Animal Dermatology Service has submitted a sign application for their business located at 120 West
Dayton Street, Suite A-8. The sign requiring a building permit is wall sign.

The proposed project requires a Design Review. Projects that remain under the SEPA threshold
are reviewed by staff with the building permit and the design review is considered an
administrative Staff Decision subject to the requirements of ECDC 20.60 (Sign Code) and is a
Type I decision pursuant ECDC 20.01,003.A.
Analysis:
1. Location. The project site is located at 120 West Dayton Street. The site is zoned CG — General
Commercial. Harbor Square was zoned CG through the contract rezone process. Pursuant to the
contract rezone, all signs and advertising devices shall be subject to the requirements for signs located
in a BC or IP zone. Since the IP zone no longer exists, the sign application is being reviewed
pursuant to the BC sign standards in ECDC 20.60. The site is also located within the Downtown
Activity Center Comprehensive Plan Overlay.
2. Sign type. The proposed sign is a non -illuminated wall sign, which is a permitted sign type in the
Downtown Activity Center.
3. Size. In the BC zone, the maximum allowable sign area is 1 square foot for each lineal foot of wall
containing the main public entrance to the primary building. The application measures 57 lineal feet
of wall, including awnings. Without the awnings the wall length would be approximately 49 feet.
The proposed sign square foot is 14 square feet, well within the allowable sign area.
4. Color. The proposed sign includes black lettering which is an acceptable.
5. Height. Pursuant to ECDC 20.60.030.B, the maximum height of a sign is 14 feet or the height of the
face of the building. The proposed sign will be place on the face of the building.
Decision:
Based on the analysis in this report, staff finds that the design review for this project (File No.
BLD20090703 is APPROVED.

Appeals: Design review decisions by staff under the provisions of ECDC 20.12.030 are only
appealable to the extent that the applicable building permit or development approval is an
appealable decision under the provisions of the ECDC. Design review by staff is not in itself an
appealable decision.
