The Notice of Intent has been completed and has been submitted with the re -submittal of the
revised drawings and Storm water Site Plan. The NOI has not yet been sent to the Department of
Ecology as we are waiting for the final SEPA decision.
Section 4, page 6 — Minimum Requirement #8 — The City acknowledges that under the 2005
Ecology Stormwater Management Manual for Western Washington (SWMMWW) turf fields such
as the ones proposed for this project are not called out as pollution generating impervious
surfaces (PCIS). As you know, the 2012 version of the SWMMWW does classify synthetic turf
fields as PCIS. While the science to support this unclear, the City does have potential liability
from zinc -containing runoff entering its stormwater system. Especially in this particular situation
where the discharge from the City's stormwater system will discharge into Deer Creek, a drinking
water source for Olympic View Water & Sewer District. Under these circumstances the City will
require treatment of the discharge from the proposed field prior to discharging to the City's
stormwater system.
Section 3.4, Volume V of the 2005 SWMMWW, provides a menu of treatment option for
dissolved metals. As you point out in your November 12, 2014 memorandum (from Nicole
Hernandez, PE to Jerry Shuster PE), a basic sand filter vault followed by a media filter will meet
the 2005 SWMMWW requirements. The City would approve a system that just has a sand filter
vault without the media filter. It would provide us with some degree of liability coverage without
burdening the project with excessive capital or on-going maintenance costs.
Per email correspondence between Nicole Hernandez at LPD and Jerry Shuster at the City of
Edmonds, an Storm Filter with ZPG media is proposed instead of the sand filter as suggested by the
City. The Storm Filter will allow more flexibility in future treatment options with a change in media
type, has a smaller footprint, and requires less elevation drop across the filter allowing the
downstream drainage system to remain shallower.
In addition, correspondence between Nicole Hernandez and Steve Dunphy at Olympic View Water
and Sewer District, confirmed that as long as OVWSD's drinking water intake on Deer Creek is above
the drainage discharge point (which it is believed to be and is being confirmed by Steve Dunphy),
OVWSD does not have any concerns about providing water quality treatment for the synthetic turf
field.
Plan Sheets
Sheet F-1.1 and F-1.3 — Does the underdrain system capture rainfall that infiltrates through the
rubberized track? its hard to tell from the drawings, although it has been included in the
modeling calculations.
Yes, the track is permeable and the drainage system extends below the track areas.
Sheet F-1.3 —There is new piping and catch basins proposed for the areas southeast and
southwest of the proposed fields. Where to these areas discharge and how were they accounted
for in the modeling? Is this part of the bypass?
The catch basins and drain lines previously shown around the SW corner of the field have been
replaced with a French drain along the south and southwestern edge of the track. The French drain
is now connected to the catch basin at the south end of the synthetic turf field, at the start of the
main collector line for the field underdrain system. Flaw from the adjacent grass areas into the
French drain was not considered in the stormwater model as these areas are considered disturbed
pervious with compost amended soils and do not have to be mitigated by flow control.
