Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the 'clouded' or otherwise
hi2hli2hted chan2es can be found on the revised plans, have been submitted to a Permit
Coordinator.
Resubmittals must be made at the Development Services Department on the 2 nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
General plan review notes:
I . To date, an approval letter from the Snohomish Health District has not been received for the
proposed scope of work.
2. The proposed work requires special inspection for the following:
0 Site Welding
A completed City of Edmonds 'Special Inspection and Testing Agreement' — see attached —
must be completed and returned to the Permit Center prior to permit issuance.
3. Indicate on the plans any shelving/racks that exceed 6 feet in height. Shelving/racks that
exceed 6 feet in height must be seismically anchored and may also require special
inspection.
4. The Americans with Disabilities Act (ADA) requires that all 'Title IIF regulated structures
that contain a primary function area comply. Alterations to the primary function area,
including remodeling merchandise display areas, require that the 'path of travel' is readily
accessible to and usable by individuals with disabilities, including individuals who use
wheelchairs. The 'path of travel' includes the restrooms and drinking fountains. The State
of Washington 'State Building Code Council' (SBCC) achieves this objective by the
adoption of the IEBC. Per IEBC 410.7, where an alteration contains an area of primary
function, the route to the primary function area shall be accessible. The accessible route to
the primary function area shall include toilet facilities and drinking fountains serving the
area of primary function. The costs of providing the accessible route are not required to
exceed 20 percent of the costs of the alterations affecting the area of primary function.
On sheet A2.01 — Floor Plan:
5. Indicate on the plans the restrooms meeting the requirements of IEBC 410.7/403. I/IBC
Table 2902.1/1109.2 and ICC Al 17.1-2009 section 604. Unless there is an accessible
restroom located within a travel distance of 500 feet of the most remote location in the
tenant space, accessible restrooms are required to be installed along the accessible route of
the tenant space. The public shall have access to the accessible restrooms at all times that
the building is occupied.
6. Indicate on the plans the drinking fountain(s) installation to meet both the accessible and
standing spout outlet height requirements of EEBC 410.7/403. VIBC 2902.5.1/1109.5.1 and
ICC Al 17.1-2009 section 602.4. Unless there is a public drinking fountain located within a
travel distance of 500 feet of the most remote location in the tenant space, drinking fountains
are required to be installed along the accessible route of the tenant space. The public shall
have access to the drinking fountain at all times that the building is occupied.
On sheet SO.05 — Special Inspection:
7. Schedule of Special Inspection — Change on the plans the code section references to the
listed items from '1705.11 — Special Inspections for Seismic Resistance' through the end of
the schedule to those code sections found in the currently adopted version of the code.
