Kristin, we need to reschedule our pre -application meeting to March 9th at 1:30 so that our civil engineer can attend
because he is not available on March 2 d. Can you confirm that is still possible?
Also, I would like to add the questions/issues below to our agenda for our meeting*
1. Our surveyor reports that the main portion of the property — excluding the alley — is comprised of two tax parcels but
only one legal lot. The parcels were created in 1977, evidently to create two property tax bills for two different buildings
on the property. I've attached some information related to that:
1. Formal request from 1977 to the assessor to create the second tax parcel,
2. Snohomish County assessor's documentation of that changes, and
3. A current Snohomish County handout discussing definition of a legally created lot.
From our research it appears HomeStreet Bank owns one lot with two tax parcels and eliminating the line dividing the
tax parcels could be handled by the county with the sole purpose to avoid receiving two tax bills. Can Edmonds please
confirm this or provide clarification?
2. HomeStreet also owns the adjacent alley which is Parcel B on the civil site plan sheet FIG-1. While this is private
property owned by the bank as a discrete parcel, the bank does not appear to derive any benefit from ownership. The
property does benefit the other adjacent owners who all rely on the parcel for access. Because the property is bank
owned, HomeStreet is responsible for maintenance, pays taxes, and assumes a level of liability for others' use of the
property.
Is the alley Parcel B something that the city would be interested in purchasing for use as a public right-of-way?
