During a review of the plans by the Building Division for compliance with the applicable building codes, it was found that the following . information, clarifications, or changes are neededReviews by other divisions, such as Planning, Engineering, or Fire, may result in additional comments that require attention beyond the scope of this letter. A complete review cannot be performed until the revised plans/documents, including a written response in itemized letter format indicating where the ‘clouded’ or otherwise highlighted changes can be found on the revised plans, have been submitted to a Permit Coordinator. nd Resubmittals must be made at the Development Services Department on the 2 Floor of City Hall. Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays. General Review Note: 1.The original and only permitted use of the existing structure was for use as a car wash under permit BLD1999-0561. The following comments regard the minimum building, accessibility, and life-safety requirements for the change of use and change of space use from an unconditioned, uninsulated, limited-access space to that of an occupied retail space per applicable codes and the City of Edmonds ‘Tenant Improvement Permit Submittal Requirements’ – see attached. In addition to those areas undergoing a ‘change of use/space use’, existing elements serving the area of primary function and part of the accessible route are required to be accessible per International Building Code (IBC) 3411.7. The costs of providing the accessible route are not required to exceed 20 percent of the costs of the alteration affecting the area of primary function. On the Site Plan: 2.Clarify the indicated ‘existing accessible ramp’. The prior use as a car wash dictated the needs and construction of the existing ramp, and those may be different than that required per IBC 3411.4.2 and ICC A117.1-2009 sections 402/405. Provide on the plans a detail indicating the existing conditions or proposed work to be done meeting the applicable requirements of those sections. On sheet 2 – Proposed Floor Plan: 3.Clarify the representation of the lavatory in the ‘Bathroom’. It does not appear to meet the required clearance width per ICC A117.1-2009 section 604.3.1 as originally permitted. 4.Indicate on the plans the required grab bars in the ‘Bathroom’ per ICC A117.1-2009 section 604.5 – see also General Review Note above. 5.Provide on the plans details regarding the ‘Security Room/Controlled Access’ system functionality during an emergency and compliance with IBC 1008.1.9.8 and 1008.1.9.9. 6.Indicate on the plans any shelving or racks to be used for display or storage. Shelving/racks that exceed 6 feet in height must be seismically anchored. 7.Provide on the plans details regarding the ‘Retail Point of Sale’ locations indicated in the ‘Inventory’ area. The term ‘point-of-sale’ typically indicates the location that a sales transaction takes place and is required to meet the accessibility provisions of IBC 1109.12.3 and ICC A117.1-2009 section 904. 8.Indicate on the plans the proposed construction of the walls in the following areas: The wall between the ‘Office’ and the ‘Inventory’ area. · The extension of the wall between the ‘Office’ and the ‘Entry’ area. · The ‘half wall’ at the plan-south end of the structure. · Of particular concern is required attachment at the base and top of the full-height walls, and the construction of the ‘half wall’. 9.Indicate on the plans the proposed construction of the floor. The proposed ‘Customer Area’ and ‘Display Area’ are located in the ‘Car Wash Tunnel’ of the prior permitted use and contained a conveyor, drains, and other equipment serving that use. Of particular concern are compliance with ICC A117.1-2009 section 302 and Washington State Energy Code (WSEC) Table C402.1.2. 10.Provide completed WSEC Compliance Forms for Commercial Buildings as required for ‘Change of Space Use’ for the proposed lighting installation. 11.Specify on the plans the method to be used to provide the required space-heating per IBC 1204.1. Provide completed WSEC Compliance Forms for Commercial Buildings for proposed mechanical systems. Mechanical work may be added to the scope of work under this permit or be completed under a separate permit. 12.Specify on the plans the method to be used to provide the required ventilation per International Mechanical Code (IMC) 401.2. Verify minimum ventilation rates per IMC Table 403.3 for proposed mechanical systems. 13.Provide completed WSEC Compliance Forms for Commercial Buildings for the proposed building envelope. Provide on the plans construction details of the various envelope assemblies required for compliance. 14.Indicate on the plans the required drinking fountain(s) installation to meet both the accessible and standing spout outlet height requirements of IBC 2902.5.1/1109.5.1 and ICC A117.1-2009 section 602.4. Page 2 of 3 On sheet 3 – New Non-Structural Storefront and Doors to be Built Along Side Existing 15.Provide on the plans a detail indicating the minimum required attachment of the ‘in-fill’ wall construction to resist wind forces per IBC 1603. 16.Clarify the proposed insulation value of ‘R-19’ for the ‘in-fill’ wall construction.
