Portables ECDC 17.100.050.E indicates that portable classrooms are allowed where the applicant demonstrates by substantial evidence that additional space is necessary to accomplish the educational mission or objectives of the school in accordance with applicable state and federal statutes, regulations and guidelines. Please submit sufficient evidence demonstrating the need for the proposed portable classroom buildings, such as the design capacity for the school and the current student population or other relevant information that speaks to the need for the proposed portable classroom buildings. Response Provided by T'aine Wilton, Design and Construction Project Manager, Edmonds School District: Lynndale Elementary School program to function properly requires the following spaces: Classrooms General Education K-6th grades: 20 Learning Support (LS): 2 English Language Learners (ELL): 1 Intensive Support Emotional Support (ISES): 1 Speech and Language Pathologist: 1 Music: 2 Preschool: 1 Library with computer lab: 1 Gymnasium: 1 Cafeteria: 1 Platform: 1 The existing Woodway Elementary School does not meet the needs to house the entire school within the building. The 20 existing classrooms will all be utilized by the program, leaving the program 5 classrooms short. To accommodate the program, the platform will be enclosed and turned into a music room. A storage room adjacent to the library will be converted into a learning support classroom. The conference rooms associated with the Library will also be converted to support classrooms. The band room will be housed in one of the portables. The second portable will contain a split class of ELL and LS. Sacrifices the school will make to fit into this school are a shared cafeteria and gym, and no platform for performances. 2. Height Calculations The maximum allowed height within the RS-8 zone is 25 feet above average original grade. In order to confirm compliance with height requirements, please provide height calculations on he site plan for each portable classroom building. In providing height calculations, please be sure To address the following: a. Indicate the datum point utilized for the height calculations on the site plan. When indicating the datum point, please provide a description of what was utilized as the datum point (i.e. manhole cover, top of fire hydrant, etc.) and provide its elevation. b. Indicate the elevations of the four corners of the height rectangle, which is the smallest rectangle that encompasses the entire structure (excluding up to 30 inches of eaves). Separate height rectangles and separate height calculations must be conducted for each building. c. Provide height calculations on the site plan indicating the elevations of the average original grade, maximum allowed height, and proposed height. d. On the building elevation views, please indicate the elevations of the average original grade, maximum allowed height, and proposed height. e. Refer to Handout #1341 (enclosed) for additional guidance on conducting the height calculations. Response: See revised Site Plan on sheet A-101 for the reference datum point utilized for the height calculations, elevations of corners of each of the three portable buildings, average grade calculations, and proposed building heights. Average original grade, maximum allowed height and proposed height are listed on A-101 on each Portable building and not on the exterior elevations as the Portable elevations are typical for all the portables. 3. Setbacks It appears that the proposed portable classroom buildings will easily comply with the minimum required 25-foot setbacks from all property lines; however, please indicate compliance on the site plan. Response: See revised Site plan on sheet A-101 for notes about setback distances from the Portable buildings to each of the property lines. Design Revisions 1. Portable 1 changed to the new portable and portable 2 changed to relocated from existing Lynnwood ES. See revised drawing sheet A-101.
