During a review of the plans by the Building Division for compliance with the applicable building codes, it was found that the following . information, clarifications, or changes are neededReviews by other divisions, such as Planning, Engineering, or Fire, may result in additional comments that require attention beyond the scope of this letter. A complete review cannot be performed until the revised plans/documents, including a written response in itemized letter format indicating where the ‘clouded’ or otherwise highlighted changes can be found on the revised plans, have been submitted to a Permit Coordinator. nd Resubmittals must be made at the Development Services Department on the 2 Floor of City Hall. Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays. On sheet FS-0.1 – Cover Page: 1.General Notes – Note #3 – Clarify the note “All rough-ins are subject to change and verification pending the final selection and location of all equipment.” regarding the plumbing, electrical, and refrigeration systems installations. Typically, the plans reflect the well-determined locations and configurations specific to the needs of the project and do not change significantly once the review has been completed and a permit for the work has been issued. Allowances are made for unforeseeable circumstances and these are often resolved on the project site during the inspection process. Significant changes, especially to the plumbing system, may require additional review to determine the allowances and requirements of the applicable codes to the work different than that represented on the originally submitted construction documents. Such changes must be submitted to the permit center as a revision and be reviewed at additional cost. 2.Code Requirements – Building Construction Type – Change on the plans the following information to reflect that originally constructed as approved under permit BLD1985-0301: Building Is: Change from ‘Type-II-B’ to ‘Type III-B’. · Exterior wall construction: Change from ‘Steel Roof Deck, Steel Trusses, CMU · Construct <20’ (existing)’ to ‘Wood Roof Trusses, Pre-cast ‘Span-Deck’ floor system, Pre-cast/Tilt-up Wall construction’. If the existing construction does not reflect that originally permitted, contact the City of Edmonds Building Division (425-771-0220). 3.Index – Add sheet ‘A-2’ – Floor Plan, Elev. and RCP – and sheet ‘A-3’ – Bracing Detail & ADA Restrooms – to reflect that submitted at the time of application. On sheet FS-1 – Equipment Plan: 4.Detail 1 – Equipment a.Provide on the plans a ‘mark’ for the following items listed in the ‘Equipment Schedule 1’: Mark ‘22’ – Hand Sink w/Fct. – in the ‘Womens Lav’. It appears to be ‘behind’ · mark ‘27’. Mark ‘24’ – Floor Sink – in the ‘Scullery’ below the ‘Dish Machine’. · Mark ‘FP’ – Fire Alarm Pull Station – in the ‘Kitchen’ along the wall adjacent · the ‘Cabinet Heater/Proofer’. b.Clarify on the plans the representation of the lavatory in the ‘Mens Lav’. It does not appear to allow for the required clearance width around the water closet per ICC A117.1-2009 section 604.3.3. c.Clarify on the plans the placement of the fixtures and equipment in the ‘Service’ area. It does not appear to allow for the required accessible route to the work area space between the ‘Cabinet Heater/Proofer’ and the ‘Deli Refrigerator’ per International Building Code (IBC) 1103.2.3. d.Provide as part of a complete submittal manufacturer information for the following appliances: Mark ‘10’ – Cabinet Heater/Proofer. · Mark ‘14’ – Electric 3 Pan Steam Table. · Mark ‘19’ – Dish Machine. · Of particular concern is the required installation of Type II hoods above dishwashers and appliances that produce heat or moisture per International Mechanical Code (IMC) 507.2.2. An HVAC system design that incorporates the heat and moisture loads from the appliances or a separate removal system are acceptable alternatives that must be noted on the plans. e.Note on the plans that the installation of a beverage dispenser utilizing a carbonator is not proposed as part of this project. 5.Detail 2 – Floor Plan – Identify on the plans the space/use of the space in the ‘plan northwest’ corner adjacent the ‘Scullery’ to guide proper review. And RCP: 11.Detail A – Floor Plan a.Indicate on the plans the required installation of non-combustible wall framing for the placement of the Type I hood per ‘Section Elevation View’ on sheet ‘M-1’ along the ‘plan east’ wall of the ‘Kitchen’. b.Indicate on the plans the means to be used to support the top of the ‘half wall’ to resist lateral forces. Typically, ‘stanchions’ or other rigid vertical elements are attached to the floor to minimize movement at the top of walls that are not full-height and lack bracing at the top. 12.Detail C – RCP a.Indicate on the plans the required minimum mechanical outdoor air ventilation rate per IMC Table 403.3 for the ‘Dining’ area – see also plan review note 4.d. b.Indicate on the plans the locations of the required lighting controls per Washington State Energy Code (WSEC) C405.2. On the provided Washington State Energy Code (WSEC) Compliance Forms for Commercial Buildings: 13.Provide as part of a complete submittal a completed checklist ‘LTG-CHK’. The applicable required information noted on the completed checklist must be indicated on the plans as specified – see also plan review comment 12.b. above. 14.‘LTG-INT-SPACE’ checklist – Clarify the indicated watts/fixture for the proposed ‘Track Light’ in the ‘Service’ area. It does not appear to comply with that specified in WSEC C405.5.1.4. Resubmit checklist ‘LTG-INT-SPACE’ as required to verify compliance of the proposed ‘Interior Lighting Power Allowance’ in the response to the plan review comment. General Note: 15.Provide as part of a complete permit application submittal a copy of the Snohomish County Health District review/approval letter per the City of Edmonds ‘Tenant Improvement Permit Submittal Requirements’.
