Edmonds, Washington
L&A Job No. 14-096
RECEIVED
JUL 2 3 2015
ENGINEERING DIVISION
We provided geotechnical inspection services for the subject precast concrete block wall
project since its start on January 22, 2015. The items we monitored and inspected include:
1) cut bank stability, 2) foundation bearing soil verification, 3) wall drainage installation,
4) block wall and geogrid mesh placement, 5) backfill placement and compaction, and 6)
final grading, landscaping and permanent erosion control.
The cut banks for construction of the two-tiered block wall were excavated into an
advance outwash deposit of dense fine to medium sand and had remained stable for
duration of construction. The wall bearing soil at bottom of the keyway trenches was
verified to be dense advance outwash sand soil. The base blocks were set on a layer of
compacted 5/8 -inch crushed rock base. A 4 -inch perforated PVC drain lines were placed
in the keyway trenches along the bases of the walls. A layer of drain mat consisting of
10 -inch thick (horizontally) 5 -8 -inch crushed rock was placed against the back of each

tier wall and connected to the wall drain lines. The blocks were placed tightly against one
another. Onsite clean advance outwash sand soil was used to backfill the walls. The fill
is placed in 10 -inch lifts with each lift compacted to required density. In-situ fill density
was tested by Ages, LLC, with their test reports (Attachment 1 - 1/3 to 3/3) attached to
this report. Layers of geogrid mesh were anchored between rows of blocks and
embedded in the wall backfill at elevations shown on the design drawings. The wall
backslopes have been dressed to final grades, covered by shredded bark and landscaped
with shrubs.
Our Daily Field Reports 1 through 7 for this project are attached hereto for your review.
It is our opinion that the construction of the subject block walls is in substantial
compliance with city approved plans and specifications. Please contact us if you have
questions.

NOTES: An AGES, LLC representative visited the site to perform field density tests on structural fill placed behind the
Segmental Block wall currently under construction at the subject site. At the time of our site visit, the contractor had
prepared the wall subgrade by placing a leveling course of crushed rock. Additionally, they had placed the base row
of blocks along the northern 50 feet of the wall alignment. A 6 -inch perforated pvc pipe was placed behind the
blocks. Geogrid reinforcement was placed on top of the lowest row of blocks. The structural fill planned for use
behind the wall consisted of the material excavated from the wall alignment. The structural fill consisted of a fine-
grained sand with silt and gravel. A plate compactor was on site to use for compaction. At the time of our site visit,
there was no areas ready for testing. Therefore, we re -visited the site at the end of the day to obtain density tests on
the compacted fill. A sample of the structural fill was obtained for lab analysis to determine the laboratory maximum
dry density according to ASTM D-1557 Modified Proctor. The wall specification indicate the structural fill should be
compacted to at least 92 percent.
All areas tested indicate at least 92 percent of the laboratory maximum dry density was obtained.

At the request of Mark Schmitz with Almark Corp., I come onsite today to monitor excavation and stability of cut
banks for the construction of precast concrete block wall and foundations of the subject residence_ The soils
exposed on the cut banks are consisted of about 15 inches of topsoil, underlain by 2 to 3 feet of brown silty fine
sand, which is in turn underlain by light -brown to light -gray beds of fine to medium sand and gravelly fine to coarse
sand. The sand deposits appear to be advance outwash and is dense. The completed excavation as of this day
consists of a 1 H:1V slope for about the top 8 feet and two vertical steps of about 2.5 to 3.0 feet high each, then
down to a level bench. Groundwater is not encountered by the excavation. The cut banks are stable without signs
of sloughing and erosion.
The gravelly sand at the bottom bench is dense and will be able to render an allowable bearing capacity of at least
3,000 psf and will be able to provide adequate foundation support to_block walls and the building The cut banks
will remain stable for the duration of block wall and building foundation foundations construction. It is my opinion that
the workers will be safe working in the excavated area for the duration of wall and building foundation construction.
The clean sand and gravelly sand soils onsite will be suitable for use as structural fill in backfilling the block walls
provided they are free of topsoil, roots, and debris. Also, the sand deposits stored onsite to be use as structural fill
should be covered with plastic tarp to keep them from saturated by rain.

At the request of Mark Schmitz with Almark Corp., I come onsite today to monitor construction of the two-tiered
precast concrete block wall east and south of the house on the lot. The two tiers are to poin into one as wall steps
down the south side of the house. A keyway trench has been cut into the level bench behind the house and on the
slope south of the house for construction of the block wall. The bottom of the keyway trench is excavated into a
light -brown, dense, fine to medium sand of advance outwash deposit. Groundwater is not encountered by the
keyway trench. The dense sand should be able to provide adequate foundation support to the wall.
Detaining Walls Northwest has a 3 -man crew building the block wall. They use a vibratory plate compactor, to
compact the exposed soil at bottom of the keyway trench to a -non -yielding -state_ They then laid a 6 -inch perforated
PVC rain pipe wrapped in a layer of non -woven filter fabric on the bottom of the keyway trench behind the to -be -
constructed block wall and covered the drain line with 5/8 -inch -minus crushed rock as they build the crushed rock
base for the wall. Water in the drain line is to be carried southward behind the house, then westward down the slope
along the south side of the house. The base blocks are then laid on the crushed rock base. As the layers of blocks
are laid, 5/8 -inch -minus crushed rock is placed immediately behind the wall to construct a free -draining vertical drain
mat behind the wall. Onsite soil from a stockpile is then used to backfill the wall beyond the crushed rock vertical
drain mat. The structural fill is also compacted with the vibrtaory plate compactor_ In-situ density tests of the
structural fill is to be provided by AGES, LLC.
Detaining Walls Northwest's crew has completed the bottom couple of layers today, The work completed on this
day is acceptable.

Dear Mr. Schmitz,
As requested, we have completed our special inspection field work for the subject site located at
8040 Cyrus Place in Edmonds, Washington.
Based on the request of the projects design geotechnical engineer, we were required to observe
the construction of the tiered reinforced segmental block wall and perform field density tests on the
structural fill placed behind the wall. The purpose of our service was to verify the work was performed
in accordance to the approved project plans and recommendations provided by the Geotechnical Engineer
of record.
At periodic intervals during the construction process, the project General Contractor contacted us
and arranged site visits to observe and monitor the special inspection item described above. At the time
of each site visit, we prepared a Daily Field Memo delineating our observations, documenting our test
results, and providing recommendations as necessary to assist in the successful completion of the project.
Our site visits began on February 23, 2015 and were completed on March 4, 2015.
SPECIAL INSPECTION ITEMS
Verify Fill and Compaction,
We visited the site on five occasions to verify the structural fill placed on the site was compacted
to a minimum of 92 percent of the soils laboratory maximum dry density as determined by ASTM D-
1557 (Modified Proctor). The structural fill placed behind the walls consisted of the silty sand excavated
from behind the walls. The soil was stockpiled on the site and placed behind the walls in lifts. Each lift
was compacted using a hand -guided jumping jack compactor. At the time of our last site visit, the soil
surface behind the walls was firm and stable.
All areas tested indicate at least 92 percent of the soils laboratory maximum dry density,
according to ASTM D-1557 (Modified Proctor), was achieved at all locations.
Mr. Mark Schmitz
