The fees due for the Right of Way permit, Eng 2008-0361, for work described as "casing: protecting
underground utilities as they cross BNSF ROW and reconnect at vaults in City ROW" will be as follows:
Right of Way permit fee $160
(includes I inspection)
ROW Restoration fee 50
Permit Surcharge fee 15
Engineering Inspections 100
(2 @ $50 each)
Total Fee: $325
Our Traffic Engineering originally told you the cost of a right of way permit was $225. That is the base
cost. He is not involved in final permit approval or issuance so unfortunately is not aware that if additional
inspections are needed then additional fees at the rate of $50 per inspection will be added to the total
cost of the permit.
The WSDOT project is not minor construction activity in the right of way. Your contractor will be diverting
traffic in a high traffic area. There are complications with ferry traffic and other construction activity in the
area. We add lnspection fees based on the approximate time we (engineering inspectors) expect to be
out in the area checking on the traffic control. I have added two additional inspections to this permit. I
would expect that this is a very conservative estimate. As an inspector, 11 would guess one of us will be
checking in on things there at least 2 or 3 times a day.
The ROW restoration fee is an inspection that happens when all work is completed to confirm that all
restoration to the construction area imeets Cfty of Edmonds code requirements.
