Per your request, Beck & Associates has completed a 2nd non-structural review of the drawings
and documents for conformance with the 2015 International Building Code (IBC), as adopted and
amended by the State of Washington and the City of Edmonds.
Our review of the plans and calculations indicates that corrections are necessary prior to permit
issuance. The applicant should address the following comments in itemized letter format in
addition to making corrections & revisions to the drawings.

NON-STRUCTURAL
General
1) Snohomish Health District (SHD) approval is required for all areas used for food handling and
preparation. It is the responsibility of the applicant to coordinate directly with SHID to achieve
this approval. This comment is for your use only and no response is required.
2) Provide complete design and detailing of the bleachers to demonstrate compliance with the
code. If this will be submitted as a deferred submittal to the Building Department (non-
structural and structural), the plans should be updated to indicate so.
3) Please clarify the meanings of the abbreviations used for the various classrooms (LD, DHH, M,
1, SM, K, etc.).

7) In response to this item, the architect references "attached WSEC "LTG-CHK"" for applicable
11 additional efficiency package options". However, this was not included in the most recent
submittal. Please submit this for our review. The initially submitted WSEC Lighting Summary (LTG -
SUM) utilized the 'standard' calculation and not the "Additional Energy Efficiency Package
Option."
It appears that the following Additional Efficiency Package Options will be utilized on this project:
reduced lighting power in accordance with C406.3 AND enhanced lighting controls in accordance
with C406.4. Please confirm that this is the case or identify the other options that will be used.
Provide an analysis within the drawing set and revise the drawings to demonstrate compliance
with the WSEC for Lighting Systems. Analyses should address:

"often these school facilities are used for other functions such as a meeting of a community
services organization or a community crafts fair. These types of uses fall outside of the intent
of this section, and therefore such assembly spaces would need to be classified as a Group
A." It is unclear form the plans (G-102) if these assembly areas will be used for functions
other than for the operation of the school (such as for community functions).

13) In response to the item, the architect specified assemblies and provided specifications for
construction within the drawing set. Thank you. The following are comments related to what
was submitted. Reference sheets A-601 and A-602.
0 General Comments relative to ALL of the assemblies and specifications.
• In all cases, where a listed, tested assembly is designated that provides
multiple options, the drawings need to identify the specific option(s) used
along with the specific requirements of each of those options.
• Where an assembly was listed, tested with proprietary gypsum panels, the
specific proprietary panels to be used are required to be designated on the
drawings.
• All required fasteners and fastener spacing are required to be specified for
each assembly and for each layer of gypsum based on the assembly option(s)
chosen.
o Generally, all aspects of assemblies are required to be specified within the
drawings. Assemblies are listed and tested under specific construction
conditions, all of which need to be met. This is why providing an exact copy
of each FRR assembly within the drawing set and identifying the specific
options used, can be an effective means to communicate construction
requirements.
0 Reference sheets A-601. AER 09038 is specified to be used as a ceiling assembly (3
different options used in the drawings). However, testing is only for rating as a wall
assembly. While horizontal assemblies can be used in vertical applications. Vertical

Fire -Resistive Rated (FRR) Assemblies
a) Reference assembly 1RO1 on A-601. Identify the listed, tested assembly used as the basis
to provide the required 1-hour construction.
All Fire -Resistive -Rated assemblies are required to be identified by the listing designation.
This appears to have been done for the FRR assemblies currently on the plans.
b) Provide complete detailing and specitications tor the construction ot each listed, tested
FRR assembly. A simple and effective way to do this is to provide an exact copy of each
FRR assembly within the drawing set.
c) Provide detailing to demonstrate that continuity of the FRR assemblies will be provided

d) Provide complete detailing for the construction of the fire wall at the following locations
and demonstrate compliance with horizontal and vertical continuity/termination
requirements. 706
i) Reference sheet A-14113. "1' HR Fire Treated Sheathing" is specified. I am not aware
of a 1-hour fire treated sheathing. It appears the note should simply specify "fire -
retardant -treated roof sheathing." This is what is required by 706.6, 4.3. Update the
plans accordingly.

ii) Fire wall to exterior wall 706.5.1
iii) Reference comments (1) & (2) below.
(1) Reference section 706.5.2, exception #3. 1 appears that a concealed space occurs
at the eave condition where the fire wall intersects grid A. If so, the fire wall is
required to extend through the concealed space to the outer edges of the
projecting element. Provide detailing for this condition. If there is no concealed
space, provide detailing to demonstrate that there is no concealed space at this
location.
(2) Reference the note on sheet A-14113, located near grids 3.2 & D. The note states
11 roof assembly — as per IBC 706.6.1 stepped building." It doesn't appear that the
required 1-hour assembly is identified anywhere in the drawings. Also reference
A3/A-332. Specify the required assembly and reference it from the plans for
construction.
Continuity of fire wall at horizontal projecting elements (eaves, canopies, etc.)
706.5.2
iv) This item remains to be addressed.
Specify requirements for membrane penetrations in fire walls. 706.9, 714
14) The plans show that the new school will be built adjacent to the existing school during
construction.
0 Reference sheet G-042, AD-101, and AD-102 Temporary Facilities Plans. The plans
specify parapets. We are in agreement that they are required for the height of 30-
inches as shown. 705.11.1

• Provide an analysis for the structural design of the parapet and connections.
Update the detail as determined by the analysis.
• Reference assembly notes for UL-U305 on sheet A-102.
Identify the specific options used for the assembly so we are able to
review for compliance and so the assembly can be properly
specified for construction.
• This assembly relies on proprietary gyp board products for different
options. The specific proprietary gyp board products to be used in
this assembly are required to be identified/specified.
• All required fasteners and fastener spacing are required to be
specified for this assembly and for each layer of gypsum based for
the assembly option(s) chosen.
o Parapet construction requires noncombustible faces for the uppermost 18
inches (including counterflashing and coping materials). Update the detail to
demonstrate compliance with this requirement.
0 The existing doors that are being utilized for egress from the existing Gym (assembly)
are required to be provided with panic hardware. This needs to be specified on the
drawings. 1010.1.10
0 Sizing of the modified means of egress for the existing building is required to be
based on a means of egress capacity factor of 0.20 (not 0.15 as used in the
calculations) unless the building is equipped with an automatic sprinkler system and
an emergency voice/alarm communication system. Revise the egress design as
required. 1005.3.2
a) Although the plan is to demolish the existing school during the summer/autumn of 2018,
the plans need to demonstrate how code requirements will be met for buildings on the
same lot. For the purposes of determining the required wall and opening protection,
projections and roof covering requirements, buildings on the same lot are required to
have an assumed imaginary lot line between them. 705.3
b) Given that the existing school will be demolished soon after the final construction and
occupancy of the new school and that they will not be occupied simultaneously, the
design team may wish to propose an alternate means to providing equivalent protection
of both the existing and new construction. The proposal would need to address
protection of the existing occupied school while the new school is under construction as
well protection of the new occupied school during demolition of the existing school. This
would be considered and alternate means and would need to be submitted to and
approved by the Building Official.
Egress
15) Gate G-6 is clearly shown as part of the means of egress and is required to be provided with
panic hardware. Reference sheet G-101.
Gate G-2 is required to be provided with panic hardware as it too is clearly a part of the
means of egress. Reference sheet G-101. Additionally, Reference sheet A-611. Gate G-2 is
noted as a sliding gate. G-2 is shown as a side -hinged swinging gate per G-101. Please
coordinate.

Doors serving rooms or spaces with an occupant load of 50 or more in a Group E occupancy
are required to be provided with panic. The following doors are required to be provided with
panic hardware. Update the door schedule accordingly. 1010.1.10

401.1; 401.2; 402.1; 402.2; 403.1; 403.2; 407.1; 407.2; 501.1; 501.2; 505.1; 505.2; 601.1;
601.2; 602.1; 602.2; 603.1; 603.2; 607.1; 607.2; and
G-6 (G-6 will serve as an exit even if it is not designated as one in the Life Safety Plan.)
17) In his response, the architect indicates that an emergency voice/alarm communication
system is being provided for this project and it is identified on the electrical plans. As the
electrical plans are not part of this permit, the architectural plans need indicate that an
emergency voice/alarm communication system is being provided and should reference the
electrical plans for details.
In order to utilize reduced egress width per occupant (0.15"/occupant), an emergency
voice/alarm communication system is required to be installed in accordance with 907.5.2.2. If
it is the intent to provide a voice/alarm communication system, the plans need to clearly
specify this and provide code specifications (907.5.2.2) to indicate required functioning. If
not, all egress widths will be required to be recalculated. 1005.3.2
18) For the following comments, please reference sheets G-101 through G-103. In order to be an
accessible means of egress, either an accessible route is required to be provided to the safe
dispersal areas or an exterior area of assisted rescue is required to be provided. Please note
the following requirements. 1009.2
a) Please provide the following in order to demonstrate that the routes to the safe dispersal
area are accessible:
- Identify slopes of the south ramp to demonstrate that accessible route requirements
are met. If the slope is 5% or less, it is not considered a ramp. We assume this is the
case. However, slopes need to be designated on the plans to demonstrate that it
indeed is. If the slope is greater than 5%, then accessible ramp requirements need to
be met (slopes, landings, handrails, edge protection, etc.). 1104; ICC A117.1-09, 405
- An accessible route remains to be identified and provided at the safe dispersal area
to the north. In order to be considered accessible, a route is required to comply with
the requirements of ICC A117.1-09, 403, including compliance with Section 302
which requires a surface to be 'stable, firm, and slip resistant'. Providing a concrete,
asphalt, or otherwise stable, firm surface is required. Identify dimensions, slopes, etc.
If ramps are necessary, then the ramp requirements of ICC A117.1-09, 405 will need
to be met.
b) Reference the Area of Assisted Rescue adjacent to Gate G-1. In order to serve this function, all of the
requirements of an exterior area of assisted rescue are need to be addressed within the drawings.
i) Provide design and detailing for providing the separation required by 1009.7.2.
ii) Each door providing access to an exterior area of assisted rescue is required to be identified by a
sign stating: "EXTERIOR AREA FOR ASSISTED RESCUE". 1009.9
iii) The exterior area of assisted rescue is required to be identified by the International Symbol of
Accessibility. 1111.1, #10
iv) Instructions are required to be provided at the exterior area of assisted rescue in accordance
with 1009.11. 1111.3, item #4

c) Signage is required to be provided at all locations where an accessible means of egress is
not provided and at exterior areas of assisted rescue. Update the plans to specify
required signage and locations of that signage:
i) Exterior areas of assisted rescue in accordance with 1009.9. 1111
ii) Directional signage indicating the location of all other means of egress and which of
those are accessible means of egress is required to be provided at exits not providing
an accessible means of egress. 1009.10
The plans need to demonstrate how the required number of accessible means of egress will
be provided to a public way or safe dispersal area. Two accessible means of egress are
required to be provided. 1009.1
19) In response to this comment, the architect references sheets G-101& G-102 for signage
requirements. However, these drawing sheets (including G-103) do not address signage.
Please reference our new comments to item #18 above. It is acceptable if the actual signs will
be provided as a deferred submittal. If this is the case, the plans need to be updated to
indicate that this is the case. At a minimum, the drawings need to state that signage is
required to be provided at the exits that are not an accessible means of egress and at exterior
areas of assisted rescue. Notes should indicate what is required to be provided on the signage
(see new comments to #18 above).
Directional signage indicating the location of other means of egress and which of those are
accessible means of egress are required to be provided at all exits that do not provide an
approved accessible means of egress. Identify all doors & gates that do not provide an
accessible means of egress and specify required signage to be provided at those locations.

Accessibility (Chapter 11, ICC A117.1-09)
21) An accessible route remains to be identified and provided to the Playfield area to the north. In order
to be considered accessible, a route is required to comply with the requirements of ICC A117.1-09,
403, including compliance with Section 302 which requires a surface to be 'stable, firm, and slip
resistant'. Reference new comments to #18 above.
The plans need to clearly demonstrate that an accessible route will be provided. 1104
a) between all buildings and
b) to all amenities such as play areas and the track, etc.
22) In response to this item, the architect references us to the Landscape and Civil drawings provided in the
Site Permit. Unfortunately, we have not been provided with these drawings. As accessible parking and
accessible loading zones are governed by the Building code (IBC), those sheets applicable to accessible
parking and loading zones (only those applicable sheets, please) should be included in the Building
permit for reference. Accessible aspects will need to be reviewed under the Building permit. The original
comment remains to be addressed.

provided for the sink to be accessible. Please update the plans accordingly.

The Staff Lounge kitchen, Room 101P, is required to be fully accessible. Update the plans accordingly as

a) The architect indicates that the cooktop controls comply with the code. However, compliance was
not demonstrated within the drawing set. This item remains to be adequately addressed. Specify all
requirements or otherwise demonstrate within the drawing set that the requirements will be met.
Cooktop controls are required to be located so that reaching across burners is not required. ICC
A117.1-09; 804.S.4.4, 804.5.5.4
b) The architect indicates that the refrigerator/freezer model complies with the code. However,
compliance was not demonstrated within the drawing set. This item remains to be adequately
addressed. Specify all requirements or otherwise demonstrate within the drawing set that the
requirements will be met.
Combined refrigerators and freezers are required to have at least 50 percent of the freezer
compartment shelves, including the bottom of the freezer, 54 inches maximum above the floor when
the shelves are installed at the maximum heights possible in the compartment. ICC A117.1-09,

Plumbing Fixtures (Chapter 29)
27) Aside from the common grouped bathrooms, provide an analysis for each separate building/space where
restrooms and sinks are provided in order to demonstrate that an adequate number of fixtures is
provided at each of those locations. 2902.1
28) Washington State Amendments to the 113C require that not less than one urinal be provided in men's
facilities that serve an occupant load of 26 or more. Currently, no urinals are specified. Please indicate
how this requirement will be met and revise the plans accordingly. 2902.1.1.2

provide gender inclusive restrooms and that this is being addressed in the submitted alternate means.

31) The number of drinking fountains provided in Building A should be based on the anticipated occupant
load for that building as not everyone will have access to the drinking fountains in adjacent
structures/classrooms. Determination of the number of drinking fountains should include consideration
to the different occupant load scenarios (reference G-101 & G-102). 2902.5
Sheet G-004 — Building Code Review
32) This was not provided within the drawing set (G-004) as indicated and remains to be addressed.
Membrane Penetrations (714.3.2) should be included in the code sections.
33) Section 1005.3 — Required capacity based on occupant load, should specify that an emergency
voice/alarm communication system is required to be installed in accordance with Section 907.5.2.2 in
order to achieve the reduced egress width values. 907.5.2.2
Sheet G-101 — Life Safety Plan
34) The Kindergarten Play area is not permitted to interfere with egress from the adjacent classrooms which
egress into the Play area. Provide clarification to demonstrate that unobstructed egress will be provided

35) Clarify on the plans how the occupant load at the Concentrated Assembly area was determined

Sheet A-251 — Accessible Mounting Heights and Details
37) Ambulatory accessible compartments are required to have a clear width of precisely 36 inches. This
clearance is neither a minimum nor a maximum. ICC A117.1-09, 604.10
