Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. GENERAL 1.Please provide an itemized cost estimate for both on-site and off-site (right-of-way) improvements, including traffic control. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator – 425-771-0220 or Harrison@ci.edmonds.wa.us Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements. 2.Please provide a traffic impact analysis – refer to City handout #E82. 3.Please submit a traffic control and haul route plan for review and approval. Individual plans th shall be provided for all elements of work to be completed both in 238 and in Edmonds Way. 4.A 10’ right-of-way dedication is shown along the south property line. A copy of the recorded street right-of-way dedication shall be submitted to the City prior to issuance of this building permit. 5.Please find attached the plan review comments from Blaine Chesterfield, Storm Water Program Engineer. Please direct any comments you may have regarding these plan corrections to Don Fiene, Assistant City Engineer, as Blaine Chesterfield no longer works for the City. C2 – TESC & GRADING PLAN 1.Please provide reference to and include the following details in the plan set: E1.1 – Silt Fence · E1.2 – Rock Construction Entrance · E1.3 – Catch Basin Protection · 2.The rock construction entrance shall terminate on private property. If needed, please provide an th asphalt approach to 234 St SW. There should be existing concrete sidewalk on Highway that would be sufficient at this access point. 3.Are you proposing to have trucks enter one access and exit the other? Indicate how trucks will turnaround on site. How will truck tires be kept clean of debris while on site? Maybe a rock construction loop could be provided on site? 4.The TESC pond is shown to outfall to a temporary rock pad at the NE corner of the site. This overflow should be piped to a storm structure. Please revise. 5.Please show the location of the job site fencing, materials storage, job trailer, etc. 6.Utilities “To Be Removed” have been shown on this plan sheet and others. For clarity please show the demo of these utilities in bold line type on one plan sheet (a demo plan?) and in a grey- out line type on other plan sheets or removed altogether. 7.Revise the Construction Sequence as follows: 1. ADD: Call to schedule pre-con and all other inspections 24 hours in advance at 425-771- 0220, ext. 1326. 8.Revise the General Notes as follows: 1. REVISE: All construction shall conform to the current edition of the WSDOT Standard Specs . . . and to City of Edmonds Community Development Code & standard plans . . . 8. REVISE: ¾ sack CDF trench backfill required in Highway 99. 9. REVISE: All roof drains shall be connected to the storm drainage detention system. 13. REVISE: standard ladder steps shall be polypropylene. 9.ESC Notes shall be provided within the plan set, verbatim from Edmonds Community Development Code (ECDC) 18.30.050. C3 – ROAD & DRAINAGE PLAN 1.A portion of the existing storm system (noted as TBR) indicates a stub at the center of the property, towards the west. Please confirm that this is not an active storm pipe serving the neighboring property. 2.A lot of information is provided in the area of the storm system and it is difficult to see critical elements. Please revise line types to provide clarity. 3.Show the location of the existing storm system in Highway 99. 4.The invert elevation shown for CB #4 is 406.47 and the invert shown for CB #1 is 406.50. Flows should be from CB #4 to CB #1. Please revise. 5.Please indicate the existing pipe material between CB #6 and the existing CB in Hwy 99 gutter line. If the pipe material is CMP it shall be replaced as it is not approved for use in the City right-of-way. 6.Show the location of the detention vault access lids. Vault Section B-B on sheet C4 indicates one at each end of the vault. 7.Storm water quality control shall be provided per ECDC 18.30.060.B. Page 2 of 3 8.Driveway entrances shall be constructed per City standard detail E2.27 – High Traffic Load Driveway Access. Curb ramps at each entrance shall be per standard detail E2.15 without truncated domes. th 9.An ADA compliant curb ramp is required at the corner of 234 & Highway 99. In looking through City standard details, detail E2.16 looks to be the most appropriate, less a curb ramp for crossing Highway 99. Truncated domes are required at this intersection. Please reference and provide detail (with modifications) within plan set. th 10.Please provide curb/gutter elevations at the NW corner of 234 & Highway 99. Will an additional CB be required in this area? th 11.Provide a cross section of 234 St SW. Clearly shown existing curb and painted centerline. th Placement of curb on north side of 234 should allow for a minimum of two (2) – 12’ lanes. 12.Curb and gutter shall not be placed over the top of water valves and shall be shifted to the north as required to avoid this conflict. 13.It appears as though the power pole at the west end of the new sidewalk will need to be relocated. The new concrete sidewalk will need to be constructed to the west property line with a 1:12 max slope ACP ramp at the west end of the sidewalk. 14.The fog line shall be repainted as required to match existing. 15.A retaining wall has been shown along the east edge of the parking lot and is shown to support a surcharge. The wall shall be designed by a licensed engineer and will be sent out for peer review once received by the City. Please provide a copy of the stamped plan and calcs for this wall. Please note, all peer review costs will be passed through to the applicant. 16.Additional retaining walls are shown along the west and north property lines. Please provide design and calcs by a licensed engineer for these walls as well. Again, the review will be sent out for peer review once received by the City. Please note, all peer review costs will be passed through to the applicant. 17.Show the drainage systems for each wall and it’s point of connection to the storm system. Retaining wall drainage shall not connect to the storm detention system. C4 – DETETION PLAN 1.Please revise the dimensions for the flow restrictor in Vault Section B-B to be consistent with flow restrictor detail #1. 2’ from invert of the outlet pipe to the bottom of the control tee is an elevation of 403.50, which is not the elevation of the bottom of the vault. C5 – WATER AND SEWER PLAN 1.This project is within Olympic View Water and Sewer District jurisdiction. OVWSD must review and approve this plan and 3 copies of the approved, signed plan shall be returned to the City.
