Brief description of project and background:
The proposal is for conditional use approval of the property, zoned RM 1.5, for
commercial office use on a permanent basis running with the land. The site currently is
occupied by a single family residential structure that has been upgraded for office use.
The site is within the Edmonds Way Corridor planning area under the Comprehensive
Plan, which contemplates higher density and appropriate commercial development and
use. The surrounding area is transitional, with extensive multi -family residential uses,
including the large new Compass project within a mile of the site to the NW along
Edmonds Way, and numerous business and commercial uses nearby, including
equipment repair, insurance offices, physical therapy, and others.
The proposed use is for professional offices (legal) by a solo law practitioner presently
officed in leased space in the downtown bowl. Current staff is one full time (attorney)
and one part time (office administrator), though this could change over time. Parking
needs for this use are consistent with the parking requirements of one space per 400
usable square feet of office. The existing building contains 1,500 usable square feet.
The site plan shows four standard parking stalls located on the site, including one in the
enclosed garage. All are outside the 15' setback from the arterial ROW. Gravel
surfacing for parking and portions of the interior drive aisles is proposed. There are pre-
existing asphalted areas, including the three entry -exit cuts, which afford clear ingress
and egress for emergency vehicles. Access and parking appear to be fully code -
compliant, and the professional office use is consistent with the zoning (after conditional
use approval), existing uses in the area, and Comp Plan designation.
The following is a more detailed description of the remodeling project submitted by the
building owners, who obtained all permits for this work and completed it.
The subject property is a 1784 gross Sq Ft single -story building located on a
8276 Sq Ft site.
The building was in very poor condition when it was acquired in May -2010. It has
been a completely permitted remodel including new electric, plumbing, siding,
roof, gravel, etc. The footprint of the building is unchanged (see attached site
plan and building layout). The floor plan was modified slightly to improve interior
accessibility and flow. The highest and best use of the building is commercial or
mixed-use. There is a full kitchen. Residential use only is limited by the subject's
frontage on Edmonds Way (SR 104), a heavily traveled major arterial. Land uses
in the immediate vicinity and along Edmonds Way include numerous commercial
businesses.
The property was utilized as mixed-use in the past. The building had living
quarters and a separate commercial space with its own entrance and bathroom.
Past uses of the commercial space have included a sewing machine shop and
appliance repair. It is zoned RM 1.5 and located in the Edmonds Way Corridor.
