Subject: Edmonds WWTP — Clarifier 3 Renovation — Plan Review Comments
Mr. Bjorback:
West Coast Code Consultants, Inc. (WC3) has completed the first review (structural only) of the
renovation of the Clarifier 3 at Edmonds WWTP located on the southeast corner of Edmonds Way
(Sunset Avenue) and Dayton Street in Edmonds, Washington. Our review was based upon the following
submittal documents:
1. Structural plans dated 01/21/2016 by Brown and Caldwell, sealed and signed by Gary
Bansemer, licensed professional engineer.
2. Structural calculations dated 01/20/2016 by Brown and Caldwell, sealed and signed by Gary
Bansemer, licensed professional engineer.
3. Technical specifications dated 1/21/2016 by Brown and Caldwell, sealed and signed by Gary
Bansemer and Patricia Tam, licensed professional engineers.
4. Soils report dated 2/10/2016 by HWA Geosciences Inc, sealed and signed by JoLyn Gillie,
licensed professional engineer.
The Washington State Building Code, as currently adopted for the 2012 IBC, and its referenced standards
were used as the basis of our review. Specific comments in regards to this project are enclosed with this

The plans and other submittal documents for the above -mentioned project have been reviewed. The
following comments address areas of concern, non-compliance with the governing code, potential
errors, or omissions in the proposed design. The appropriate design professional must address each
comment below and submit a written response in addition to revised plans and calculations if necessary.
Please cloud any revisions made to the construction drawings and provide the date of the latest
revision on each revised sheet.
STRUCTURAL REVIEW COMMENTS:
S1. Foundation Note F1 appears to be blank with respect to the geotechnical report. Please revise
Note F1 to include this information and submit Sheet S-01. See the 2012 IBC Sections 107.2.1
and 1603.1.6.
S2. Concrete Note C3 does not appear to indicate the concrete exposure categories or classes. This
note should be revised to include this information and resubmitted for review. See the 2012
IBC Sections 1901.2 and 1904.1 as well as ACI 318-11 Sections 4.2.1 and 4.3.1.
S3. Concrete Note C3 indicates the concrete topping to have a compressive strength of 4,000. Our
review indicates this concrete has an F1 exposure class, and so should have the strength and air
entrainment specified in ACI 318-11 Table 4.3.1. Please provide substantiating data supporting
this lower 4,000 psi strength, or revise this note to be consistent with Table 4.3.1 of ACI 318-11.
See 2012 IBC Sections 107.2.1, 1901.2, and 1904.1.
S4. Sheet S-03 includes section cuts 1/S-05 and 2/S-05. Sheet S-05 was not included in the
submitted drawings. Please revise the drawings clarifying the design intent and resubmit for
review. See IBC Section 107.2.1.
S5. Sheet S-07 indicates that for coating on the inside surface of the clarifier wall, Specification
09900 should be seen for the extent of the coating application. Item 4a of the table on Page 39
of Specification appears to indicate the entire wall of the clarifier tank is to be coated. Please
confirm this is the design intent, or clarify the design intent on the drawings and resubmit for
review. See the 2012 IBC Section 107.2.1.
S6. Sheet S-07 includes a Section with the callout of 1/S-06. Sheet S-06 was not included in the
submitted drawings. Please revise the drawings to clarify the design intent and resubmit for
review. See IBC Section 107.2.1.

S7. Detail B/S-08 includes a note that reads epoxy coating where shown on plan. The plans do not
appear to show the extent of the epoxy work. We presume this note is referring to the section
shown on Sheet S-07, and thus to Specification 09900. Please revise this note to clarify the
design intent and resubmit for review. See the 2012 IBC Section 107.2.1.
S8. Page 2 of the calculations indicate the proposed renovation is to include 16 pressure release
values. Sheet S-04 indicates only 8 values. Please submit substantiating data, such as additional
calculations that indicates the proposed 8 values are sufficient, or revise the drawings to
indicate 16 values and resubmit for review. See the 2012 IBC Sections 107.2.1, 1604.2, 1604.4,
and 1901.2.
