Subject: LA HJRREAU 78"' Ave W. Improvement Proportionality Assessment
Per prelim short plat comments dated October 18, 2016, the city has requested ft°oiataage i:unpaovemcaats to
78th Ave W consisting of the addition of asphalt to result in a naaniniuna 22' wide da ivirag saorliace (and
potential other unknown frontage improvements at this time). Defer to the analysis below for potential
financial impacts this request may have towards the project that show a dis-proportionate amount of cost
requested by the city in relation to the scope of the project.
Sunituary of Existin l+ronta e Conditions on 78"' Ave W.
Existing R/W for 78th Ave W consists of a 30' wide R/W along the western half and 10' along the eastern
half for an ultimate R/W wide of 40'. Existing asphalt roadway width in the R/W consists of
approximately 13.5'-15.5' of asphalt. Overhead power exists on both sides of asphalt roadway with
multiple power poles located approximately l'-4' from existing edge of asphalt. Approximately 19
existing trees are located along the east side of the asphalt roadway located within the city maintained
R/W area. Other existing utilities along the east side of the roadway consist of an existing water meter
used by the site in question along with a fire hydrant located near the southeast corner of the 78t" Ave and
236t" St intersection.
Requested Frontage Improvements on 78"' Ave W. aer City Comments
Add additional asphalt area along the east edge of roadway to result in a final asphalt road width of 22'.
This request result in approximately 7'-9' of additional asphalt required to be installed along the east side
of the existing roadway. No other frontage improvements requirements have been noted by the city at
this time.
Impact of Reg nested Fronta e Improvements on 78"' Ave W.
Widening of the existing asphalt along 78"' Ave will result in the need to relocate a minimum of 2
existing power poles along the east side of the roadway along with an existing fire hydrant. Additionally,
it is expected that at least 5 trees along the R/W will need to be removed. Additionally, there does not
appear to be any existing drainage systems fronting the site on 78"' Ave. New drainage needed for
developed hardscape would appear to consist of an open ditch or below ground piping as there doesn't not
appear to be the feasibility to disperse new runoff through vegetated areas as areas downslope of roadway
consist both of minor steep slopes along with the existing residence on -site.

Ex rectal Additional Costs of let gested Frontage Improvements on 7"' Ave W*
Per conversations with Snohomish County PUD along with other utility providers having services on the
existing poles along the east side of 78"' Ave, it is expected that at a minimum, it will cost approximately
$50,000 for each existing pole relocation (depending on propose location requested by the city) for a total
minimum estimated cost of $100,000 for pole relocation.
As there is no existing drainage system in the general vicinity, it is expected that runoff from the road
widening would need to be collected in an open ditch line or below ground drainage system and routed to
the closest drainage system approximately 125'-150' south of the southwest corner of the site. Needed
drainage improvements are estimated at approximately $20,000. Additionally, as the additional asphalt
needed for 7801 Ave would result in the project having more than 5,000 sf. of new replaced impervious
surfaces; this would result in the need for an engineered detention system for the site. It is expected that
an engineered detention system will add approximately $15,000 to $20,000 in additional cost outside of
current city sized detention system.
Tree removal is expected to add approximately $5,000 to $10,000 in additional costs.
Cost of additional asphalt installation is estimated at approximately $10,000.
Unknown costs include the potential need to reinstall overhead service lines to adjacent properties and the
potential need to revise utility easements on adjacent properties.
Total expected additional costs (at a minimum) for requested improvements to 78tt' Ave are estimated at
approximately $140,000 to $160,000. Note that a typical subdivision for this type generally results in
about $50,000 to $100,000 in total project development costs.
Conclusion
Hopefully the analysis above shows the city that the requested improvements to 78t" Ave are a significant
burden of cost for the development and will result in the project not being feasible for development
resulting in no additional improvements to the area. Please let me know if there's any questions regarding
