Thanks for the review comments for Chinese Grace Evangelical Free Church proposal. In the
following I have prepared some clarification to your questions. As an introduction, here is a
quick background for our church project.
The Chinese Grace Evangelical Free Church in Edmonds has been established for 23 years
and we are a small, local community church serving the neighborhood. During the last dozen
years we have been meeting at the Rock of Hope Church located at 7812 224th Street SW in
Edmonds. The space in 22727 HWY 99 that we are proposing to remodel as our church site will
grant us for the first time to have our own church facility.
Our church has a relatively small congregation of between 60-70 people. Today, that number is
just about 60 folks. The primary window of time for church usage is on Sunday, between 9:30
am to 2:00 pm. While the church is going to occupying about 1/3 of the square footages, the
church will also be the only user in the whole building and the parking lot as we are meeting on
Sunday. In general during the week days the facility will only be used by our staff (1) in the
office in 201.
During many of the Sundays, the church provides a Sunday lunch for the congregation after the
Sunday service but these lunches were never prepared in the church. These lunches were
either purchase from Ranch 99 Market, or prepared by each of the congregation families, and
the kitchen only served as a "holding place" for these dishes. Paper and plastic utensils were
used for these lunches so no dish washing is required.
In the following, we have prepared the answers for questions you have raised. Thank you so
much for giving us the opportunity to work with you.

Answers for the general review notes for the proposed work:
1. Provide on the plans an elevation corresponding to the `callouts' in the various locations
indicated on the plans, or eliminate the elevation `callouts' from the plans.
All callouts on the plans have giving information corresponding to the callouts which are shown
on DWG 1, 2 &3.
2. Provide on the plans a legend for the doors `marked' with a `number -in -a -hexagon' to be
installed in the various locations indicated on the plans. Door hardware must comply with
International Building Code (IBC) 1010. 1.9 and ICC A117.1-2009 section 404.2.6.
All callouts on the plans have giving information corresponding to the callouts which are shown
on DWG 1, 2 &3. Doors and related hardware information are attached for reference.
3. Provide on the plans a detail specifying the construction of the proposed walls in the various
locations indicated on the plans to guide proper installation and inspection. The connections
at the top of the walls must allow for the deflection of the floor or roof trusses above.
The construction of the proposed walls in the various location which are shown on DWG 1, 2 & 3
is 2x4, 2x6, are 16 inches on center with 518 " sheet rock.
Provide completed Washington State Energy Code (WSEC) Compliance Forms for
Commercial Buildings as required for `Change of Space Use' for the proposed lighting
installations per WSEC C505.1. Re -use of existing lighting must also be verified for the
`change of space use' lighting power allowances.
Washington State Energy Code Compliance Forms for Commercial Building for `Change of
Space Use' is enclosed which shows the total proposed watts are not exceed total allowed watts
for interior lighting.
Specify on the plans the method to be used to provide the required ventilation per
International Mechanical Code (IMC) 401.2. Verify minimum ventilation rates per IMC
Table 403.3.1.1 for the various areas to be mechanically ventilated.
The existing MVAC system will be tested. If the system does not meet the minimum ventilation
rates per IMC Table 403.3.1.1, a split unit will be added to meet the minimum ventilation
requirement.
6. Indicate on the plans the required toilet facilities installation(s) to meet the requirements of
International Existing Building Code (IEBC) 1012.1.4/I13C Table 2902.1/1109.2 and ICC
Al 17.1-2009 section 603.1. Toilet facilities located within a travel distance of 500 feet of
the most remote location in the tenant space not more than one story above or below the
tenant space may comply if in a common area of the building and that provide the minimum
number of each type of fixture for the cumulative use of the tenant spaces served per IBC
Table 2902.1
First floor and second floor toilet facilities located within a travel distance 25 feet from Room
109, 110 & 201. Refer to DWG 4 & 5.
7. Indicate on the plans the required drinking fountain(s) installation(s) to meet both the
accessible and standing spout outlet height requirements of IEBC 1012.1.4/I13C
2902.5.1/1109.5.1 and ICC Al 17.1-2009 section 602.4. A drinking fountain located within
a travel distance of 500 feet of the most remote location in the tenant space not more than
one story above or below the tenant space may comply if in a common area of the building.
Drinking fountains are located outside the toilet facilities and spout outlet height of the fountains
is 33 inches.
On sheet 1 — Floor Plan — Room 109:
Indicate on the plans the type of proposed seating for space '109' — Sanctuary. IBC Section
1004 has specific criteria for different types of seating to be used in determining occupant
loads.
Room 109 will only be used during Sunday Worship and will be less than 65 people during the
service. Please see the attached DWG 8 showing seating plan for Room 109.
9. Indicate on the plans the proposed construction of the `Stage' (to be reviewed as a `platform'
per IBC definition), its height above the adjacent floor, and if the space beneath is to be used
for storage or other purposes.
Please see attached DWG 6, indicating the proposed construction of the stage.
Detailed of stage construction: 2 x 6 on 2 x 6 treated steel plate at 16" on center.
Stage : 7 3/4" + 5/8" rug (still less than 8
3/4 "plywood, blocking midway with 4' blocking
Space beneath is NOT to be used for storage or other purposes.
10. Identify on the plans the proposed element along the west wall of and in front of the `Stage'
in space '109' — Sanctuary — to guide proper review, construction, and inspection.
It is an architectural pleasing decorative wall working as curtain pocket. Please see attached
DWG 9.
11. Indicate on the plans the required landing and access to a public way for the `new exit door'
in the west wall of space '109' — Sanctuary — per IBC 1010.1.6/1028.5.
Fire Exit door area will have a concrete landing of 4'x 4'. Once exiting from Room 109, can go
right or left. Please see attached DWG 1.
12. Identify on the plans the proposed element along the north wall of space '109' — Sanctuary —
to guide proper review, construction, and inspection.
It is a 7 -feet high architectural feature wall to house electrical wiring. Please see attached
DWG 1.
On sheet 2 — Floor Plan — Room 110:
13. Indicate on the plans any built-in furnishings, shelving, or racks that may be installed in any
of the spaces. Shelving/racks that exceed 6 feet in height must be seismically anchored.
Room 110 does not have any built-in furnishings, shelving, or racks that may be installed in any
of the spaces.
14. Indicate on the plans the type of proposed seating for space '110' — Dining Area. IBC
Section 1004 has specific criteria for different types of seating to be used in determining
occupantloads.
Please see attached DWG 7 showing proposed seating for Room 110.
15. Indicate on the plans the type of cooking to be performed in space `110-1' —Kitchen. A
Type I hood is required for roasting, pan frying, and deep frying, and a Type II hood is
required for boiling, steaming, and warming precooked food, per IMC Table 507.1.2.
Not planning to cook in the building because food are ordered from nearby restaurants. Kitchen
is just for food serving purposes.
16. Indicate on the plans the required landing and access to a public way for the `new exit door'
in the east wall of space `110-3' — Multi-purpose — per IBC 1010.1.6/1028.5.
Please see attached DWG 2 of the site plan showing marked Exit in Room 110.
17. Indicate on the plans the required safety glazing for the window adjacent to the door in the
west wall of space ` 110' — Dining Area — per IBC 2406.4.2.
All tenants already have existing wire glass relites throughout entire building. Currently it is
irrelevant for Room 110 because it will be blocked behind by kitchen cabinet. Please see
attached DWG 2 showing safety glazing for the window adjacent to the door in the west wall of
space 110 —dining area.
18. Clarify on the plans the configuration of space `110-1' — Kitchen. It does not appear to meet
the required clearance between the cabinets/countertops and appliances per IBC 1109.4/ICC
Al 17.1-2009 section 804.2.2.
Because we are not planning to cook in the building. Food are ordered from nearby restaurants.
Kitchen is just for food serving purposes. Therefore, stove and exhaust hood will not be installed.
On sheet 3 — Room 201 — Floor Plan:
19. Indicate on the plans any built-in furnishings, shelving, or racks that may be installed in any
of the spaces. Shelving/racks that exceed 6 feet in height must be seismically anchored.
In Room 201, there is no new shelves or racks. All existing shelves and racks are from previous
tenant improvements.
20. Indicate on the plans the type of proposed seating for space `201' — Sanctuary. IBC Section
1004 has specific criteria for different types of seating to be used in determining occupant
loads. An occupant load of over 49 will require a second means of egress per IBC Table
1006.2.1.
Room 201 will be used for offices and small group training which will be less than 20 people in
each session therefore there is no need for extra egress. Please see attached DWG 3.
