A preliminary review was done with the pre -application materials provided and we have the
following comments.
1) Codes in effect as of this meeting:
a) 2012 International Residential Code with State Amendments
b) 2012 International Fire Code with State Amendments
c) 2012 Uniform Plumbing Code with State Amendments
d) 2012 Washington State Energy Code (WAC 5 1 -11)
e) Edmonds Community Development Code
2) 2015 building codes are slated to take effect July 1, 2016. Applications submitted on or after
that date will be reviewed under the new codes.
3) Basic Design Loads specific to Edmonds
a) Snow load 25 psf — nonreducible
b) Seismic design category D1
c) Ultimate wind speed 110 mph, 3 sec gust
d) Wind exposure most likely B for this location
4) The property lies either partially or fully within the boundaries of the North Edmonds Earth
Subsidence Landslide Hazard Area (ESLHA). Building permits for development in this area
are subject to the processes as specified in the Edmonds Community Development Code
(ECDC) section 19.10, as well as additional fees as found in the City of Edmonds permit fee
schedule.
5) This review has included a brief review of geotechnical reports and other documents used for
the development of the Meadowview Estates short plat.
a) Submittal requirements will include a copy of the original geotechnical engineering study
by Geotechnical Consultants, Inc., dated October 9, 2013, along with an addendum to the
study which acknowledges and addresses the placement and design of the proposed
residence. The addendum shall include any new recommendations resulting from the new
analysis of the structure.
b) All other items on the ESLHA permit submittal checklist will be required to be submitted
with the permit application.
c) In light of the geotechnical peer review performed for the previous fill and grading permit
(BLD2013-0919) for the site, it is not likely that peer review for soils will be required for

the proposed new residence. However, the City retains the right to utilize outside consultant
(peer) review in the event that the design of the residence is not consistent with the
conclusions of the previous report.
d) Special inspection by the geotechnical engineer of record will be required during
construction of the project.
6) Plans must be stamped by a State licensed Architect or Professional Engineer, including
structural plans and calculations.
7) A fire sprinkler system will be required as the floor area of the house exceeds 3000 square feet.
This requirement will be confirmed by the fire marshal.
8) A Park Impact fee of $2734.05 will be assessed on this project.
