RESPONSE LETTER TO PLAN REVIEW COMMENTS DATED MARCH 6,2017
Good day Chuck, I have gone over your request for corrections and I will answer in the order
vou have asked, bv followinp- your Questions with the answers in RED.
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed.
Items that recur on this list appear in italics.
General Note:
1. Partially resolved - Indicate on the plans the mechanical system to be installed to support
the operation of the permanent swimming poollspa and the details of its installation. Of
specific concern is the installation of a heater and gas piping to providefuel per
International Fuel Gas Code (IFGQ chapters 3'& 4. Include details regardingpiping
materials, sizing, placement ofpiping (underground or surface), protection of
piping/equipment, etc.
* A response letter
was not provided as part of the resubmittal to the earlier plan review comments as requested.
An additional sheet was provided indicating a 12' X 8 ' 'footprint' for the pool equipment
(including a 'cartridge filter', pool fill bib, and a pool heater with an electronic ignition).
However, no infon-nation was provided regarding the specifics of the pool heater, such as BTUs,
gas pipe sizing and materials, and the installation criteria (underground or surface) of
the piping to guide proper review, construction, and inspection.

#1 RESPONSE TO Partially Resolved ABOVE: per Plan Page A- I Pool Site Plan, Shows A
concrete 10' 2 3/4" x 3' x 4" Pool Equipment Pad at the NE comer of the house attached to the
pool patio wall, as shown in "Detail A".
• POOL HEATER: The equipment consists of I 400K BTU Jandy Pro Series JXI 40ONK
Swimming Pool & Spa Natural Gas Heater with VersaFlo Integrated Bypass Technology
for Maximum Hydraulic and Energy Efficiency.
• The heater is designed for outside installation and will be installed per the manufactures
Installation and Operation Manual (Included with Plan Set) See Section 3 Location
Requirements, 3.2 Outdoor Installation. RESUB

GAS PIPING:will be approximately I 10' of 1 1/2" schedule 40 Black Steel pipe per the
Jandy Heater Installation Manual, See Section 4.1 Table 2 calls for 1 1/2" Black pipe up to
230 ft. As shown on Sheet A-1, We are running approximately 106' from a 21b Natural
Gas meter set at the SE wall, through the East floor framing of the structure and out the
NE comer of the concrete foundation wall to daylight then through a 2 Y2" hole into the
area above the concrete pool equipment slab and fastened to the concrete retaining wall at
the pool heater location. The 1 1/2" black pipe will be installed and supported per 2015
IFGC Chapters 3 & 4, per Section 407
#1 RESPONSE TO Hose Bib:
• The Hose Bib was included with our original building Permit# BLD20151320
• The bib is a vacuum breaker type used to fill the pool, and is shown on Plan Pa2e A-1,
located on the North outside wall at the West wall of the covered deck.
#1 RESPONSE TO Circulation System The circulation system consists of,
• Heater (I each) Jandy JXi400NK 400K BTU Heater as noted above,
• Cartridge Filter (I each) Jandy Pro Series Cartridge Filter Model CV460.
• (Pumps 2 each) Jandy Pro Series E-Pumps Variable Speed Pump + SVRS (Safety
Vacuum Release System). I for pool and the other for the Spa.
• All Above Equipment Installation and Operation Manuals are attached with the corrected
plan sets.
2. RESOLVED Pool Heater Ignition Controls:
A note on Plan Page A-1 Detail A specifying an electronic ignition for the pool heater
has been added to the plans (See page 5 item "b" hot surface igniter and "c" Ignition
Control of the attached Installation and Operation Manual)
3. Partially resolved - Indicate on the plans the means to be used to meet the barrier
requirements ofISPSC 305. 1. A cover, requiredfor outdoor heatedpools per ISPSC
303.1.31WSEC R403.10.3 may also be used to meet the requirement if it is also providedfor
the spa, is lockable, and complies with ASTMF 1346. (ASTM F 1346 is not applicable to this
installation.
0. RESPONSE TO BARRIER REQUIRERMENTS PER ISPSC 305;
Barrier Requirements per ISPSC 2015 305 are shown on Plan Page A-1 Detail B are to be 4'
minimum Chain Link fencing per 305.2.7. Gates shall be self -closing and comply with 305.3
Thru 305.3.3.
305.4 Structure wall as a Barrier: As shown on Plan Page A-4, There are 3 doors (Labeled
Pool Alarm) that provide Direct Access thru a wall to the outside pool and or Spa in the Atrium
area. Per 305.4 (1) Those doors shall be provided with an Alarm that produces an audible
warning when the window or door or their screens are opened. The alarms shall be Listed and
Labeled as a water hazard entrance alarm in accordance with UL 2017. The operable parts of the
alarm deactivation switches shall be located 54" or more above the finished floor.

#3 Continued); RESPONSE TO POOL COVERS: Per ISPSC 2015 303.1.3 and WSEC
2015 R 403.10.3; As shown on Plan Pages A-5 Pool Plan and A-6 Pool Sections, the "Pool to
Be Covered With Vapor Retardant Solar Cover"
3.Continued) A response letter was not provided as
part of the resubmittal to the earlier plan review comments as requested. An additional sheet
was provided indicating the proposed installation of 'self -closing' gates, of alarms on all
doors (presumably only on those doors located in walls of the structure that are to serve as a
portion of the required pool enclosure/barrier), and of a 48" tall fence to meet the
requirements of ISP SC 3 05. 1. Each of those features has very specific installation,
placement, and functional requirements that should be specified on the plans to guide their
proper construction by those other than the applicant per prior conversation. A response or
added note could not be found regarding the required cover for the heated pool per ISPSC
303.1.3/WSEC R403.10.3.

5. Partially resolved — Indicate on the plans the requiredpool leak containment system
specified on page 4 of the geotechnical assessment report prepared by Gary A. Flowers,
PLLCfor Geological & Geotechnical Consulting — Project No. 14-045, revision dated July
30, 2015. An alternative drainage system has been proposed by the geotechnical engineer,
however, the required connection to the storm system needs to be indicated on a 'drainage
and utility plan' and be reviewed and approved by the City of Edmonds Engineering
Division. A copy of the 'Drainage and Utility Plan' (sheet 2 of 4 of the civil plans)
submitted for work under permit BLD2015-1320 may be used for the representation of the
additional connection for the pool leakage containment drain.tional connection for the pool

#5. RESPONSE TO POOL LEAK CONTAINMENT AND DRAINAGE PLANS:
Per Plan Sheets A-5 Pool Plan View and A-6 Pool Sections, the plans call for a 4" perforated
drain pipe to be installed horizontally under an approximate 8" layer of clean drain rock
throughout the center of the pool bottom. at the point the 4" perforated pipe leaves the area of the
pool and gravel, it shall become solid 4" pipe and will connect to the already installed 4" Storm
Drain pipe that leads to the Type I Catch Basin. That is approximately 40' South of the NE
property comer See Plan Page A-1. And Civil Drainage and Utility Sheet 2 of 4. All work is Per
the City of Edmonds Plan Check #2017-0029 Swimming Pool, the Critical Areas and
Geotechnical Report for Project No. 14-045, at 8545 Talbot was updated on February 13"', 2017
to meet the current code changes adopted May of 2016. At that time, in accordance with ECDC
23.40.090.D.3 a revised report was prepared by Gary A. Flowers, P.E.G and Robert M. Pride,
P.E., G.E. Mr. Flowers is a professional geologist and engineering geologist in the state of
Washington. and Mr. Pride is a professional engineer, geotechnical engineer and geological
engineer, licensed in Washington, The old report for pool leak containment was modified to use
an approximate 8-inch layer of clean drain rock in the bottom of the pool excavation with a drain
pipe that connects to the approved ston-n water drainage system for the site. This was based on
the very dense and Iiigli Mij)cniicablc sediments observed in UIC house excavation it was in their
opinion that this methodology would provide suitable drainage from the bottom of the
excavation should a leak ever develop. They recommend that the pool excavation have a slight
slope prior to placement of the drain rock in order to provide positive drainage to the drain pipe.
