All Handouts and Standard Details referred to in these comments can be accessed at our website: www.ei.ed moad's'.wam's under City Government / City Departments / Public Works/ Engineering Division: 1. Please provide a site plan for the property. Show sewer easement area, construction, erosion control, etc. 2. Note on plans "All disturbed soils shall be compost amended except where determined otherwise by Geotech of record." 3. The easement for the sewer line was granted when the plat, Higgins Addition, was recorded in 1970. I have attached a copy of the recorded copy of the plat. This information is easily accessible by the homeowner. The legal description of the property is "Lot 6 Higgins Addition Division No. 1 According To The Plat Thereof Recorded In Volume 32 of Plats, Page 3, In Snohomish County." 4. The sewer pipe located in the easement was installed in 1970 in a City Project E SR 291. Since it has been in place with no incident for over 30 years, it does not appear to be the cause of the slide. 5. On the site visit made the day the slide was reported it was noted that many of the trees and vegetation had been removed and a large portion of the landscape is comprised of very few plants and a thin layer of bark. These changes to the site are not conducive to stabilizing a slope. Please provide a plan showing permanent erosion and sediment control to stabilize the slope to prevent further slides and erosion. 6. How will the drainage of the retaining walls be handled? 7. Structures are not allowed to be constructed over City easements. The Public Works Sewer Division may allow if necessary to maintain stabilization. An approval from this division of the final design is required. 8. If Public Works Sewer Division approval is obtained, an encroachment permit for use of the easement may be issued.
