I received JoAnne's e-rnail and I left her a rnessage to call me. I did not know that JoAnne's e --mail (dated yesterday, July 17th) was an official review comment. Nonetheless, I have requested the wall design and structural engineering from the snub -contractor / mfr. We hope to receive information back next week. Regarding the deadline, most of the delays for this project were based on a neighboring property doing illegal construction on our site. Per the city's request, we were asked to work out a rnutually benificial solution, We rnodifled our site plans Multiple fir nes due to the ongoing illegal constn.iction. "rhis site plari revision impacted the final wall design. The impact of the neighbor's construction activity severly delayed and redefined the bank's submittal application timeline. "I"he bank project has been actively reviewed and revised during this entire permit application process. We fully intend to pull a perrnit for this project as soon as possible, but I am concerned that a submittal and review of the requested information will cross over the deadline as rioted. Columbia Bank has been very accorfirnodating during this process and would appreciate any information you can give regarding an extension while we finalize the wall design. Applications, for which no permit is issued within 180 days following the date of application, shall expire by lim- itation, and plans and other data sub- mitted for review may thereafter be returned to the applicant or destroyed by the building official. 2. The building official may extend the time for action by the applicant for a period not exceeding 180 days prior to such expiration date. 3. No application shall be extended more than once for a total application life of 360 days. In order to renew ac- tion on an expired application, the ap- plicant shall submit a new application, revised plans based on any applicable code or ordinance change, and pay new plan review fees. G. Section 105.3.3, Fully complete applica- tion, is added and reads: In accordance with the provisions of RCW 19.27.031 and 19.27.074, an ap- plicant's rights shall vest when a fully complete building permit application is filed. A fully complete building permit application is an application executed by the owners of the property for which the application is submitted or the duly authorized agent(s) for such owners, containing each and every document required under the terms of these ordi- nances and the IBC and is substantial- ly complete in all respects.
