EDMONDS CITY COUNCIL
In re: Application of Arnie Rodhall
and Leila Forsbeck

Arnie Rodhall and Leila Forsbeck have filed an application to rezone approximately .54 acres
of land located at 22313 and 22319 76th Avenue West, Edmonds, Washington from multiple -
residential (RM -24) to community business (BC). This matter was heard by the Edmonds
Planning Board which forwarded its written recommendations on August 3, 1993. On
September 21, 1993, the Edmonds City Council heard this matter, taking testimony and
reviewing the record and recommendation before the Planning Commission. Based upon the
record before the Council and the Commission, the City Council hereby enters the following
findings of fact and conclusions of law.
1. The Edmonds City Council hereby adopts the findings set forth in the Planning Board
Advisory report of August 3, 1993.
2. At the City Council hearing, applicant Rodhall appeared along with two other residents
of property owners in the neighborhood. Their testimony tended to indicate that single-
family use is no longer viable in the neighborhood. Testimony, however, did not address
the underlying multi -family zoning nor indicate that it would not allow reasonable use
of the property. Applicant Rodhall was candid in his appraisal that commercial zoning
would afford him greater opportunities to develop his properties.
1. The City Council hereby adopts the conclusions from the Planning Board Advisory report
of August 3, 1993.
2. Based upon the record, the Council further concludes that the growth management
process, particularly the comprehensive planning policies adopted by Snohomish County
and the review underway of the City's Comprehensive Plan, will require the City to
accept additional density in order to reach its assigned target population. Multi -family
zoning is a City resource which must be preserved. In the absence of a clear indication
that the development of the property is not commercially feasible as multi -family
dwellings, and the lack of evidence regarding proof of changed circumstances requiring
a change RM zoning, the City Council concludes that a rezone is not appropriate at this
time.

DECISION
The Edmonds City Council hereby denies the application for rezone of the subject property. The
City Council notes that the review of the City's Comprehensive Plan proceeds. Any change in
the existing City zoning or Comprehensive Plan designation which reduces the amount of
existing multi -family zone in the City in advance of that planning process would inappropriate.
The Council notes that there have been changes in the neighborhood and that the subject
properties lie in an area which deserves close scrutiny during the Comprehensive Planning
policy. At the present time, the applications are denied.
