During review of the plans for the above rioted project, it was found that the following information,
clarifications or changes are needed. Please provide written responses to each comment as to how it
has been addressed, and where changes can be found on the plans. Please submit revised
plans/documents to Marie Harrison, Senior Permit Coordinator.
Many of these items were brought to your attention in the Preapplication Comments for this project.
1. Codes in effect at the time of this meeting
a. 2006 International Building Code (including Accessibility) with State Amendments
b. 2006 International Mechanical Code (including International Fuel Gas Code) with State
Amendments
c. 2006 International Fire Code with State Amendments
d. 2006 Uniform Plumbing Code with State Amendments
e. 2006 Washington State Energy Code (WAC 51-11)
f. 2006 Washington State Ventilation Indoor Air Quality Code (WAC 51-13)
g. Edmonds Community Development Code
2. List all deferred submittals on the cover sheet of the plans. The City prefers that mechanical and
plumbing plans be included with and issued with the main building pen -nit to help avoid any
construction delays. Common deferred items are fire sprinkler, fire alarm, signs, side sewer,
water meter, shop drawings, State electrical, State elevator, etc.
3. Clarify on the floor plans and scope of work if you intend for the office and retail spaces,
including break room, to be shell -core only or if they will be completed under this permit. For
shell -core, all fire, life -safety, ventilation, and restroom facilities must be complete.
4. On detail 21A0.3, show the actual grade plane calculations and elevations. As noted in the
preapplication comments, this is typically shown and demonstrated on the building elevation
views and site plan.
5. Shoring design and calculations are required, and will require peer review at full cost to the
applicant. This was brought to your attention during the preapplication meeting. Coordination
must be made between all design professionals for the shoring design. The geotech report dated
April 26, 2003 notes that shoring is required and anticipates standard cantilevered soldier piles
with lagging, as well as ecoblock shoring. Plans and calculations must be stamped and signed
by a State Licensed Professional Engineer.
6. Provide a letter from the Geotechnical Engineer of Record (Dennis Bruce, P.E.) that he has
reviewed the proposed plans for the project and finds them consistent with the recommendations
in his report, or submit amendment to the geotechnical report addressing issues.
7. Clearly show that drainage for the shoring walls will be located on the subject property.
8. Any work to be done on adjacent properties or street or alley to accommodate the grading and
shoring must be clearly shown on the plans. Provide construction easements for work to be
done on either the north or south private properties. If grading in excess of 50 cyds will be done
on the north or south private properties, separate permits are required with each permit
application signed by the respective owner.
9. Revise allowable area calculations on Sheet A0.2 as follows: Use 7000 for base allowable area
(not 9000 since you are using nonseparated uses); show the calculation for the sprinkler
increase; show the calculation for the multi -story increase.
10. On the site plan, dimension the 16' wide alley and 8' to centerline for calculation of openings in
west wall.
11. On the site plan, clearly show, label, and dimension all encroachments into the public right of
way. Contact Marie Harrison. Permit Coordinator for Encroachment Permit information.
12. The north and south sides of the dwelling unit decks are considered openings. The 1 -hour
exterior wall and parapet must extend through these areas to the face of the building. Revise all
affected plans.
13. Dimension depth of light well areas along the north and south sides of the building.
14. Revise allowable opening calculations 1/A0.3: The light wells scale to 4-6" on the plans,
therefore only 15% glazing is permitted per IBC Table 704.8.
15. Make a note on the plans in the 5 light well locations that "use of this area as a deck is not
permitted": Sheet A2.2, A2.3, A2.4, A3.2, 4/A6.3, etc. where the light wells are shown.
16. The exterior walls of the setback portions of the building that are less than 10 feet from the
property line must still have parapets unless and exception is used (TBC 704.11). For example
detail 4/A6.3. Revise plans accordingly.
17, On details 19 & 20 sheet A8.2, note the minimum height of the parapet, revise to show the
uppermost 18" of the parapet will have a non-combustible face, and show the property line in
relation to the architectural projections (also see next comment). IBC 704.11.1
18. Projections from the exterior wall on the north and south sides of the building are not permitted,
. except as allowed in IBC 704.2 and 1406. Revise plans accordingly.
19. Many of the wall type symbols are missing from the second floor plan, and missing from the
stair enclosure and elevator shaft of the 15t floor, and missing from the elevator shaft on the
basement floor. Please provide so code compliance can be verified.
20. Label the trash room on the basement floor plan.
21. Label the elevator on all floor plans.
22. At the trash room area on section 2/A6.2, label and clarify the object shown outside of the trash
room.
23. Note on the floor plans if the water heaters will be gas or electric.
24. On Sheet A0.2, for each floor please dimension maximum overall diagonal dimension and
distance between exits.
25.2 exits are required from the basement floor (WAC 51-50 1019.1) spaced apart 113 the
maximum overall diagonal dimension of the floor. Both exits must be accessible per TBC 1007.

26. On Sheet AM, the 'T1 a" direction exit signs will likely confuse occupants and need to either be
removed or relocated to truly direct occupants to the required exits.
27. On the reflected ceiling sheets, note the method of power backup for the exit signs.
28. On Sheet A3.2:
a. Add the NL fixtures to the legend and note the method of power backup
b. Add emergency lighting at each exit and also in the stairways.
c. On the second floor, add exit sign over east exit stair, and add emergency lighting
symbols in the corridor area.
29. On the basement floor plan, a self-closing 60 minute rated door is required to separate the
vertical stair enclosure from the horizontal i -hour exit passageway. IBC 1020. 1.1
30. Label the 1 -hour exit passageway on the basement floor plan.
31. Clearly show on the floor plans and sections that the floor -ceiling of the exit passageway and
stair enclosure are 1 -hour rated and cross reference the fire rated detail on the plans.
32. Stair 3 at the northwest corner of the basement floor is also part of the I -hour exit passageway
until it breaks the vertical plane of the exterior of the building. The walls and ceiling must be I -
hour construction.
33. Provide section through floor of landing at Stair 3 showing catch basin lid flush with the floor
surface, slip resistant surface, and supporting 100 psf minimum for egress.
34. The proposed roof drain at stair 3 is not permitted within the required minimum stair landing
area and penetrations in the 1 -hour exit passageway are not permitted except for those
specifically serving the exit passageway (IBC 1021.5).
35. Penetrations in the 1 -hour stair enclosure (Stair 1) are not permitted except for those specifically
serving the stair enclosure. 4 &5/A6.4 show a sprinkler pipe in the enclosure.
36. Provide details showing the fire barrier walls extending through to the underside of the
floor/roof deck. For example, on details A & B/A6.4. Also at the exit passageway and elevator
shaft.
37. Construction supporting the fire barriers (shaft walls, stair enclosure walls) and horizontal
assemblies (fire separation between S2 and other occupancies, and at off -sets in stair enclosure)
must be 1 -hour rated, including individual protection of columns and beams as applicable (IBC
706.5 711.4, 714.2). Clearly show on the plans and cross reference details.
38. Revise general note 6 on Sheet A2.1 to reference the City of Edmonds.
39. Verify that detail call -outs reference the correct detail and sheet. As an example, on Sheet A6.1,
enlarged details of the stair enclosure should reference the details on Sheet A6.4, not 6.2. Also,
some are not complete at various locations (e.g. X/A-XX).
40. Door schedule:
a. Doors C3 must be self-closing 60 minute rated.
b. Door C7 notes "not used" but is referenced at the elevators at all 3 floors.
c. See corridor comments below and alter door schedule accordingly.
41. Safety glazing must be shown at the following locations (unable to find on the plans):
a. Windows adjacent to all doors at the east building entrances. Also, neither the door
or window schedule note these windows (size, U -value, etc.).
b. W06 at all dwelling unit decks.
42. The fire rated corridor at the second floor must be maintained down the east stairway to the
exterior of the building. Revise door ratings and show on 2/A0.2.
43. Is also appears from the door schedule that you intend the office floor to have a fire rated
corridor. Clarify and label. If not, show how the corridor fire rating will be maintained at the
opening under the skylight to the floor below.

44. On 3/A02 where the % hour rated corridor exception is noted, also note that an STC of 50 is
required which requires a more restrictive fire rated assembly (typically 1 or 2 hour).
45. Provide construction details showing how exterior wall transition from one wall type to another
will be done to maintain fire rating and for weatherization, and cross reference where they apply
on the plans.
46. On the Wall Types, revise to include the specific requirements of the listed and tested
assemblies, such as gyp sheathing on the exterior side, type/size/spacing of fasteners, staggered
layers, etc. Revise A & Al to specifically note IBC Table 720.1(2) 4-1.1 for siliceous aggregate
concrete.
47. Where tub/shower units are located on a fire rated wall, note on the plans that the GC must
coordinate inspection of fire stopping and gyp behind the units before installation.
48. Show the type and locations of fire extinguishers.
49. Dimension top and bottom handrail extensions at all stairways on Sheet A6.4 & A6.5.
50. Note the maximum rise on detail 16/A8.2
51. Note on the plans if the stair enclosure and exit passageway will be heated or unheated. If
heated, provide slab insulation detail and clearly show insulated wall and ceiling areas
separating heated from unheated areas.
52. Revise energy code information on Sheet A0.2 to the 2006 WSEC. Revise the prescriptive
values to match updated WSEC Table 6-1 and non-residential values to match the energy calcs
submitted. Complete the enclosed EnergyNentilation Worksheets for the upper floor.
53. Relabel restrooms and break room on Sheet A2.2 to their correct use.
54. Dimension minimum accessible maneuvering clearances at doors to offices 103 & 104, restroom
107, corridor side of entry to unit 01 and 04. (ICC/ANSI A117.1 section 404.2.3)
55. At women's restroom Sheet A7.2, dimension the clearance between the corner of the vanity and
the wall for occupants to pass. Also, revise height of the toilet seat to 17" min-19"max.
(ICC/ANSI Al 17.1 section 604.4)
56. Dimension knee and toe clearance under lavatory (ICC/ANSI Al 17.1 section 306).
57. Revise front view of the restroom to not show an "S" trap under the lay. "S" traps are
prohibited.
58. Caution on venting the plumbing for the island sink fixtures and those located near window
areas. They must vent directly through the roof or with a loop vent. Air admittance valves are
not permitted. Note on plans.
59. Provide skylight details and calcs showing compliance to Chapter 24.
60. Show how ventilation will be provided (IBC 1203.2)
61. Clearly show on the enlarged unit plans that the dwellings will meet Type B accessibility
requirements of ICC/ANSI Al 17.1 section 1004 (IBC 1107.6.2.1.2).
62. Revise detail 4/A8.3 to show 60" minimuixa from the parking surface to the bottom of the sign.
63. Provide a plan showing mechanical shafts and general vent paths to the exterior of the building.
Where vents and light fixtures will penetrate fire rated assemblies, provide details showing how
the fire rating will be maintained (such as with lined joist bays, vertical shafts, soffits below the
1 -hour assembly, etc.). Air handling units are shown above the restroom and break room areas -
how will this work?
64. The garage exhaust outlet must terminate per WAC 51-52-501.2.1 #2. Clearly show location and
required dimensioned distances on the plans. If a rated shaft will be provided as part of the
redesign, please provide a detail and listed and tested fire rated assembly. Also show how the
make-up air will be provided for the garage exhaust system - this will be of particular concern
since an overhead door is proposed.

65. The elevator must meet elevator stretcher requirements of WAC 51-50 3002.4 (effective 411108).
Revise elevator size and signage on the plans.
66. Show location of gas meters.
67. This project is subject to RCW 64.55 (EHB 1848), which can be found on the following website
http://Mps.log.wa.gov/rew/.
a. The following is required:
i. Building Enclosure documents stamped and signed by a State licensed
Architect or Professional Engineer must be submitted.
ii. In addition to the building enclosure plans/details, the design professional
must submit a written statement stamped/signed that "The undersigned has
provided building enclosure documents that in my professional judgment are
appropriate to satisfy the requirements of RCW 64.55.005 through
64.55.090".
iii. The building enclosure must be inspected by a qualified inspector and prior to
final Building inspection/occupancy, the Building Enclosure Inspector must
submit a signed letter certifying that the building enclosure has been
inspected in substantial compliance with the building enclosure design
documents.
68. Provide guardrail construction details showing construction materials and fasteners meeting
loading requirements of IBC 1607.7.
69. On the foundation details, clearly show that foundation drainage will be located on the subject
property. Also show the location of permanent shoring in relation to the foundation and
property line.
70. Special inspections will be required for:
By the Geotechnical Engineer of Record:
a. Excavation, grading, and site monitoring including cut slopes
b. Shoring installation and monitoring
c. Placement of fill and compaction
d. Soil bearing verification
e. Final letter

h. Structural wood, including shearwall nailing (4" o.c. spacing or less), holdowns,
bolts installed in concrete, drag struts, bracing, etc.

Complete the enclosed Special Inspection and Testing Agreements. One is required for each
Special Inspection firm for the project. Have all parties sign the form and return for City
approval.

STRUCTURAL COMMENTS
General
1. For office buildings, the first floor corridor and lobbies shall be designed for a live
load of 100 psf but the design submitted was only designed for 50 psf. Please
resubmit analysis for the 100 psf. ASCE table 4-1
2. Office buildings are required to be designed for partition loads of no less then 15
psf The design analysis used 10 psf. Please resubmit analysis with the correct
partition loads. ASCE 7-05 4.2.2 (Please note the 10 psf was for the older code that
not is in effect anymore.)
3. The restrained retaining wall was not designed for the additional 100 psf added to
the active pressure. Please resubmit the retrained wall analysis with the 100 psf
added as required per the geotechnical report. Please resubmit all restrained
retaining walls with the correct active equivalent fluid pleasure.
4. Please submit the geotechnical report with the plot showing the location of the test
boring. (The report state see site plan but the site plan does not includes. Also the
report shall have this information contained in the report) IBC 1802.6
5. The geotechnical report state the continuous spread footing shall not be less 18"
but the detail shows 12". Please modify the detail accordingly.
6. Engineer of Record (EOR), please justify 50 psf live to be used for the parking
garage vault lid. The load also of 3000 pound applied over an area of 4.5 inches X
4.5 inches also must be considered. This appears to be able to control the design of
the vault lid and not 50 psf. Please modify accordingly. ASCE table 4-1.
7. Please clarify how the stirrup area was determine to be .44 in^2 when there is not
any stirrup specified for the vault lid_ Please clarify upon the response.

27. Detail 12: EOR, please provide a detail for the placement of the steel in the
concrete column. All that is notes is 2 rows of 3# 5 Vertical with #3 ties at 10"
OIC. This should be added to the drawing to show how the ties and vertical steel
shall be placed. Detail 5 on this sheet show the column but does not show the
required 135 degree hook or correct lap of the tie splice. Please modify
accordingly. ( I believe the intent is to use detail 5 but it is not referenced this way)

28. Detail 12: Concrete column required closed ties to be used but the detail does not
reflect this. Please modify accordingly.
29. Detail 1: EOR, please modify the 44 dowel into the vault lid to meet the
development length to transfer the force. A 12" leg will not meet the minimum
code development length into the lid. Please modify accordingly. ACI 13.5.4 and

30. Detail 1, The detail state a 7-112" Slab but the analysis submitted state 12" slab. ( I
believe this is just a miss print and the 7.5" as used in the analysis is the depth to
the tension steel and the slab is required to be 12", but the details does not reflect
this) In addition, the minimum thickness cannot be less then L120, which is 9.6".
ACI table 9.5a.
31. Detail 1: EOR, it appears the 10" OC spacing noted for the reinforcement lid will
exceed the maximum spacing per ACI 10.6.4, equations 10-4. PIease modify
accordingly. Please note as drawn, the longitudinal reinforcement is what is
typically used for support of the vertical loads and the transverse reinforcement is
the shear reinforcement. The longitudinal spacing must meet these requirements,
since this is designed as a one-way slab. It is very important the steel be correctly
placed in order to support the loads. Please modify the drawings accordingly. ACI
10.6.4
Additional corrections may be required following receipt of corrections and additional
information as requested.
Your plans are being reviewed concurrently with the Building Department, Fire
Department, Zoning Department and Public Works Engineering. Changes, clarifications
or additional corrections may be required subsequent to the Building Department plan
review when comments are received from the other concerned departments.

The purpose of the State energy code is to provide minimum standards for new or remodeled construction to
achieve efficient use and conservation of energy. This handout provides the basic minimum codes for
prescriptive compliance. The basic prescriptive approach for energy code compliance is the easiest way to
determine or show code compliance. It is a straight takeoff and comparison of total window (glazing) and door
opening area versus the heated floor space. The percentage of glazing shown on the enclosed charts determines
the minimum U -value of all windows and doors for the project, and the insulation R -value for wall, floor, slab
and ceiling insulation. This handout is intended to provide minimum prescriptive compliance and it is not
intended as a substitute for the entire State Energy Code.
Also included in this packet is a Ventilation and Indoor Air Quality Worksheet. Tighter construction and
insulation standards have introduced a vast amount of chemicals and other pollutants into dwellings. The
process of natural ventilation has also been greatly reduced due to the required sealing of sheathing at walls and
floor levels. The State Ventilation and Indoor Air Quality Code (VIAQ) has been created as a means for
bringing in fresh outdoor air, and exhausting interior stale air. The VIAQ code allows either a manual portal
system or a mechanical system that runs unmonitored on a timer to convey the air.
Norms and additional information about the State Energy and Ventilation Codes can be found on the WEB at

Whole House Ventilation Systems integrated
with a Forced Air Heating System'
Your new home has been constructed to use energy efficiently, while
maintaining a healthy indoor environment with good supply of fresh air.
To help you achieve these benefits, we recommend that you take a few
minutes to read these instructions.
Your home has been constructed to the most current requirements of the
Washington State Energy Code (2003 edition) and the Washington State
Ventilation and Indoor Air Quality Code (2003 edition). This means your
home and the ductwork of your heating system have been well sealed,
which limits uncontrolled exchange of air between the indoors and
outdoors. The amount of fresh air provided to your home is under your
control. You can increase the ventilation rate of your home by opening
windows, or by operating your mechanical ventilation systems. Your home
has two types of mechanical ventilation: spot ventilation fans, and a whole
house ventilation system integrated with your heating system.
Fans:
A spot fan has been installed in each bathroom, the utility room and the
kitchen. If your home includes ars indoor spa, or any other room that
may need additional ventilation, a spot fan will be included there as well.
The purpose of spot ventilation is to control excess moisture, odors, or
chemical byproducts at the source it is far more effective to quickly
eliminate moisture and pollutants when they are created than to allow
them to dissipate slowly over time. Controlling moisture reduces the cause.of
many molds and protects the finishes of your horse. Controlling odors and
chemical byproducts reduces any health hazard that may be associated with
It is particularly important to operate your kitchen fan if you have a gas or
propane range. As well as removing moisture and odors created by cooking,
your kitchen exhaust fan removes the unhealthy byproducts of combustion,
including carbon monoxide and nitrogen oxides.
Recommended spot fan operation:
• Turn on the spot fan whenever moisture, odors,
household chemicals, or combustion byproducts
are present in the room, such as during shower-
ing, washing clothes, or cooking.
• Since moisture vapor, odors, and combustion
byproducts tend to linger, run the spot fan for
up to 60 minutes beyond the activity that
produced them.
Whole house ventilation integrated
with the heating system.
The forced air heating system in this home is
equipped with a ventilation system. This system
includes a fresh air intake connected to the return
air duct (return air is the air that flows into your
heating system), a damper that controls the
amount of air that enters the system, and a timer
that controls when the system operates. To
change the amount of ventilation in your home
adjust the timer to increase or decrease the time
the system operates. In some cases you may also
want to adjust the damper.
Here's how the system works:

• When the ventilation tuner calls for ventilation,
the furnace fan motor turns on. If the ventila-
tion system is equipped with a mechanical
damper, it also opens.
• The furnace fan pulls fresh air through the fresh
air intake into the return air duct.
• Fresh air is then distributed to the home
through the supply air ducts of the heating
system.
• When the ventilation timer shuts off, the furnace
fan motor turns off. If the system has a me-
chanical damper, the damper also closes.
Note: If your system is not equipped with a
mechanical damper, your home will also receive
ventilation whenever the system fan operates,
including when it's on to provide heating or
cooling.
Selecting a Whole Ionise Ventilation
Schedule:
Your contractor has set the timer on your
ventilation system to provide a minimum of eight
hours of ventilation per day. To get the maximum
benefits of the system, you'll want to adjust the
timer to suit your own schedule.
• Run the system more when you expect to be
home, or when more people are expected to be
in the home.
• Set the timer to cycle the system on and off for
short periods. For example, 10 minutes on, 20
minutes off.
•
Use the manual control to turn the system on
when large groups gather in your home.

Dampers:
There are three types of dampers allowed by the
ventilation code. Figure 3 identifies these dampers
and describes how they work. This system uses the
damper checked below.

As required by code', your heating contractor has
tested the flow reate of fresh air brought into your
home and set the damper accordingly.
Manual Damper Operation:
In normal operating conditions, the damper is
always open, regardless of the settings on the
ventilation timer. The home receives ventilation
whenever air handler fan turns on, or when the
thermostat calls for heating or cooling.
Using the timer to regulate the ventilation rate is
always the best choice_ But because this system
provides ventilation to the home whenever the air
handier fan operates, ventilation rates may be
excessive during very cold or very hot weather.
This can mean wasted energy and an
uncomfortable home. In this case, you may wish
to adjust the manual damper. Before doing so,
keep a few things in mind:
• Before you change the damper setting, make
note of the position of the damper adjustment_
You will need to return the damper to this
setting when the extreme weather passes.
• Only reduce the ventilation rate when abso-
lutely necessary.
• Be aware for signs of under -ventilation, includ-
ing smells and high humidity.
