The following categories of ADA compliance and non-compliance have been developed to determine applicability of exemption.
The categories are: 1) Existing and complying features and fixtures, 2) Existing and non -complying features and fixtures, and 3)
Non -complying features and fixtures upgraded as part of recent construction.
1) Existing and, complying features and fixtures include:
Parking lot and building access
Building entry door width
Access door from Waiting Area to examination rooms, and corridor width to examination rooms
Interior entrance door to accessory physical therapy office
2) Existing and non-complvina features and fixtures include:
Clinic and Physical Therapy reception counter heights
Staff bathroom
Physical Therapy bathroom
Access into examination rooms
3) Non -complying features and fixtures upgraded as part of recent construction. OEC 0 12007
Re -stripe parking area for HC parking ��C
Enlarge one bathroom and fully upgrade one bathroom to ADA compliance
Add door lever hardware to all public access doors.
Install ADA compliant sinks and toilets in staff bathroom.
Revise access and doors into examination rooms to allow wheel chair access.
Based on our analysis of the construction costs associated with the project, the cost of upgrading the non -complying features
and fixtures undertaken as part of the recent construction in area of primary function exceeds 20%. Attached is a detail matrix
of the analysis.
