This letter outlines the revisions and corrections made per your review comments dated June 23, 2016
(planning) and June 16, 2016 (engineering). Below is a list of the comment response documents
addressing the comments and requests:
Planning Comments June 23 2016
Site Plan: The subject building permit application is for the property currently addressed as 8721
and 8711 — 218'h Street SW. These two parcels are nonconfortning lots (do to lot width) under
common ownership, so they have been deemed combined pursuant to ECDC 17.40.030.C. It is
understood that Select Homes currently has a short plat application in for 8721 and 8711 — 218d'
Street SW under file number PLN20160015, which has not yet received preliminary approval. The
subject building permit application would be on Lot 1 of the referenced short plat. In addition to the
subject building permit application, there is another building permit application for a house on the
proposed Lot 2 being reviewed under BLD20160344. The site plan for BLD20160344 also shows the
same lot layout (8721 and 8711 being combined). So essentially, two applications for single-family
residences have been made for the same property.
While there is currently one lot of record, a building permit application for one single-family
residence may be submitted for review. Once preliminary approval has been granted and civil
constriction documents have been approved, the City of Edmonds accepts building pen -nit
applications for all proposed lots in a subdivision, although only one could be approved before the
subdivision is finalized. When reviewing building pennits for lots on a proposed subdivision, the
City has to review the building permit for compliance with the existing lot layout, and as a courtesy,
with the proposed lot layout to ensure it would comply with the zoning standards of the proposed lot
layout. We've had recent conversations with Rob Long of RAM Engineering (probably after this
building permit application was submitted) about application materials in this situation. In order to
ensure compliance with both the existing and proposed lots, the site plan needs to show both the
existing on proposed lot lines and coverage calculations for the existing and proposed lots.
Please choose which building permit (BLD24160624 or BLD20160344) you wish to pursue prior to
civil approval for the short plat application PLN20160015. Also please revise the site plan to show
both the current lot layout and the proposed lot layout with coverage calculations for both layouts.
BLD20160624 will be the initial building permit to be processed (future lot 1). As requested the
site plan has been revised to show both the current lot layout and the proposed lot layout (after
short plat recording) with coverage calculations for both layouts. A proposed Lot 1 BSBL detail
showing this future 10 ft ROW dedication and the adjusted building set back line has been
added to the plans for clarity.
2. Setbacks: The official street map indicates a 10 foot dedication is required along 218°' Street SW.
Pursuant to ECDC 18.50.020.A, setbacks are measured from the proposed right-of-way as shown on
the official street ituip. When showing the street setback on the site plan, please measure from the
dedication line of the official street map.
The future 10 ft ROW dedication line and adjusted setback has been added/revised on the site
plan as requested.

1. FYI: The current plan shows the sewer clean out and a portion of the detention system within the
access easement proposed on the Prelim Design for the short plat. You may be fine with that, I just
wanted to point it out.
We are aware of the utilities in the easement area.
2. There are three 6" invert elevations provided for sdco#1 but only two pipes are shown.
Plan has been revised, SDCO#1 has been replaced by with CB 1-1 and will have three inverts has
listed on the revised plan.
3. Call out length of sewer line from house to 1 st cleanout.
52 ft length has been added to the sheet 1.
4. Call out inverts etc for this 1 st cleanout.
SSCO inverts have been added to sheet 1.
5. Call out length of water service line.
48 ft water line length has been added to the water service call out on sheet 1.
6. In control structure the inverts of the detention pipe and the outflow pipe must be the same. See
standard detail.
Control structure inverts have been revised to new detention design inverts required; note
there is a 24" drop in the system due to minimum cover constraints.
7. Catch basin in driveway is called out with solid lid. Please show how runoff from driveway will be
collected.
The lid of the catch basin in the driveway has been revised to a frame and grate.
8. Please add protection to the catch basin located across the street from the proposed driveway.
Added catch basin protection across the street have been added, sheet 3 revised.
9. This lot is part of the Select Homes short plat 8721 218th that is currently under preliminary review
and therefore the impervious surface of the improvements in the right of way and both lots must be
considered in classifying the project. Please revise the stormwater design using the small site
category 2 requirements.
The plan has been revised to one joint system designed as a "Small Site Category 2". The
revised system will include storage volume for the future proposed short plat. Plans and a
revised storm drainage report has been prepared.
