This memo addresses the review comments made by the City of Edmonds Engineering Division
staff for the Salish Crossing Pavilion. The following list summarizes the comments with the
corresponding changes made to the application and plans. Additional fees, bonds, plans and
insurance will be provided as needed at a later date.
Traffic Control Plan by Jeanie McConnell
- Response letter states "corner curb ramp has not been called out as to be protected ... ". A
response has not been provided, however, that indicates this corner curb ramp meets ADA
compliance. Please confirm and resubmit accordingly.
Per email on 12/8, the corner curb ramp on the intersection of Sunset Ave S. and
James St has been replaced and brought up to ADA standards. Relevant details are
referenced and included in the plan set. See sheet C3 and C6.
Please provide a response as to whether WSDOT is requiring review of the traffic control plan for
this project or not.
Per email conversation on 12/4 WSDOT is not requiring review of the traffic control
plan. Email from Chris Johnson (WSDOT Northwest Maintenance Operations
Manager) stating this is also attached.
Utility Plan: by Jeanie McConnell
- Thanks you for showing the utilities. 1.4% slope is indicated on the sanitary side sewer, however,
City standards require 2% slope. Please revise accordingly.
The side sewer has been updated to show a 2% slope. See sheet C4.

Site Plan: by Jeanie McConnell
- Response letter indicates "no new public sidewalk is proposed as part of this project" However,
the following comment still applied as it pertains to onsite construction.
Clearly note new sidewalk section on site, where adjacent to existing public sidewalk in the right-
of-way, shall be installed to match the grade of the existing public sidewalk.
A note has been added to sheet C3 stating that new sections of sidewalk shall be
installed to match the grade of the existing public sidewalk.
- If curb ramp is to be replaced then the following shall apply. Reference and include details for
pedestrian curb ramps. All ramps shall be ADA compliant.
The corner curb ramp on the intersection of Sunset Ave S. and James St has been
replaced and brought up to ADA standards. Relevant details are referenced and
included in the plan set. See sheet C3 and C6.

Kirk — Per our conversation, your proposed improvements along James Street are on the west
side of Sunset Ave. (SR 104), across from the Ferry Holding Lanes, not adjacent to the Ferry
Holding Lanes. WSDOT has Limited Access rights for our Right of Way up to the south side
of Dayton Street. The portion of SR 104 which is north of Dayton Street is outside of
Limited Access. Therefore, that portion of SR 104 Right of Way is owned by the City of
Edmonds and they are responsible for any permits needed by your projects.

Hi Chris,
Thanks again for your help today with the Sunset Avenue S. ROW question.
If you could respond with a quick email reiterating that the storm sewer and sidewalk on the
western side of Sunset Ave S is city maintained and that WSDOT permitting isn't required for their
modification, that would be greatly appreciated.
It always helps to have something to show the city to remind them.
