The building permit in question is eligible for a third and final year of renewal provided the project has commenced to the point of receiving a valid progress inspection by our building inspector and a renewal fee is paid to the City. By City ordinance (found in Edmonds Community Development Code Section 19.00.025(I)(4)), a progress inspection is required in order to renew for a third year. While we sympathize with the challenges you are faced with, the ordinance clearly does not allow a third year unless the project has started, and the date by which the inspection must take place is November 4, 2012. I'm also a builder/developer and have investment property in the city. I have an active permit on a four unit condominium project on a property on Glen Street that has a duplex on it at the present time. I don't need to explain to you how the economy has decimated the construction industry. The timing has not been right to begin the project with falling property values. I have extended the permit once and I'm told that if it is not started by November 2012 that I will lose the permit and the process will have to start all over. I have spent untold hours and thousands of dollars to get it to this point and it would kill the project to start over. Housing seems to be starting to turn the corner and things are starting to improve and look up. The inventory in downtown is low and new starts are practically non-existent. I'm having a difficult time securing financing to build it out, in this down economy, even though I have two letters of intent to purchase units. I believe this project is a viable project and would provide additional affordable housing units in the core of the city. I have found other cities willing to be flexible in their permit expiration dates, because of the state of the housing industry. I'm respectively requesting a consideration of extending the building permit beyond the November 2012 expiration date. I'm quite confident that I will be able to build out the project within the year of 2013.
