Mr. Daniali,
A review has been completed by the Building Division regarding your above-referenced project.
Per the Edmonds GIS mapping system, it has been determined that the proposed structure falls
within an earth subsidence and landslide hazard area (ESLHA). Because of its location within an
ESLHA, there are very specific requirements for obtaining a permit including:
1.Per the Edmonds Community Development Code (ECDC) 19.10.010A2., a permit is in fact
required for the chicken coop despite the fact that the same structure in a non-ESLHA
location may not require a permit. Per the aforementioned ECDC code section, the
exemptions from permitting set for in the International Residential Code section R105.2, do
not apply.
2.Since a permit is required, the submittal package must contain those items listed in ECDC
19.10.020M., which include:
a.Vicinity map.
b.Topography map and survey.
c.Civil plans including grading, temporary erosion and sediment control, storm
drainage, utilities and site improvements.
d.Tree cutting/land clearing plans.
e.Geotechnical report.
f.Architectural and structural plans with design calculations, stamped and signed by
licensed design professionals of the state of Washington.
Those requirements above that are relevant to the review performed by the Building
Division include e., the geotechnical report and f., the construction plans. The following
issues were discovered with regard to those items:
e.An updated geotechnical report will be required with information relevant to the
proposed project. The report submitted refers only to deck construction. In addition,
that document is bearing a stamp that expired in 2011.
f.The plans submitted appear to be stamped by the applicant, however per the Washington
State Board of Engineers, the applicants engineering license is in delinquent status and
has not been renewed since 2011.
Please note that a full review of this project cannot be completed without the submittal of those
requirements listed above, in addition to any requirements to be addressed as a result of reviews by
other City divisions, such as planning, engineering and/or fire.
