Per your request, Beck & Associates has completed a review of
second structural only
the drawings and calculations for conformance with the 2009 International Building Code
(IBC), as adopted and amended by the State of Washington and the City of Edmonds.
Our review of the plans and calculations indicates that corrections are necessary prior to
permit issuance. The applicant should address the following comments in itemized letter
format in addition to making corrections & revisions to the drawings.

General
1) The drawings need to clearly identify the scope of this partial foundation permit
application. Clearly identify the items that are and are not included. I understand that
the scope includes only concrete elements and embedded items. However, this
needs to be clearly and explicitly stated in the drawing set and that all steel elements,
aside from embedded items, are shown for reference only.
General Notes (S1.00-S1.04)
2) Reference the Design Criteria on S1.00. According to the calculations, the dead load
nd
used for design of the 2 level floor is 28 psf, not 80 psf as specified in the Design
Criteria. Please clarify and update either the design or the General Notes as required.
3) Reference the Lateral Forces section on S1.00. The General Notes should identify
the lateral force resisting systems utilized for the building: ordinary concentrically
braced frames and special reinforced concrete shear walls.
4) Reference the Splice Schedule on S1.01. Specify the concrete compressive strength
on which the splice schedule is based.

Geotechnical
5) This item remains to be addressed. City of Edmonds note 6/20/13: This item has
now been addressed satisfactorily.
The Riley Group, Inc. recommends that the project plans and specifications be
submitted to them for a general review to confirm that the recommendations in
geotechnical engineering report have been interpreted an implemented properly in the
construction documents. The Riley Group should provide a letter of review indicating
that their recommendations have substantially been incorporated into the project
plans and specifications. Where corrections or additional recommendations are
required based on the geotechnical review, those corrections and recommendations
need to be incorporated into the plans and specifications prior to re-submittal of the
plans for our review.
Lateral
6) It appears that the design of the lateral force resisting system will need to consider a
redundancy factor, rho, of 1.3. Provide an analysis for determination of rho in each
direction. Revise the lateral design as determined by the analysis. ASCE 7-05,
Section 12.3.4.2
7) Collector elements, splices, and their connections to lateral force resisting elements
are required to resist load combinations considering overstrength. Overstrength for
ordinary braced frames is 2.0. It is unclear from the calculations if overstrength was
considered in the design of the collectors and their connections. Please review these
conditions, revise the analysis or clarify to clearly show where overstrength has been
applied in the analysis. ASCE 7-05, Section 12.10.2
S2.01Fa Partial Foundation Plan
8) Provide a section cut and detailing for the concrete wall condition along grid B.5. The
detail should illustrate that the wall will retain soil.
9) Specify the width of the shear wall footing located along grid 5. According to the
calculations it is required to be 8-0 wide.
S2.01Ga Grade Level Framing Plan
10) Section 3/S3.10 and 4/S3.10 are cut on the plans. However, the details indicate that
that they are for Reference Only. Additionally, the detail references appear to be
incorrect.
11) It appears that section 1/S3.02 should be called out at the concrete shear wall located
along gird 5.
S2.02a Floor Framing Plan
12) The plans reference details on S3.20. However, this sheet was not included in the
submitted plan set. Please coordinate.
13) Detail 5/S3.12 is called out at grids B.5 and 1.5. It appears that the reference should
be to detail 5/S3.15. Please coordinate.

S3.01 Foundation Details
14) Reference detail 4/S3.01, Typical Concrete Column at Spread Footing. Transverse
reinforcement is required to comply with Section 21.13 of ACI 318-08. The engineer
should provide calculations to demonstrate that adequate transverse reinforcement is
provided in the concrete columns. ACI 318-08, Section 21.13
S3.30 Concrete Wall Elevations
15) The set of calculations submitted for the remainder of the building (p. LA-164)
require (9) #9 collector reinforcing bars at the top of the shear wall identified in
Elevation 1/S3.30. The Elevation specifies (6) #9 (it originally specified 9-#9
collector bars). Detail 3/S3.15 illustrates an embedment plate that will receive
(9) reinforcing bars. It appears that Elevation 1/S3.30 should be updated to
specify (9) #9 added collector bars. Please coordinate. Upon written direction, I
am willing to redline the drawings as appropriate.
Reference 1/S3.30.
a) According to the calculations (4) #9 are required to span horizontally from grid A.2
to grid B. These are not specified.
b) The design of the concrete wall is based on tank design principles. However,
there is no wall framing perpendicular to the wall along grid B. Please review this
condition and revise the design as required by the conditions.
16) Reference 7/S3.30 Schedule
a) According to the calculations, Mark A-1 is required to specify #7 @ 12 o.c. EF.
Currently, the schedule implies that the #7@12 o.c. is centered.
b) According to the calculations, Mark A-3 is required to specify #7 @ 12 o.c. EF.
Currently, the schedule implies that the #7@12 o.c. is centered.
