Please provide written responses as to where the changes can be found on the plans, and submit revised plans/documents to a Permit Coordinator. 1. See attached City of Edmonds structural Plan review comments. 2. City of Edmonds special inspection forms (one is attached): a. Complete one set for the required geotechnical inspections. Likely the geotech of record will also be the special inspector for the soils, etc. b. If there is to be any field welding, or if the moment frame is going to be welded in a non -approved shop, then special inspection will be required for the welding, and another special inspection form is required to be completed. 3. Regarding the geotechnical report: a. The geologist is required to stamp, as well as sign the document. b. The geotech of record is required to review the construction documents for compliance with their recommendations. Provide a letter confirming this from the geotech of record. This should reference the dated, latest revised set. c. The building plans should include the slab on grade requirements from page 11. At a minimum the building sections should show the rock base. The foundation and site plan should show the connection of the capillary drain to the footing drain. d. Include the footing drain (page 12) requirements in section view, as well as on the foundation and site plan. e. On the foundation page, include the requirement that the "downslope (east) footing line of the residence should be embedded at least three feet into medium dense or better soil", seepage 8 f. Note: All recommendations of the report are to be construed as requirements 4. The garage to home man door is required to be 1-3/8" solid core wood, or twenty minute fire rated. 5. Guard and handrail: a. Provide details showing materials and connections b. fustify the code load requirements: i.. 200 lb at any location on the. top rail of the guard, or along the handrail ii. 50 psf at the body of the guard (the tempered glass). If there is the product literature available, it may be satisfactory to provide this information. 6. Tempered glazing locations a. Tempered glazing is shown correctly on the elevation for the window adjacent to the door at the kitchen, but not correctly identified on the floor plan. b. In both the living room and the loft, the windows within 24" of the doors in a closed position, and 60" or less to the floor are required to be safety glazed. c. The window next to the door at the guest bedroom (br#2) 7. Plenum space: a. Provide material data for the sidewall insulation (ICF blocks) to show that it meets the flame spread rating of not greater that 200 when tested in accordance with ASTM E 40, per M1601.4.3 b. Access shall be provided to the crawl space (under floor plenum) with a minimum 18"x24". Please submit analysis for the web crippling as noted in the Metwood truss analysis. The analysis stamped by Jason M. Conn state Web crippling will be checked manually. Please submit this upon the response. 2. There was not any lateral analysis for the Metwood building solutions. All that was submitted was the gravity analysis of the beams. Please submit this upon the response. IBC 1604.2 3. Please submit lateral design for the ICF panelize system used. This was not in the submitted information. TBC 1604.2 4. Engineer of Record (EOR), the design criteria state the floor dead load to be 12 psf. Please justify this with Metwood shop drawings the dead appear to exceed this. Please justify upon the response and revise accordingly. 5. EOR, please justify the plate height used in the analysis for the main floor. Based off the building sections the plate height used of 10 feet appears to be lower then the sections specify. Please resubmit or modify drawings accordingly. 6. EOR, please justify the plate height used in the analysis for the Upper floor. Based off the building sections the plate height used of 8 feet appears to be lower then the sections specify. Please clarify upon the response and resubmit or modify drawings accordingly. 7. EOR, please add to the drawings a statement of special inspections as required per 1705 and 1704.1 8. Please clarify whom will be the design professional responsible in charge. The responsible design professional in charge is required to review document prepared by other for compatibility. There are two items stamped by engineers Mr. Criss Covington and Jason M. Conn. The engineer that is to be in charge must review documents prepared by other for compatibility. Please submit this upon the response. IBC 109.3.4.1 Page 3 of 7 Plan Review Number 1 EECE 09-07 Tiegs 2009-0316 9. The lateral design analysis for the lateral system used flexible distributions. With a concrete deck and concrete, it appears not to fail under the definitions for flexible diaphragm. A flexibly diaphragm is defined as the following in ASCE 12.14.5: "Diaphragm Flexibility: Diaphragm constructed of steel decking, (untopped), wood structural panels, or similar panelized constructed are permitted to considered flexible." The drawings showing topping and must be analysis accordingly to non - flexible diaphragm. Please modify accordingly. ASCE 12.14.8.3.2 10. EOR, the designs analysis used "trib" height for the wall for the first floor of 9.5 and 4.75'. How was this determined? Based of the sections cut this appears not to be correct. Please clarify upon the response. 11. EOR, please submit design for the moment frame per ANSI 341-05 11.1. 12. EOR, the lateral seismic response factor used in the design was 4. Per ASCE table 12.2-1 the R shall be 3.5. Please clarify how the 4 was determined to be used for the lateral analysis. ASCE table 12.2-1 and ASCE 12.2.3 13. EOR, the design of the moment frame used an older code. The design state used AISC 9h additions, the 1989 code version. Please submit analysis the most current adopted code. See IBC reference allowed in chapter 35. 14. EOR, please add grid lines on the Metworks plan and the structural drawings or dimensions in order to verify the column locations on the drawing for the footing layout. It is not clear the footing and the column locations line up. If the post is not at the centered on the footing, an analysis eccentric loading is required. Please submit this upon the response. 15. For member B 11 from Metworks has an uplift load of 6.7 kips. Please clarify on the drawings how this force will be resisted. 16. EOR, there is a concrete column analysis but there is not any concrete column shown or detailed on the drawing. Please clarify upon the response. 17. There are two lateral calculations that are different in the submitted analysis. One in the beginning of the analysis and one at the end use different heights and widths. They are not the same but they appear to be for the same part of the structures. For example, the A and B zone are different. Please clarify the submit analysis upon the response with either a key or another way to distinguish where each portion applies to the structure. EOR, please submit analysis for the ordinary moment frame per AISC 341-05 sections 11.1 21. EOR, please submit analysis for the base plate used for the moment frame. Sheet S2.1 Foundations Plan 22. EOR, please clarify the size and reinforcement for the footing mark 60 in order to complete the review. This is not on sheet S-2.0 23. EOR, the drawings only show three sided lateral vertical resisting elements. The analysis submitted has not accounted for this type of lateral resistance. Please resubmit analysis and modify the drawings to show how the horizontal lateral forces will be transferred. Special inspectors shall display identification when performing special inspections on the project site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector 1. OBSERVE WORK The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections are permitted only as specifically noted in the approved project plans in accordance with IBC Chapter 17, and as approved by the Building Official. Continuous Inspection means the same inspector is on site day to day to observe the work requiring special inspection. Periodic Inspection means some inspections may be performed on a periodic basis to satisfy the requirements of continuous inspection, provided these periodic inspections are performed as outlined in the project plans and specifications, and approved by the Building Official. 2. REPORT NONCONFORMING ITEMS The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official by telephone at (425-771-0220) or in person at City Hall, of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect of record. 3. DAILY REPORTS KEPT ON SITE WITH CONTRACTOR Each special inspector shall complete and sign a daily report for each day's inspections. The daily reports shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. WEEKLY REPORTS TO CITY The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description and date of daily inspections and tests made with applicable locations List of all non -conforming items and locations • Report on status of non -conforming items (how each was resolved or unresolved) • Field changes authorized by the Architect, Engineer or City Inspector if not included in non-conformance items. FINAL CONSTRUCTION REPORT The special inspector or inspection agency shall submit a final signed report or Certificate of Compliance to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance, unresolved items or any discrepancies in inspection coverage (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically addressed in this report. B. Contractor Responsibilities 1. NOTIFY THE SPECIAL INSPECTOR OF ALL REQUIRED SPECIAL INSPECTIONS It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached Special Inspection Information Form and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. All work requiring special inspection must be approved prior to concealing or covering said work. 2. PROVIDE ACCESS TO APPROVED PLANS The contractor is responsible for providing the special inspector access to approved plans at the jobsite. 3. RETAIN SPECIAL INSPECTION RECORDS The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Division Responsibilities 1. APPROVE SPECIAL INSPECTION The Building Division shall approve all Special Inspectors and special inspection requirements. 2. MONITOR SPECIAL INSPECTIONS AND APPROVE WEEKLY REPORTS Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. Building Inspector approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. ISSUE CERTIFICATE OF OCCUPANCY The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted by the City. D. Owner Responsibilities 1. The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. En ineer or Architect of Record Responsibilities 1. Prepare Statement of Special Inspections in accordance with IBC Section 1705. 2. Review the special inspection reports and provide corrective action for work that may not conform to the approved plans.
