Subject: Madrona Cove Lot Coverage
One the development standards that can be altered by the PRD process is lot coverage. The
Madrona Cove PRD did not specifically request a modification to the lot coverage standard of
the RS -8 zone which is 35%. While deviation from the lot coverage standard was not expressly
part of the PRD application, it can be inferred from the application materials that the Madrona
Cove PRD intended to provide an alternative lot coverage standard.
The application materials note that the proposed houses in Madrona Cove would have a 2,500 —
2,800 square foot building footprint area. With lots in Madrona Cove being as small as 3,492
square feet, one can infer the lot coverage of 35% would be exceeded.
Planning notes on building permit reviews note that the 35% lot coverage standard was being
applied to the entire Madrona Cove PRD. The building permit planning notes indicate that each
lot could have up to 3,622 square feet of lot coverage. The 3,622 square foot number is 35% of
the entire site (including right-of-way) divided by 22 lots. Right-of-way should not be included
in the lot coverage calculation allowed for the Madrona Cove PRD. Excluding the right-of-way
from the lot coverage calculations would result in a maximum coverage of 3,019 square feet
allowed per each lot in the Madrona Cove PRD.
Therefore, each lot in the Madrona Cove may be allowed a maximum structural coverage of
3,019 square feet.
