Dear Applicant,
I have re-reviewed the above building permit application for the Planning Division and it was found that
the following information, corrections, or clarifications will need to be addressed before review can
continue. If you have any questions, please do not hesitate to contact me. I look forward to working with
you on this project.

Please provide a written response to the items mentioned below…
1.Lot Size:
The site plan and the SEPA checklist show that the lot area is 5227 square feet, but the
vicinity map and the plat map show the lot area is 5005 square feet. Please revise to make consistent.
2.SEPA:
Question A.11 asks about the grading involved with the project. You list 1060 cubic yards of
cut and 10 cubic yards of fill. How close is this to the anticipated grading – is it an over estimate?
We don’t want to under estimate, because then we’d have to do this all over again, so I’m wondering
if the provided estimate matches with the estimate on the civil plans, and if you think additional
grading could be needed for this project?
3.APO List:
Please provide a notarized “Adjacent Property Owner List Declaration” and a revised
APO List. I only received one sheet of labels (12 entries), so I calculated the 300’ list from data
downloaded from Snohomish County (enclosed) and came up with 24 entries (some duplicates,
though). Please take a look at the enclosed spreadsheet and provide additional mailing labels
accordingly and in the required format (includes parcel number). We need to have labels for BOTH
owners and for the site (spreadsheet entries labeled “situs”) because that way both renters and owners
are included.
4.Height Calculations:
When I traced the height rectangle, it didn’t come out as a rectangle – please
revise. It looks like point “C” may end up pushing point “D” off site in order to make a rectangle. If
this happens, please refer to ECDC 21.40.030.B (underlined for emphasis):
ECDC 21.40.030.B. “Average level” shall be determined by averaging elevations of the
downward projections of the four corners of the smallest rectangle which will enclose all
of the building, excluding a maximum of 30 inches of eaves. If a corner falls off the site,
its elevation shall be the average elevation of the two points projected downward where
the two sides of the rectangle cross the property line.
Please update the height calculations on the elevations and on the site plan to reflect the new figures.

5.ADU:
Please know that I will be adding a condition to the permit that this is not an Accessory
Dwelling Unit (ADU), which is a typical condition of many large new homes. If you have any
questions about ADUs, please contact me or consult ECDC 20.21.
6.PRD Design Criteria:
(Response revised 9/22/08)This site is located within an approved Planned
Residential Development (PRD-1-1989). Please review the enclosed items related to the approved
PRD and provide a response (and/or make necessary changes) on how this proposal meets the PRD
Design Criteria approved with the plat. Refer to “Exhibit 8” and the PRD memo dated 3/19/1991
(attached). A prototype home was approved as part of the PRD – please show ways that the proposed
home meets the intent of the prototype home.
