SECOND Review | DeDonker SFR @ 1567 9 Avenue North (RS-12 Zone)
Dear Applicant,
I have re-reviewed the above building permit application for the Planning Division and it was
found that the following information, corrections, or clarifications will need to be addressed
before review can continue:
1.Grading:
The civil plans indicate 470 cubic yards of cut and 70 cubic yards of fill, “±”.
Please be aware that if grading exceeds 500 cubic yards of either cut or fill, then you will
need to submit an Environmental (SEPA) Checklist, notarized APO list, and a fee of $420 so
that we can issue a SEPA determination. Please allow at least one month for processing, and
please contact me immediately if you think you might trigger the adopted SEPA threshold for
grading.
»No response received from 2/12 letter. Please be aware that I will add a condition to the
permit that reminds you to contact the Planning Division if grading is anticipated to
exceed 500 cubic yards of either cut or fill. The review time for SEPA can vary.
2.Wall Height:
The Planning Division measures the height of walls from the top of the wall to
original grade. The walls shown on the site plan are measured from “OFG” (over finished
grade?) – Please make sure to label the height of the proposed walls from the original grade,
too. If the height exceeds three feet, then the walls must remain out of the setback area.
Please update the site plan so I can review the height of the walls related to original grade. If
they are higher than three feet, please revise to meet setbacks.
»No response received from 2/12 letter. It is imperative that I am able to measure the
distance from the top of the wall to ORIGINAL grade. The details provided on sheet A3
are helpful, but I’m not sure where the original grade line falls in comparison to the top of
the wall. Please provide measurements, and make sure that the top of the wall is less than
three feet above the original grade for that portion of the wall that is within the setback
area.

3.Patio:
It looks like the site plan shows the “open patio” encroaching into the northern
setback a bit. There is also a note on page C2 indicating that the patios will be less than 4’ –
please know that pursuant to ECDC 16.20.040.C,
“Uncovered and unenclosed porches, steps, patios, and decks may project into a
required setback not more than one-third of the required setback, or four feet,
whichever is less; provided, that they are no more than 30 inches above ground
level at any point.”
Because the setback is ten feet, the maximum a patio could project into the setback is 3.33
feet. What is the height of the proposed patio? Is it under 30” above ground level at any
point? Please remove/revise the note; please show the distance from the patio to the property
line on the site plan.
»No response received from 2/12 letter. Please provide information related to the height
of the patio (above ground level) within the setback area. It appears that it may drop off to
the north – what is the distance that the patio sits above ground level? Please make sure
this figure is under 30” within the setback area.
4.Setbacks:
This site is considered an interior lot, so all of the setbacks are “side” setbacks (ten
feet). The site plan indicates a twenty-foot east setback – feel free to redline/revise to show
ten-foot setbacks.

5.Reduced Site Plan:
Please be sure to submit a reduced size site plan (8.5x11 or 8.5x14) for
our records.
Thank you for your cooperation. Please provide a written response to the above-mentioned
items. In addition, please redline your plans to reflect any changes – or, if you are submitting
new plans, please submit three site plans (one must be reduced size) and two sets of the changed
pages of the plans.Please make all submittals to the Development Services Permit Coordinator
(Theresa Umbaugh) Monday through Friday, 8am to 4pm (except Wednesdays). I am the
