Mr. Bjorback:
West Coast Code Consultants, Inc. (WC3) has completed the first review (fire only) of the fire sprinkler
submittal for the Edmonds Pad Building located at 21940 Highway 99. Our review was based upon the
following submittal documents:
1. Fire sprinkler plans dated 01/28/2016 by Columbia Fire, sealed and signed by Steve Adamson,
certified for fire protection sprinkler systems.
2. Hydraulic calculations dated 01/20/2016 by Columbia Fire, sealed and signed by Steve
Adamson, certified for fire protection sprinkler systems.
3. Sway bracing by Columbia Fire, sealed and signed by Steve Adamson, certified for fire
protection sprinkler systems.
4. Compiled material data sheets.
The Washington State Building, as currently adopted, and its referenced standards were used as the
basis of our review. Specific comments in regards to this project are enclosed with this cover letter. If

GENERAL INFORMATION:
The plans and other submittal documents for the above-mentioned project have been reviewed. The
following comments address areas of concern, non-compliance with the governing code, potential
errors, or omissions in the proposed design. The appropriate design professional must address each
comment below and submit a written response in addition to revised plans and calculations if necessary.
Please cloud any revisions made to the construction drawings and provide the date of the latest
revision on each revised sheet.
FIRE REVIEW COMMENTS:
F1. The review performed by our office is in regards to the fire sprinkler submittal only. A general
building and fire review was previously performed by the City of Edmonds to ensure compliance
with both the IBC and IFC. After reviewing the sprinkler design assumptions of this submittal,
please confirm the following...
A. None of the proposed tenants will be classified as "Extra Hazard Occupancies" nor will
they fall under the "Special Occupancy Requirements" of Chapter 22 in NFPA 13. .
B. The quantity of "moderately" combustible materials will be stored no higher than 12 -feet
and "highly" combustible materials will be stored no more than 8 -feet per Section 5.3.2.1
of NFPA 13.
C. The sprinkler plans do not list any concealed spaces that may require sprinkler protection
(see Section 23.1.3, Item #8 of NFPA 13).
F2. There is a significant amount of information missing from the plans submitted as required by
Section 23.1.3 of NFPA 13. Please provide the following...
A. The plans appear to show three separate tenant spaces with fire separation walls
between the spaces. Please clarify the fire resistance ratings of these walls as required by
Item #6 of Section 23.1.3 and note the requirements for sealing the penetrations in these
walls in accordance with IBC 714.
B. The plans do not list an occupancy class for each area or room (Item #7, §23.1.3).
C. While the locations of hangers have been noted and details provided, the type of anchor
for attaching these hangers to the wood framing members has not been specified (Item
#22, §23.1.3).

D. The kind and location of alarm bells has not been specified (Item #26, §23.1.3).
E. The flushing provisions have not been specified (Item #29, §23.1.3).
F. The name and address of the fire sprinkler contractor is not listed (Item #33, §23.1.3).
G. The location of the FDC is not clear on the plans provided (Item #44, §23.1.3).
H. The edition of NFPA 13 used in design is not specified (Item #46, §23.1.3).
F3. Please clarify on the plans how the spare sprinkler requirements of Section 6.2.9.1 of NFPA 13
will be met.
F4. The plans currently call for all sprinkler heads to have a temperature rating of 2007 yet Section
8.3.2.1 states that ordinary- or intermediate -temperature rated sprinklers should be used
unless the uses/conditions specified in Section 8.3.2.2 through 8.3.2.5 exist. Please clarify.
F5. Please provide details of sway bracing to the plans which clarify what was considered in the
calculations as required by Section 23.1.3 of NFPA 13 (Item #39). Please address.
F6. Please clarify the branch line restraint requirements on the plans in accordance with Section
9.3.6 ofNFPA 13.
F7. Please clarify on the plans that all areas where sprinkler protection is provided shall be
maintained above 40°F as required by Section 8.16.4 of NFPA 13.
F8. While the water supply information is noted on the plans, it does not state the name of the
person who conducted the test and the date per Section 23.2.1 of NFA 13.
F9. No information has been provided for the aboveground backflow prevention device shown on
the riser diagram nor has it been considered in the hydraulic calculations. Please address.
F10. Please confirm that the main drain discharges outside or to a drain capable of handling the flow
as required by Section 8.16.2.4.4 of NFPA 13.
F11. Please provide a hydraulic design information sign as required by Section 25.5 of NFPA 13.
