Mr. Daniali,
Typically, when the City receives a soils report for a project, the recommendations of the report become
conditions of the building permit. In your case, Nelson recommended that they "be retained to evaluate the
footing subgrade soil and setback distances prior to placing footings." Thus, I considered this "special
inspection" to be a requirement for your project and you were sent an agreement form which is standard
procedure. However, after speaking with our building official today, we have reconsidered the need for the
geotech to be retained, since the scope of the work is fairly limited. To be clear, you will not need to retain
Nelson for site inspections during construction, unless our city inspector finds unusual soils during the footing
inspection.
The lack of geotech special inspection does not take away the need to follow the other recommendations of the
soils report, one of which is found on page 8 concerning the footing depth needed to obtain an "effective setback
of at least 10 feet from the steep west -facing (actually northeast -facing) slope." You will see on the plans that I
have added a note to that effect and our inspector will verify this at footing inspection.
At this time my Building Division plan review is complete, and you will be contacted by Marie when your
permit is ready to issue.
Regards,
Leif Bjorback

Hello,
What is the reasons for this requirement? I am building a simple deck and one of your department already
approve my plan. The plaiming department was concern about the stability of the slope next to my house. The
Soil report clearly indicated that there is no danger. Is this due to that fact City of Edmonds has no inspectors?
This again will impose unnecessary cost to me. I respectfully requests reasons for this additional request.
