As discussed over the telephone, please find following (and attached), our response to the City request to complete
Handout E-82 relative to determining traffic impact fees for the Puget Sound Dermatology Clinic tenant improvements in
Suite H on the second floor of the Warren Medical Building.
We have assumed, in filling out the form, that the building was constructed as a Medical Office Building and as such,
because there is no underlying change in use, no additional fees are owed.
The facts associated with this assumption are as follows:
1. The building was originally constructed in 1990 as a medical office building. The building was originally called
the Warren Medical Center and was constructed under the ownership of the Warren Clinic Associates. Please
see highlighted information on the attached information pulled directly from the Snohomish County Assessor's
website.
2. The Snohomish County website also describes the building, and taxes it, as a 'Medical Office'. Please see
highlighted information on the attached information pulled directly off the Snohomish County Assessor's
website.
3. The 'Use Code' under the 'Property Characteristics' section notes the use of the building as "651 Medical and
other Health Services". Again, please see highlighted information on the attached information pulled directly
off the Snohomish County Assessor's website.
4. The space that Puget Sound Dermatology is taking was originally built out as a medical office for a doctor's
office. Sometime around 2007, the building was remodeled and the space was occupied by Swedish Medial as a
billing office for their medical services. We believe that Swedish took the space more or less "as -is" when they
moved in. Swedish vacated the premises in 2010 and the space has sat vacant since that time.
Given that the building was originally designed and constructed as a Medical Office Building by a group of doctors, was
used as medical offices for 17 years, and then as a medical billing office for 3 years, and is currently identified and taxed
as a Medical Office Building by the Snohomish County Assessor's Office, it is our belief that the use of the improved
building is, and always has been, medical offices. As such, we would propose that the Puget Sound Dermatology Clinic
does not involve any change in use and therefore there is no traffic impact; thus no traffic impact fees are owed.
We look forward to receiving your response to our statements.

As discussed over the phone, attached is the handout E83 -Traffic Impact Analysis Requirements and Worksheet. Please
feel out the worksheet (sections 1 & 7) and submit with your current Tenant Improvement application. Approval from
engineering is dependent on the Traffic Impact Analysis. If you do hear from the hospital and find that it was not general
