This technical memorandum summarizes the results of our geotechnical third party 15 review of the
permit re -submittal package that was submitted to the City of Edmonds (City) for the proposed
referenced development within a critical area located in Edmonds, Washington. We previously
provided a summary of the results of our third party review of the original submittal package in a
technical memorandum dated February 3, 2016.
The purpose of our geotechnical third party review is to review portions of the re -submittal package
and assess its compliance with City development and building permit requirements as contained in
Edmonds Community Development Code (ECDC) Chapter 19.10 for sites designated within or near the
North Edmonds Earth Subsidence and Landslide Hazard Area (ESLHA) and to confirm that the re -
submittal package adequately addresses comments made in our review of the original submittal in
February, 2016. This geotechnical third party review was accomplished in accordance with Task Order
No. 16-03 of Landau Associates' current On -Call Geotechnical and Environmental Engineering Services
Agreement with the City.
We reviewed the following information forwarded by the City that was resubmitted in response to
earlier plan reiview comments, including those presented in our technical memorandum dated
February 3, 2016:

Review of Re -Submittal
The re -submittal documents presented above adequately address the deficiencies and
recommendations presented in our third party review presented in our technical memorandum dated
February 3, 2016 with the following exception. In our original review, we recommended that a "final
geotechnical report be prepared and submitted incorporating conclusions and recommendations"
from both the preliminary report and updated geotechnical recommendations memorandum by
Nelson Geotechnical. Upon further review, it is our opinion that the additional dry season extension
letter and updated geotechnical plan review letter, both prepared by Nelson Geotechnical Associates,
in combination with the previously submitted geotechnical documents, meet the intent of our
recommendation for a final report and is therefore no longer necessary.
This technical memorandum has been prepared for use by the City of Edmonds in evaluating the
adequacy of permit re -submittal documents related to the proposed residential structure located at
16404 75th Place West. The focus of this review was the geotechnical aspects of the application in
response to comments and recommendations provided in our third party review of the original
submittal package in a technical memorandum dated February 3, 2016. This geotechnical peer review
by Landau Associates does not lessen the requirements for the applicant's geotechnical consultant to
serve as the project's Geotechnical Engineer of Record and other design professionals to prepare an
appropriate design for the site conditions.
