The Critical Areas Determination for the Fagnan site is “study required.” The Valhalla site was not considered a critical area back when Meg issued her determinations and“waivers” were issued. So, the geotechnical report that was submitted for Valhalla is great and really thorough, but it doesn’t specifically address the geologically hazardous areas criteria found in chapter 23 (which is what I need to look at to complete my review). All I need is a verybriefone page addendum called a “hazards analysis” to the Kleinfelder geotechnical report dated November 21, 2007 (Project No. 88601) that certifies that the requirements of ECDC 23.80.070.A.2 can be met with the Fagnan proposal (BLD-2008-0062). I’d be happy to speak with someone at Kleinfelder West, Inc. if they have any questions about what I need in order to sign off on this permit, just have them call/email me. Basically, it boils down to this… The Fagnan property is on/adjacent to a steep slope geologically hazardous area. In order to make an alteration to the slope and its buffer, a “hazards analysis” must be submitted per the below code section. The following three items must be certified by the geotechnical engineer of record: ECDC 20.80.070.A.2. Alterations. Alterations of an erosion or landslide hazard area and/or buffer may only occur for activities for which a hazards analysis is submitted and certifies that: a. The development will not increase surface water discharge or sedimentation to adjacent properties beyond predevelopment conditions; b. The development will not decrease slope stability on adjacent properties; and c. Such alterations will not adversely impact other critical areas; Thank you for your cooperation. Please provide a written response to the above-mentioned items. Please make all submittals to the Development Services Permit Coordinator (Marie Harrison) Monday through Friday, 8am to 4pm (except Wednesdays).
