Pursuant to Edmonds Community Development Code 18.80.060 Driveway and curb cut requirements, additional width in excess of the standard may be approved as a staff decision in accordance with the provisions of ECDC 20.95.050. PCC Natural Market proposes to widen one existing driveway cut on 100`x' Ave W from approximately 35 feet to 44 feet in width. The second existing driveway cut to the north of the subject driveway is proposed to be removed in its entirety. City staff agrees with the basis for this request as stated in the letter from Velocipede Architects, dated December 28, 2007. The proposal is found to be in the public interest and is not seen to create impacts on the immediate adjacent neighborhood. By eliminating one driveway and widening another that is intended for large delivery trucks, hazards to vehicular pedestrian or bicycle traffic should be reduced. DETERMINATION: 1. Additional driveway width up to 44 feet for the southern most driveway access on 100`h Ave W is approved. 2. Removal of the existing, northern most driveway access on 100'h Ave W shall be removed. Our request for a.44 foot wide driveway is based on the following: Conformance to the provisions of the comprehensive plan In the 2003 Comprehensive Plan, Commercial Land Use section E regarding Goals for the Westgate Corridor, the SR 104 corridor is desired to remain as uninterrrupted as possible and to promote traffic flow. The existing driveways into the project site from SR, 104 are proposed to remain unchanged, whereas the driveway that is proposed to be changed is not on SR -104. Needs of the annlicant The ongoing delivery of products to and removal of recycling and waste from a grocery store require safe and convenient access for trucks from arterial streets to dw loading dock of the store. The additional northwest driveway width better facilitates truck maneuvering to the loading dock. Benefits to -the general public The goal of the additional driveway width is to focus truck access at the northwest driveway from 100' Avenue W instead of the two south driveways from Edmonds Way. This focus leaves the south driveways for customer vehicle access and avoids bringing trucks through the customer parking area. Also, relocating the south radius of the northwest driveway to align with the north sides of the parking islands to its east provides a more direct approach for customer vehicles entering and leaving the site at this driveway while keeping them further south of the loading dock area. Impacts on the immediate neighborhood No impact is expected on the immediate residential neighborhood, which lies several hundred yards north of the driveway along 100`' Avenue W and which is away from the primary route of truck traffic to the project site.
